#AceNewsReport – Oct.30: According to allegations in an indictment, Farhia Hassan, 38, was involved with a group of women from more than a dozen countries around the world who ran a fundraising ring to provide financial support to al-Shabaab from in or about February 2011 through in or about July 2014.

#AceDailyNews DOJ Court Report: After more than seven years of extradition proceedings in the Netherlands, a Dutch woman brought by the FBI to the United States yesterday made her initial appearance today in the U.S. District Court for the Eastern District of Virginia to face charges stemming from her alleged participation in a terrorist financing ring in support of the Somalia-based terrorist group al-Shabaab.

Through conduits in Nairobi, Kenya, and Hargeisa, Somalia, the group of women allegedly funneled cash payments via money remitters directly to members of the terrorist group. According to members of the conspiracy, the money was used to fund safehouses and to purchase trucks and weaponry in support of al-Shabaab. The women allegedly coordinated the payments using online chatrooms.

Hassan, in particular, was allegedly involved in fundraising in the Netherlands under false pretenses by representing to donors that money was being collected to fund charitable ventures, such as schools for orphans, when it was in fact being funneled to terrorists. Two U.S.-based members of the fundraising ring, Muna Osman Jama, 41, of Reston, and Hinda Osman Dhirane, 51, of Kent, Washington, were convicted in 2016 for their participation and were sentenced to 12- and 11-years imprisonment, respectively.

Hassan is charged with conspiracy to provide material support to a designated foreign terrorist organization. If convicted, she faces a maximum penalty of 15 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Acting Assistant Attorney General Mark J. Lesko for the Justice Department’s National Security Division, U.S. Attorney Jessica D. Aber for the Eastern District of Virginia and Assistant Director in Charge Steven M. D’Antuono of the FBI’s Washington Field Office made the announcement.

Assistant U.S. Attorneys James P. Gillis and Danya E. Atiyeh for the Eastern District of Virginia and Trial Attorney Kathleen Campbell of the National Security Division’s Counterterrorism Section are prosecuting the case.

The Justice Department’s Office of International Affairs provided substantial assistance in securing the arrest and extradition from the Netherlands.

An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Al- #Shabaab Issues Threats Ahead of Elections in Djibouti: In newly released audio, Ahmed Omar Abu Ubaidah accuses the leaders of Djibouti of turning the country into a military base “from where every war against the Muslims in East Africa is planned.”

“Make American and French interests in Djibouti the highest priority of your targets,” the audio posted by al-Shabab media says.   

Abu Ubaidah said his group was ready to offer “safe refuge” and “prepare and train” those willing to migrate from Djibouti if they cannot fulfill the “individual obligation of jihad.”

The United States Africa Command (AFRICOM), which has a base in Djibouti, responded to the new message from the al-Shabab leader.  

A spokesperson, Colonel Christopher Karns, told VOA Somali that the U.S. Africa Command is aware of the recent audio release from al-Shabab calling for attacks on U.S. and French interests in Djibouti.   

“U.S. Africa Command takes these statements seriously,” Karns said.   

“Al-Shabab remains a persistent threat to U.S. interests in East Africa. This is why it remains important to apply continued pressure on the al-Shabab network and isolate the threat it presents to the region and beyond,” he added.

The United States completed the withdrawal of most troops from neighboring Somalia in January following an order from then-President Donald Trump.  

The number of U.S. military personnel in Somalia ranged from 650 to 800 people. U.S. troops supported and mentored an elite Somali unit known as the Danab “lightning” brigade.      

The U.S. military has also been conducting airstrikes against al-Shabab. There have been no confirmed strikes in Somalia since President Joe Biden took office. Earlier this month, Somali military officials expressed concern about the reduction of strikes against al-Shabab, which they fear could give the militant group additional momentum.  

Karns said airstrikes remain an option.  

“We will not telegraph actions or our intentions. It would not be in al-Shabab’s best interests to incite a response from us,” he said. “We remain committed to security in East Africa and are postured to respond to threats.”  

Al-Shabab previously attacked Djibouti on May 24, 2014 in a double suicide explosion at a restaurant frequented by Westerners, killing three people.  

Djibouti voters go to the polls on April 9 for presidential elections. Incumbent Ismail Omar Guelleh is seeking a fifth term in office.  

Djibouti officials could not immediately be reached for comment on the new threat.

Djibouti has a military contingent serving as part of the African Union’s peacekeeping mission in Somalia.

Today’s bus attack comes two months after another passenger bus in Wajir, northeastern Kenya, where a group of armed Al-Shabaab militants robbed travelers and the bus conductor after failing to find Christians in the bus. Over the last few years, Al-Shabaab has been targeting Christians and security personnel in the Northeastern region of Kenya that lies near the border with Somalia….

‘ Somalia’s al-Shabaab Claim Responsibility for Attack on Bus Killing Seven ‘

#AceWorldNews – MOGADISHU – July 19 – Somalia‘s al Shabaab insurgents claimed responsibility on Saturday for an attack on a bus on Kenya‘s northern coast that killed seven.

Gunmen blocked the bus with their car late on Friday and sprayed it with bullets.

They also attacked two lorries carrying mangos near Witu, a town in Lamu County which borders Somalia.

“The attack was in response to Kenya’s claim that it deployed more troops in the coast and thus tightened security,” Sheikh Abdiasis Abu Musab, spokesman for al Shabaab’s military operations told Reuters.

' Two Deadly Shooting Attacks by Al-Shabaab in Trading Centre Kill at Least 29 People '

#AceWorldNews – KENYA (Hindi) – July 06 – Two deadly shooting attacks in Kenya’s coastal districts have left at least 29 people dead, the country’s interior ministry said.

Heavily-armed men raided a trading centre in the village of Hindi, in Lamu County, as well as a police station in Gamba, Tana River County, overnight Saturday, according to eyewitnesses.

All of the victims were adult men except for a teenage boy, AFP reported.

The Somali militant Islamist group al-Shabaab claimed responsibility for the attacks.

` Al-Qaeda Islamic Maghreb today Claims Responsibility for the Algeria's Ambush Killing 11 Soldiers '

#AceNewsServices – ALGIERS – May 02 – Al-Qaeda in the Islamic Maghreb (AQIM) claimed responsibility Thursday for an April ambush in Algeria’s restive Kabylie region that killed 11 soldiers.

“On the night of April 19, Mujahideen ambushed an army convoy in the Iboudrarene region… The toll was around 30 soldiers killed or wounded,” said a statement posted on-line.

At the time, a security source said gunmen in the AQIM bastion of Iboudrarene, east of Algiers, had ambushed the convoy and killed 11 soldiers.

The attack was the deadliest on the military in years and came two days after ailing President Abdelaziz Bouteflika was re-elected.

The convoy was returning to barracks after helping to secure the election, during which clashes broke out in Kabylie between police and anti-Bouteflika youths. — AFP

Of all Al Qaeda’s regional affiliates AQIM has probably garnered the least attention in the United States. A concern about growing synergy between Islamist terrorist groups in North and Central Africa, however, has thrust AQIM to the forefront. AQIM recently swore allegiance to newly appointed AQC leader, Ayman Al Zawahiri, on 7/7/2010, and the group purportedly has nascent ties to Nigeria’s Boko Haram and Somalia’s Al-Shabaab.

On the macro scale, the United States’ interest in North and Central Africa is driven by security as well as energy concerns, particularly as Russia and China seek to expand economic ties to the region. Pham argues that the region has the potential of “being the setting for an explosive mix of Islamist terrorism, secular grievances, and criminality.” Weak military and counter-terrorism forces in Niger, Mali, and Mauritania, coupled with vast desert landscapes, have allowed AQIM to establish footholds in many of the region’s ungoverned areas.

AQIM is undergoing increased decentralization, but despite this fact, at least two of its senior leaders have connections to AQC. In November 2010, the current AQIM leader, Abdelmalek Droukdel, released a tape informing French authorities that they must negotiate directly with Osama Bin Laden to secure the release of French nationals kidnapped by AQIM in September 2010.
Droukdel was also in contact with the late Al Qaeda in Iraq leader, Abu Musab Al Zarqawi, in 2004 and 2005, as well as AQC leaders based in Waziristan, Pakistan.

Mukhtar Belmokhtar, an infamous Algerian jihadist who fought with the mujahideen in Afghanistan in the early 1990’s and was a commander of the Salafist Group for Call and Combat’s (GSPC) Masked Brigade in the 2000’s, served as a liaison between AQC and Algerian-based terrorist groups.
He was in contact with AQC when it was based in Sudan in the early 1990’s and continued to serve as a point of contact through the mid-2000’s; while he has notoriously been at odds with the Algeria-based wing of AQIM led by Droukdel, Belmokhtar still provides support to AQIM and is a major player in the Sahel region, leading a brigade of 150 men.

Finally, the recent arrest of former GSPC operative and current AQC external operations committee member Younis al-Mauritani (aka Abdul Rahman Hussein) is evidence of closer ties between AQC and AQIM, assuming al-Mauritani has remained in touch with his North African contacts.

`Al-Shabbab Group kills 10 people in `Mogadishu’ and say they also carried out the assault on the `Presidents Palace’ in Somali’

#AceWorldNews says an Islamist militant suicide bomber drove a car into a Mogadishu cafe on Thursday, killing at least 10 people, Reuters reported.

The place is frequented by members of the security forces.

The Al Shabaab group said it had carried out the attack, which followed an assault by its fighters on the president’s palace in the Somali capital last week.

Sheikh Abdiasis Abu Musab, Al Shabaab’s military operations spokesman, said the attack had targeted security personnel who were sitting in the tea shop, killing 11 officers and wounding 15 others.

`Somalia’s Presidential Palace in `Mogadishu’ hit by `Suicide Bomb Attack’ – Reports’

#AceWorldNews says the presidential palace in Somalia’s capital was hit on Friday by a major car bomb and gun attack, AFP reported, citing police.

Reuters also reported that a loud explosion was heard near the centre of the Somali capital, Mogadishu, followed by prolonged heavy bursts of gunfire.

The city has been hit by a series of suicide bomb attacks in the past few weeks, claimed by Al-Qaeda-linked militants, Al Shabaab.
