Torrents of water tossed dozens of cars and heaps of debris along streets, destroyed bridges, closed roads and cut off electricity to hundreds of villages.

The Disaster and Emergency Management Directorate (AFAD) said 36 people were killed in Kastamonu, seven in Sinop and one in Bartin. It said nine people were still in hospital in Sinop.

“This is the worst flood disaster I have seen,” Interior Minister Suleyman Soylu said late on Thursday after surveying damage.

“The infrastructure in Ayancik (district) has completely collapsed. The sewage system is destroyed. There is no electricity or water,” Sinop Mayor Baris Ayhan told Reuters.

The floods and fires, which killed eight people and devastated tens of thousands of hectares of forest, struck in the same week that a UN panel said global warming was dangerously close to spiralling out of control, and warned that extreme weather would become more severe.

About 45 centimetres of rain fell in less than three days in one village near the worst-hit region, Kastamonu’s Bozkurt district, AFAD cited meteorology authorities as saying.

Hundreds evacuated from flooded areas

Footage of the flood’s first moments in Bozkurt showed the river there overflowing in a fast-moving deluge, which tore up trees and dragged away vehicles.

The small town of Bozkurt lies in a valley along the banks of the Ezine river in Kastamonu province, 2.5 kilometres from the Black Sea.

Experts in Turkey say interference with rivers and improper construction also were contributors to the massive damage in Turkey’s floods.

Geologists have said that construction narrowed the river bed and the surrounding alluvial flood plain of the Ezine stream in Kastamonu’s Bozkurt district, where the damage was most severe.

Residential buildings were built along the waterfront. During severe rains, the contracted stream has limited area in which to move and can overflow.

Speaking in Bozkurt, President Tayyip Erdogan declared the three provinces a disaster zone.

“Our country has been grappling with natural disasters for a while, as are many places in the world. This is not just our country but the United States, Canada, Germany and many other European countries,” he said.

About 2,250 people were evacuated across the region before, during and after the floods, some lifted from rooftops by helicopters.

Many were being temporarily housed in student dormitories, authorities said. 

Five bridges had collapsed and many others were damaged, leading to road closures, AFAD added. Parts of the roads were also swept away.

The U.S. Coast Guard has a long and enduring partnership with regional maritime forces, particularly in strengthening maritime forces in Georgia and Ukraine. Hamilton conducted at sea engagements with the Georgian coast guard and a port visit in Batumi, Georgia, last week.

“This was a great opportunity to interact and share best practices with the Ukrainian navy,” said Petty Officer 2nd Class Jason Dunsavage, Hamilton crew member. “Both of our crews take pride in being professional mariners, and today, we proved that. We look forward to doing it again.”

Hamilton is the first U.S. Coast Guard cutter to visit the Black Sea since 2008. The last U.S. Coast Guard cutter to visit the Black Sea, USCGC Dallas (WHEC 716), sailed to the Black Sea twice, in 2008 and 1995.

Hamilton is the fourth national security cutter and is the fifth cutter named for the father of the U.S. Coast Guard – Alexander Hamilton, the first Secretary of the Treasury and advocate for the creation of the U.S. Revenue Cutter Service.

The U.S. Coast Guard remains operational during COVID-19, following all COVID-19 safety precautions and regulations.

The U.S. Coast Guard is conducting a routine deployment in the U.S. Sixth Fleet area of operations, working alongside NATO Allies and partners, building maritime domain awareness, and sharing best practices with partner nation navies and coast guards.

U.S. Sixth Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners, to advance U.S. national interests and security and stability in Europe and Africa.

Their statement triggered an urgent central committee meeting of the ruling Justice and Development Party for Monday to discuss the issue in detail, and Ankara’s Chief Public Prosecutor’s Office has launched an investigation into the signatories.

One of the signatories was 63-year-old Cem Gurdeniz.

He was the architect of Turkey’s “Blue Homeland” maritime doctrine, and his vision gained increased popularity last year with the country’s activities in the Eastern Mediterranean.

“The fact that withdrawing from the Montreux Convention was opened to discussion related to the Kanal Istanbul and the authority to exit from the international treaties was met with concern,” the statement said.

“Kanal Istanbul will open the Montreux Convention to discussion, and will lead to Turkey’s total loss of sovereignty over the Sea of ​​Marmara.”

In a 2018 decree Turkish President Recep Tayyip Erdogan assigned himself authority to withdraw the country from any international treaty or pact, such as the Montreux Convention, without parliamentary approval.

Last month Turkey approved plans to develop the 45-kilometer canal project and, since then, the status of the Montreux Convention has become a hot topic.

The admirals stressed that the convention was an agreement that “best protects Turkish interests.”

Recently 126 retired Turkish diplomats released a statement to warn the government over the same issue.

The convention gives free passage to all civilian vessels, and determines the mode of entry, duration of stay and tonnage of warships from nonliteral countries.

Kanal Istanbul will shorten the route of naval vessels from nonliteral countries to reach their destinations in the Black Sea as long as they pay the necessary fees.

But, if no further abrupt revision is made to the convention, these vessels have to respect the rules of Montreux as they will enter Kanal Istanbul from the Dardanelles straits that are still determined by this decades-long international regime.

In a country still shaken by the failed coup attempt of 2016, the admirals’ declaration caused anger in government circles and led to claims that it was reminiscent of past coup periods.

‘ 195 of 201 Decommissioned Soviet-Era Submarines are Disposed ‘

Russia’s Rosatom Corporation is nearing to complete the disposal of Soviet-made decommissioned nuclear-powered submarines and support vessels.

Currently, 195 of the 201 decommissioned submarines have been disposed. The demolition of all the decommissioned nuclear submarines and 14 technical support vessels is due to be completed by 2020.

“We have started the disposal of technical support vessels and depot ships. By 2020, we are expected to complete the disposal of all 14 support ships decommissioned from the Northern and the Pacific Fleets as well as two Atomflot support ships,” Rosatom CEO Sergei Kirienko said during the “70th anniversary of the Russian Atom” forum in Chelyabinsk.

“195 of the 201 submarines have been dismantled and recycled. Six submarines are left. Now we have no vessels standing in queue for dismantling. In 1999, when Rosatom was charged with the disposal there were 120 submarines waiting,” Kirienko said.

In 2014, the disposal of the “Volodarsky” depot ship was completed. Now, the disposal of the “Lepse” depot ship has begun. Within six months, it will be discharged of nuclear fuel. Then it will be prepared for wet storage before the disposal.

Kirienko also pointed out that under the “Nuclear radioactive safety 2” program new equipment and technology were developed, including the recycling technology for the uranium-beryllium fuel from project 705 submarines which were equipped with liquid-metal reactors.

The need for the disposal of nuclear submarines and depot ships emerged after the fall of the Soviet Union. At that time, military spending was significantly reduced.

More than 200 submarines built-in the 1950-1980s, and a large number of support vessels, were decommissioned from the Russian navy.

NATO: ‘ Warships Enter Black Sea ‘

#AceWorldNewsSeptember 07 – Two NATO warships, Canadian frigate Toronto and Spain’s Almirante Juan de Borbon have entered Black Sea waters over the weekend, Itar Tass news agency reported referring to its military diplomatic source.


The ships will take part in the international Sea Breeze drill, conducting exercises from September 8 to 10.

The near-complete diesel-electric Novorossiysk will be at sea for less than a month and will return to base for final fitting ahead of joining the Black Sea naval fleet, a defence industry source told Itar-Tass on Friday.

Three-month mooring trials have already been completed.

Novorossiysk is the first in a series of 636.6 Varshavyanka Project vessels, Black Sea Fleet Commander Admiral Viktor Chirkov told ITAR-TASS.

Six submarines of this class are planned for Black Sea duty and are aimed at building up the potential of Russia’s naval task force in the Mediterranean.

US Ramps up Support to ` NATO ‘ Forces in the ` Black Sea and the Baltic Regions ‘ with Warship and Troops ‘

#AceWorldNews – NATO – April 23 – The US has sent warship USS Taylor to the Black Sea, a source from the Russian Navy told ITAR-TASS. “The frigate USS Taylor has passed through the straits and entered the Black Sea yesterday evening,” the source said.

Over the course of about 90 minutes, a Russian SU-24 fighter jet made 12 “close-range, low-altitude” passes near the Cook while the ship was in international waters in the western Black Sea near Romania, Pentagon spokesman Col. Steve Warren told reporters.

Warren said the aircraft did not respond to multiple queries and warnings from the Cook. No shots were fired and the plane appeared to be unarmed, based on visual observations made by those aboard the Cook, Warren said.

“This provocative and unprofessional Russian action is inconsistent with international protocols and previous agreements on the professional interaction between our militaries,” Warren said.

There have been no communications between the Pentagon and the Russian ministry of defence since the incident.

Speaking at a rally held in the centre of the city on the occasion of International Women’s Day, Belik stressed that social allowances would continue to be paid after accession to Russia.
“The salaries of public sector employees, medic and social workers will be preserved at their current level as a minimum or maybe even increased.

We are now working in close contact with Russian officials over a new social system for the city,” Belik said.

He thanked Russian President Vladimir Putin and the Russian parliament for their support.

The Crimean parliament on Thursday, March 6, ruled to hold a referendum on accession to Russia on March 16.

Earlier it was scheduled for March 30.

Three questions will be asked during the referendum:
1. Do you support Crimea’s reunification with Russia as its constituent member?
3. Do you support the restoration of the Constitution of the Republic of Crimea of 1992 and the status of Crimea as a part of Ukraine?

However, parliament-appointed acting Ukrainian President Alexander Turchinov said the upcoming referendum in Crimea (autonomy within Ukraine) on its accession to Russia would be “unlawful and illegitimate.”

“The Verkhovna Rada will initiate the dissolution of the Supreme Soviet of Crimea,” he said in a televised address on Thursday, March 6.

` Turkey scrambles jets again after Russian surveillance plane tracked ‘near coast’

The Russian plane reportedly remained in international airspace and is the second reported incident of its kind this week.

The incident comes amid increasing tensions between Russia and the West over Ukraine.
