Novartis plans lottery to give away world’s most expensive drug for free

Pharmaceutical giant Novartis is setting up a lottery-style program to give the world’s most expensive drug to babies for free — a move that has some patient advocates concerned: The company next year plans to give away up to 100 doses of Zolgensma, its $2.1 million treatment for spinal muscular atrophy, a rare genetic disorder that causes children to lose control of their muscles.

The so-called managed access program — meant for kids younger than 2 living in countries where the drug has not been approved — will use a bi-weekly draw to determine which patients get the one-time treatment: Those who aren’t chosen will stay in the pool as long as they are still medically eligible.

The program aims to expand access to a potentially life-saving drug that has only been approved in the US: But one patient group is skeptical that picking “lucky” kids is the best way to do that……..“We are yet to be convinced that a health lottery is an appropriate way of meeting the unmet medical needs in this severe disease,” the British advocacy group TreatSMA said in a statement.

AveXis, the Novartis subsidiary that developed Zolgensma, said it created the program in response to growing demand for the drug outside the US: The US Food and Drug Administration approved it in May, but AveXis said it is still pursuing registration in nearly three dozen countries.

The company said it worked with a “bioethics advisory committee” to develop the lottery program in the context of manufacturing constraints: AveXis plans to add doses to the program, which will start Jan. 2, every six months based on availability and patient need, according to a statement the company published Thursday.

“AveXis designed a program anchored in principles of fairness, clinical need and global accessibility to best determine the equitable global distribution of a finite number of doses that doesn’t favor one child or country over another,” AveXis said in the statement.

Zolgensma is one of just two drugs for spinal muscular atrophy that have been approved in the US: The other, Spinraza, requires recurring doses that cost $750,000 for the first year and $375,000 each year after that.

He also criticised the handling of the case by Judge Michalis Papathanasiou, who he said refused to hear any evidence about whether the alleged rape took place: Prosecutors said the woman willingly wrote and signed a statement retracting her claims 10 days after making the initial allegations………….The woman told the court this happened under duress with the threat of arrest and that she had been denied access to a lawyer.

Earlier this month, her mother told the BBC’s Victoria Derbyshire programme the past few months had been a “living nightmare” ……………..She said her daughter, who was in Cyprus for a working holiday and had been due to start university after the summer, had post-traumatic stress disorder and the symptoms had become “much, much worse” since the alleged rape………………..She also criticised what she saw as a lack of support from the authorities, saying that her daughter’s human rights had been “violated the whole way through” the process.

The law, approved by 45 ruling coalition lawmakers, says religious communities with property need to produce evidence of ownership from before 1918, when Montenegro joined a Serb-led Balkan kingdom and lost its independence: In neighbouring Serbia, President Aleksandar Vucic said he was concerned but hoped that tensions will ease and "our church's holy sites will be preserved.

Vucic promised to help the Serbian church in Montenegro "without burning bridges.

The Serbian Orthodox Church in Montenegro described the law as “”discriminatory and unconstitutional.” Patriarch Irinej, the head of the church, said Montenegrin authorities “must immediately stop with the brutal terror against the church, its priests and followers.“”

Montenegro’s population of around 620,000 is predominantly Orthodox Christian and the main church is the Serbian Orthodox Church: A separate Montenegrin Orthodox Church isn’t recognized by other Orthodox Christian churches: Djukanovic has accused the Serbian Orthodox Church of promoting pro-Serb policies and seeking to undermine the country’s statehood since it split from Serbia in 2006.

Montenegrins remain divided over whether the small Adriatic state should foster close ties with Serbia: About 30% of Montenegro’s population identify as Serbs and were mostly against the split from Serbia.

#AceNewsReport – Dec.27: One of the documents is an e-mail exchange dated 27 and 28 February between members of the fact finding mission (FFM) deployed to Douma and the senior officials of the OPCW. It includes an e-mail from Sebastien Braha, Chief of Cabinet at the OPCW, where he instructs that an engineering report from Ian Henderson should be removed from the secure registry of the organisation:

“Please get this document out of DRA [Documents Registry Archive]… And please remove all traces, if any, of its delivery/storage/whatever in DRA”.

The main finding of Henderson, who inspected the sites in Douma and two cylinders that were found on the site of the alleged attack, was that they were more likely manually placed there than dropped from a plane or helicopter from considerable heights: His findings were omitted from the official final OPCW report on the Douma incident.

Another document released today is minutes from a meeting on 6 June 2018 where four staff members of the OPCW had discussions with “three Toxicologists/Clinical pharmacologists, one bioanalytical and toxicological chemist” (all specialists in chemical weapons, according to the minutes).
