‘ Naval Exercises of Various Forces Commence in the Black Sea ‘

#AceWorldNews – MOSCOW – July 05 – Naval exercises of different forces of Russian Black Sea Fleet involving more than 20 warships and auxiliary ships, more than 20 war-planes and helicopter gunships, marines and coastal artillery gun force began on Friday.

The drill area embraces the whole Black Sea maritime area, the press service of Russian Defence Ministry told ITAR-TASS on Friday.

“Different forces of the Black Sea Fleet started joint actions during planned tactical exercises with missile and artillery gunfire drills from surface warships on sea and air targets.

#AceWorldNews – March 29 – Russia has no plans to create naval and military bases abroad like American facilities, Russian Foreign Minister Sergei Lavrov said in an interview on Saturday News with Sergei Brilyov on Russian television.

Commenting on reports that Russia allegedly planned to open bases on the Seashells, in Vietnam, Nicaragua, Cuba and Argentina, Lavrov said “It is not true at all. We have no plans to create naval and military bases abroad in the meaning you understand the term.”

“The Navy has strengthened significantly in Russia, and I think, after the joining of Crimea to Russia, it will have much more potentialities for development,” he noted. Aside from the Black Sea Fleet, we have the Far Eastern, Northern and other fleets,” he said.

“It is very important for the state to have the navy on the highest level of training, especially when the fleet has not only to cross oceans for training, but carry out specific tasks to fight piracy in the Gulf of Aden. Pirates appear in other parts of the world ocean. The fleet makes long trips.”

“We have agreed with some countries for our vessels and naval ships to use their existing infrastructure for calls, service, minor repair, replenishment of food and water reserves and rest of crews,” Lavrov explained. “Construction of bases like American ones is out of the question.

Any agreements like those concluded by Americans to ensure immunity for their servicemen from crimes in the country of their presence are also out of the question,” he noted.

` Bill on Severing Diplomatic Relations with Russia is Registered in Ukrainian Parliament ‘

#AceWorldNews – KIEV – The proposal includes denunciation of the friendship and cooperation deal, as well as the agreement on the stay of Russia’s Black Sea Fleet in Crimea, valid until 2042.

The bill on Ukraine’s course to sever diplomatic relations with Russia, denounce Ukrainian-Russian treaties and apply for entry to the European Union and NATO was on Monday registered in the secretariat of the Ukrainian parliament, the Verkhovna Rada, on an initiative from radical MP Oleh Lyashko.

The draft law contains a demand to Rada-appointed Acting Ukrainian President Oleksandr Turchynov to “declare full combat alert of the armed forces, conduct the nationwide mobilization of Ukrainian nationals liable for military service and create militia units.”

The bill also urges the self-proclaimed Ukrainian authorities to ask the governments of the United States and other NATO member countries “to provide the maximum possible material and technical assistance in the form of modern military hardware and armaments,” “sever diplomatic relations with the Russian Federation” and impose a visa regime.

The proposal also includes denunciation of the friendship and cooperation deal, as well as the agreement on the stay of Russia’s Black Sea Fleet in Crimea, which is valid until 2042.

The bill says the cost of Russian natural gas transit via Ukraine should be raised twelve-fold to $500 per 1,000 cubic meters and proposes terminating the transit should Russia refuse to pay the price.

In line with the draft law, the Ukrainian law enforcement should adopt “tough measures to stop any separatist actions” in eastern Ukraine.

The bill also proposes banning Russian TV broadcasts and press distribution.

It proposes stripping Ukrainians taking part in “separatist rallies” of Ukrainian citizenship, bringing them to criminal account and other measures.

Ukrainian President Viktor Yanukovych left Ukraine in February after a coup in his country. He told reporters in southern Russia last Tuesday that he remained the legitimate Ukrainian leader despite “an anti-constitutional seizure of power by armed radicals.” Russia considers Yanukovych the legitimate Ukrainian president.

` Crimean Authorities seeking to ` Nationalise Ukrainian Fleet’ and their ` Mineral Extraction Facilities ‘

#AceWorldNews – SIMFEROPOL,- The authorities of Crimea (autonomy seeking independence from Ukraine) are planning to nationalise the Ukrainian fleet on the peninsula along with several state-owned mineral extraction facilities, Crimean Prime Minister Sergei Aksyonov said on Monday, March 10.

“The Ukrainian fleet in Sevastopol will be nationalised in full. We are not going to let their ships out. We have also blocked the exit for Chernomorneftegaz [oil and gas producing company],” he said.

This is not the complete list of assets to be nationalised, he said. “We will also make decisions on solar power plants. They will be put on the books of the Autonomous Republic of Crimea,” Aksyonov said.
He stressed, however, that nationalisation would not affect private property.

Crimean parliament speaker Vladimir Konstantinov said Sevastopol (the main base of the Russian Black Sea Fleet) would get a special status within Crimea.

` Sevastopol to join Russia after referendum city administration head '

#AceWorldNews says that Sevastopol, the main base of the Russian Black Sea Fleet in Ukraine, will join Russia as its constituent member after a referendum, city administration acting head Dmitry Belik said on Saturday, March 8.TASS

“We will hold one referendum with the rest of Crimea, but after it two entities will join Russia as its constituent members: Sevastopol and Crimea. And changes to the constitution will also be made separately,” he said.

According to Belik, two questions will be asked at the referendum:

“Do you support reunification of Sevastopol with Russia as its constituent member?” and
“Do you support the restoration of the Constitution of 1992 and Sevastopol’s to Ukraine?”

Speaking at a rally held in the centre of the city on the occasion of International Women’s Day, Belik stressed that social allowances would continue to be paid after accession to Russia.
“The salaries of public sector employees, medic and social workers will be preserved at their current level as a minimum or maybe even increased.

We are now working in close contact with Russian officials over a new social system for the city,” Belik said.

He thanked Russian President Vladimir Putin and the Russian parliament for their support.

The Crimean parliament on Thursday, March 6, ruled to hold a referendum on accession to Russia on March 16.

Earlier it was scheduled for March 30.

Three questions will be asked during the referendum:
1. Do you support Crimea’s reunification with Russia as its constituent member?
3. Do you support the restoration of the Constitution of the Republic of Crimea of 1992 and the status of Crimea as a part of Ukraine?

However, parliament-appointed acting Ukrainian President Alexander Turchinov said the upcoming referendum in Crimea (autonomy within Ukraine) on its accession to Russia would be “unlawful and illegitimate.”

“The Verkhovna Rada will initiate the dissolution of the Supreme Soviet of Crimea,” he said in a televised address on Thursday, March 6.

So here are the facts, numbers, and details of this long-standing (but rarely cited) deal:

1) The Black Sea Fleet has been disputed between Russia and Ukraine since the collapse of the Soviet Union back in 1991.

2) In 1997, the sides finally managed to find common ground and signed three agreements determining the fate of the military bases and vessels in Crimea. Two years later, in 1999, the Russian and Ukrainian parliaments ratified them. Russia has received 81.7 percent of the fleet’s ships after paying the Ukrainian government a compensation of US$526.5 million.

3) Moscow also annually writes off $97.75 million of Kiev’s debt for the right to use Ukrainian waters and radio frequency resources, and for the environmental impact caused by the Black Sea Fleet’s operations.

4) According to the initial agreement, the Russian Black Sea Fleet was to stay in Crimea until 2017, but the deal was later prolonged for another 25 years.

5) The 1997 deal allows the Russian navy to have up to 25,000 troops, 24 artillery systems with a caliber smaller than 100 mm, 132 armored vehicles, and 22 military planes on Crimean territory.

6) In compliance with those accords, there are currently five Russian naval units stationed in the port city of Sevastopol in the Crimean peninsula: 

  •  The 30th Surface Ship Division formed by the 11th Antisubmarine Ship Brigade, which includes the Black Sea Fleet’s flagship guard missile cruiser Moskva as well as Kerch, Ochakov, Smetlivy, Ladny, and Pytlivy vessels, and the 197th Landing Ship Brigade, consisting of seven large amphibious vessels;

– The 41st Missile Boat Brigade, which includes the 166th Fast Attack Craft Division, consisting of Bora and Samum hovercrafts as well as small missile ships Mirazh and Shtil, and 295th missile Boat Division;

– The 247th Separate Submarine Division, consisting of two diesel submarines – B-871 Alrosa and B-380 Svyatoy Knyaz Georgy;
– The 68th Harbor Defense Ship Brigade formed by the 400th Antisubmarine Ship Battalion of four vessels and 418 Mine Hunting Ship Division, which consist of four ships as well;

– The 422nd Separate Hydrographic Ship Division, which includes Cheleken, Stvor, Donuzlav and GS-402 survey vessels as well as a group of hydrographic boats.

7) Besides the naval units, Moscow also has two airbases in Crimea, which are situated in the towns of Kacha and Gvardeysky.

8) The Russian coastal forces in Ukraine consist of the 1096th Separate Anti-Aircraft Missile Regiment in Sevastopol and the 810th Marine Brigade, which hosts around 2,000 marines. (Several other coastal units of the Black Sea Fleet are located in Russia’s Krasnodar Region, including the 11th Separate Coastal Missile Brigade in Anapa, the 382th Separate Marine Battalion, and a naval reconnaissance station in Temryuk).

Last week, Russia’s Federation Council unanimously approved President Vladimir Putin’s request to send the country’s military forces to Ukraine to ensure peace and order in the region “until the socio-political situation in the country is stabilized.”

 However, the final say about deploying troops lies with Putin, who hasn’t yet made such a decision, stressing that deploying military force would be a last resort. 

Authorities in the Ukrainian Autonomous Republic of Crimea – where more than half the population is Russian – requested Moscow’s assistance after the self-proclaimed government in Kiev introduced a law abolishing the use of languages other than Ukrainian in official circumstances.
