#AceNewsReport – June.12: The Office for National Statistics’ (ONS’) Data Science Campus has been looking at newly released data from Google to assess the impact of social distancing measures in the UK and see if it can be useful to policymakers:

Early findings from this data already show that on 29 March 2020:

  • visits and time spent at retail and recreation locations has been falling consistently since guidance on working from home was announced on 16 March; by 29 March, it was down 85% compared with the baseline
  • while there was a sizeable increase in grocery shopping activity before school closures were announced on 20 March (24% over the baseline), activity has since fallen, and as of 29 March was 45% below usual levels

Google’s COVID-19 Community Mobility Reports use anonymised information from users who have chosen to turn on their device’s Location History setting and give a percentage change in levels of mobility, compared with a baseline period from 3 January to 6 February: The Data Science Campus has extracted anonymous data from these reports to make them publicly available so that they can be used by policymakers within government who are leading on analysis of social distancing measures:

National statistics organisations and other public groups worldwide are now using methods and data extracted from the reports by the Data Science Campus to carry out their own analysis to support their response to the coronavirus (COVID-19) pandemic: This is part of the ONS’ wider work to see how new data sources can help shed new light on COVID-19’s impact on the UK’s society and economy.

Tom Smith, Director of the ONS Data Science Campus, said: “Teams across ONS are working with partners in government, industry and academia to rapidly analyse data that can assist with the response to the coronavirus (COVID-19) in the UK:

“De-identified, anonymous data, collected and developed by organisations outside government, can add to what we know about the economy, society and the environment. This data from Google could help provide additional insight into movement patterns across the UK and local areas. By helping others to access it, we are ensuring that further analysis can take place so that the public and government can better understand the impact of COVID-19.”

#AceNewsReport – Oct.30: thoughts today are very much with the bereaved families and survivors of the fire as well as the wider Grenfell community. We remember with much sadness all those who lost their lives.

The Metropolitan Police was part of the emergency services’ response to the fire with officers and staff from across the Met involved in many different ways: On the ground more than 200 officers supported the work of the London Fire Brigade; some escorted residents from the tower, others maintained cordons to keep everyone outside the building safe. Territorial Support Group officers used their equipment to shield firefighters from burning debris as they entered the tower. In the control room our call handlers and operators responded to a number of calls, including speaking with people who were trapped.

The Met’s criminal investigation into the fire began immediately following the tragedy: It remains a hugely complex and detailed investigation and at any one time we have 160-180 dedicated police officers and staff working on it.

Today’s report is the culmination of several months of public hearings into the events of that night and the response of all the emergency services: We supported the inquiry with officers and staff giving written and oral evidence. The public hearings and the report are important steps in establishing a full picture of events and identifying what can be done to prevent such a tragedy in the future.

We were present throughout the inquiry hearings and heard first-hand the evidence presented: However, it is only right we fully read and assess the report to ensure any issues of relevance are identified and fed into our investigation. As you would expect, we will do this in a thorough and considered fashion and, given the length and detailed nature of the report, it will take some time.

The report makes a number of observations about the Met’s response that night: It highlights the leadership shown by officers and the sensitive policing approach. Many police officers at the tower risked their own lives to help others………………. I am incredibly proud of the bravery and professionalism shown by all our officers and staff that night in such difficult and challenging circumstances……………….The report also identifies how the emergency services can improve their response and work together more effectively. It recommends changes to our joint protocols to make clearer the lines of communication to be set up during a major incident…………………..We will work with colleagues in London and nationally to review the protocols and make any necessary improvements……………………..The report recommends the Met, alongside the LFB, London Ambulance Service and local authorities, considers ways to improve how information is collected about survivors and is given more quickly to their families……………………. I recognise the fire and its aftermath was an incredibly difficult and worrying time for those seeking information about loved ones. We want to do all we can to help those in such awful situations and will take this forward with other services and organisations.

There is a further recommendation that the Met and LAS review protocols and policies to ensure police call operators can identify ‘fire survival guidance’ calls from those seeking advice in life-threatening situations and pass them to the LFB as soon as possible: We will review and improve our training and policies to ensure our call handlers are better aware of such calls and take the appropriate action.

The year 2017 saw the Met and other emergency services respond to Grenfell Tower and a number of terrorist attacks: After every major incident we review our response and we have already taken a number of steps to improve how we work.

These include more training for frontline officers in responding to a major incident at the scene, and how we work alongside the other emergency services: We have also enhanced training for senior officers leading the police response from our operations room to ensure they are familiar with the latest practice. We have created a new rota of inspectors available 24 hours a day who are specifically trained in co-ordinating the casualty response to a major incident in terms of liaising with hospitals and setting up survivor reception centres.

In the light of today’s report we will revisit those improvements to ensure any further learning is implemented: There will always be learning from every incident but we are committed to providing the best possible response in challenging and tragic circumstances.

Today’s report, whilst a milestone, will undoubtedly be difficult reading for many. We remember all those so deeply affected by the tragedy.

#AceNewsReport – Oct.26: A Somali immigrant who ran down a Canadian police officer with a truck and then stabbed him repeatedly was found guilty on Friday of attempted murder, the Crown prosecutor’s office said: Abdulahi Hasan Sharif, 32, had denied the charges in connection with the incident in Edmonton, Alberta, on Sept. 30, 2017, when authorities say he attacked the officer then struck four pedestrians while trying to flee in a U-Haul truck.

Police said they found a flag of the Islamic State militant group in the truck driven by Sharif, but no charges of terrorism were filed: He is due to be sentenced on 11 offences, including five counts of attempted murder, on Dec. 12-13.

All his victims suffered broken bones and head injuries, while the policeman – Constable Mike Chernyk – was also stabbed in the chest and neck, authorities said.

According to U.S. officials, Sharif spent several months in the custody of Immigration and Customs Enforcement before being deported from the United States in 2011: The Canadian government said Sharif was given refugee status the following year after he made a claim at the border.

During the trial that concluded on Friday, Sharif declined legal representation or to represent himself in court, said Greg Lazin, an amicus lawyer who was present for the case: “Every opportunity was given to Mr. Sharif to avail himself of the (legal) safeguards: The court can do no more than that,” Lazin told reporters outside the Edmonton courthouse……………….Shelley Bykewich, chief Crown prosecutor in Edmonton, thanked the jury for their deliberation and the Edmonton police for their handling of the case………………….She told reporters she hoped the victims and community could now find “some solace and closure.”

#AceNewsReport – Oct.24: On Oct. 16, United States District Judge Diane J. Humetewa sentenced Tao Li, a 39-year-old Chinese national, to 40 months in prison, followed by three years of supervised release: Li had previously pleaded guilty to conspiring to export military- and space-grade technology to the People’s Republic of China without a license in violation of the International Emergency Economic Powers Act discovered in an investigation led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) assisted by the Defense Criminal Investigative Service (DCIS).

Between December 2016 and January 2018: Li worked with other individuals in China to purchase radiation-hardened power amplifiers and supervisory circuits and illegally export them from the United States to China. The electronic components sought by Li are capable of withstanding significant levels of radiation and extreme heat, and as a result, are primarily used for military and space applications. Due to the technological capabilities of the electronic components sought by Li and the significant contribution that the components could make to a foreign country’s military and space programs, both parts required an export license from the U.S. Department of Commerce, Bureau of Industry and Security, prior to being sent out of the United States. Notwithstanding the licensing requirement, the Department of Commerce has a policy of denial to export these types of electronic components to the People’s Republic of China.

“This sentence is well deserved and further demonstrates the lengths of criminal activity by those who seek to engage in illegally obtaining sophisticated materials,” said Scott Brown, special agent in charge for HSI Phoenix. “One of HSI’s top priorities is preventing U.S. military products and sensitive technology from falling into the hands of those who might seek to harm America or its interests. We will continue to aggressively pursue violators wherever they may be.”

Between December 2016 and January 2018: Li, who resided in China, used multiple aliases to contact individuals in the United States, including representatives of United States-based private companies, to try to obtain the electronic components. Additionally, Li and his coconspirators agreed to pay a “risk fee” to illegally export the electronic components to China. In furtherance of his request, Li wired money from a bank account in China to a bank account in Arizona. Li was arrested in September 2018 at Los Angeles International Airport, as Li attempted to travel from China to Arizona to meet with one of the undercover agents.

“This case is one of many involving illegal attempts to take U.S. technology to China: Li attempted to procure highly sensitive U.S. military technology in violation of our export control laws. Such laws are in place to protect our national security, and the Department of Justice will continue to vigorously enforce them,” said Assistant Attorney General John C. Demers. “We don’t take these crimes lightly and we will continue to pursue them.”

“If you steal our military and space technology, you should expect to go to prison,” said Michael Bailey, United States Attorney for the District of Arizona. “But for the diligent work of HSI and the Defense Criminal Investigative Service, our nation’s security would’ve been damaged by Mr. Li.”

“Li’s sentencing was the result of a highly successful joint investigative effort with our law enforcement partners and the U.S. Attorney’s Office that prevented U.S. military technology from falling into the wrong hands,” said Bryan D. Denny, special agent in charge of the Defense Criminal Investigative Service, Western Field Office. “It also reaffirms our commitment to protecting America from this type of activity and, equally so, serves as a warning to those intent on illegally exporting our technologies that the DCIS and its partners will pursue these crimes relentlessly.”

Some German states are now moving to ensure that situation isn’t repeated: In the eastern state of Thuringia, authorities have agreed to post armed officers outside synagogues during services, Der Speigel reported. In Hesse, security will be provided at every synagogue and Jewish institution during Jewish holidays, a police spokesman said. And in Bavaria, synagogues were added as stops to routine police patrols following the attack.

At the federal level, Interior Minister Horst Seehofer said that police will “have to take a closer look at the gamers’ scene,” a reference to the shooter’s frequent use of online gaming platforms: That comment sparked protests by German gamers, who fear an invasion of their privacy based on what they call a false generalisation: German Jewry’s Values Initiative, a nonprofit that has positioned itself as a mainstream think tank for German Jewish communities, has proposed a seven-point plan for improving security for German Jews, including better real-time monitoring of video streaming platforms like the ones that the Halle gunman used to broadcast his assault for about 30 minutes.

Police protection is absent currently from many German synagogues and Jewish institutions, said Ophir Revach, director of the European Jewish Congress’ Security and Crisis Center: “In Germany’s larger cities, Jewish communities get police protection and hire security firms additionally. But small communities like Halle have neither, leaving them exposed,” he said.

In Frankfurt, the Jewish community of 6,600 members pays about $1.2 million a year for private security to supplement the protection provided by police, Leo Latasch, the head of security for the community, told Der Spiegel last week: In Berlin, the Jewish community and the government split the cost of private security firms, according to Sergey Lagodinsky, a European Parliament lawmaker and a former Jewish community leader in the city.

Transcript: At 11.15am this morning (Friday 11 October 2019), a man entered the Arndale Shopping Centre in Manchester City Centre: He was armed with a large knife and as he entered Exchange Court, he began lunging and attacking people with the weapon.

Two unarmed Police Community Support Officers were in Exchange Court and attempted to confront the attacker: He then chased them with the knife as the officers were calling for urgent assistance……………………The man attacked people around him and we understand five people were injured by him………………Although the injuries are nasty, we are told that thankfully none are life threatening……………………This is a truly shocking incident, injuring a number of people and deeply frightening hundreds more.

We can reassure people that the emergency services response was rapid and we have the man we believe to be the attacker safely in custody: We will now be working to understand why the man committed this awful attack………………Other officers, both armed and unarmed, quickly responded and within five minutes he was challenged and detained by armed officers on Market Street outside the Arndale centre…………………..He was initially arrested on suspicion of serious assault. He was taken into police custody and has now been arrested on suspicion of commissioning, preparation and instigation of an act of terrorism……………….We do not yet know the motivation for this terrible attack, it appears random, is certainly brutal and of course extremely frightening for anyone who witnessed it.

We have arrested a man in his 40’s on suspicion of terrorism because of the nature and circumstances of this attack: This is bound to bring back memories of the awful events of 2017……..At this time we do not believe there is anyone else involved in this attack, but we will be constantly reviewing this………..We have specially trained officers supporting those injured during the attack.

We will have increased patrols, including armed patrols, in the city this weekend: This is to reassure people, we do not believe there is a wider threat at this time and we are hoping to return the city centre to normality by tomorrow morning.

I hope that in his honor and memory, Conner’s Law will help prevent future violence against the brave men and women who keep our communities safe,” Cooper said in a news release Wednesday.

Republican state Rep. Brenden Jones of Columbus County sponsored the bill: The new law mandates active prison time for people who use a firearm to assault law enforcement officers (prior law had an option for probation) and it toughens the potential sentences for people who assault and injure other emergency responders regardless of what kind of weapon is used.

The law also doubles the death benefit, to $200,000, for the family of a public safety worker murdered on the job.

  • ON AS IT STANDS: All four Sunday games – including Scotland v Japan (11:45 BST) – but a review will be made on Sunday morning depending on the damage caused by the typhoon.

The Pool B match between New Zealand and Italy in Toyota on Saturday has also been cancelled, denying Italy their outside chance of qualifying: If the Scotland-Japan match was to be called off, Gregor Townsend’s side are likely be knocked out of the World Cup.

Cancelled matches see both teams awarded two points as part of a 0-0 draw: That means England progress as winners of Pool C, two points ahead of France in second place, and face a probable quarter-final against Australia, with Wales expected to top Pool D and therefore play the French.

France would have the advantage over Wales of a two-week rest, compared to one week.

Scotland, third in Pool A on 10 points with leaders Japan on 14, need to beat the hosts to go through, potentially relying on bonus points.

If second-placed Ireland beat Samoa, a weather-enforced two-point haul would mean Scotland finish third in Pool A and go out, although, in this scenario, an Ireland defeat would mean Scotland progress.

“We are in regular dialogue with World Rugby at all levels to work to ensure our fixture against Japan on Sunday can be played as planned,” said a Scottish Rugby spokesman.

“Public safety is the clear priority.

“Scottish Rugby fully expects contingency plans to be put in place to enable Scotland to contest for a place in the quarter-finals on the pitch, and will be flexible to accommodate this.”

England coach Eddie Jones said his squad will leave Tokyo for Miyazaki, the base for their pre-tournament training camp.

“We’re told what to do. There’s no use speculating on the alternatives. We’re excited about having great preparation for the quarter-finals,” he said.

“We’ll have a short pre-season camp in Miyazaki and then we’re off to Oita. We have an exceptional record in two-week preparations.”

‘Every effort’ to play Sunday matches

The typhoon is expected to clear by Sunday morning, when tournament bosses will stage a comprehensive review to see if the four scheduled games can proceed as planned.

The deadline for a final decision is six hours before kick-off.

“We are continuing to review Sunday’s matches and make every effort to ensure they are as played as scheduled,” added Gilpin.

“A thorough assessment of the venues will take place after the typhoon has passed before a final decision is made on Sunday morning.”

Gilpin said World Cup organisers looked “exhaustively” at contingency plans, which involved moving or rearranging matches, before deciding that was unfeasible on both logistical and safety grounds.

“The risks are just too challenging to enable us to deliver a fair and consistent contingency approach for all teams and participants and importantly to provide confidence in the safety of spectators,” he said.

All fans with tickets to cancelled matches will be entitled to a full refund.

“This will be significant in a built-up area such as Tokyo with damage and flooding expected,” he added.

Japan is used to being hit by heavy storms, with the most recent at the start of September, when Typhoon Faxai hit Tokyo. It brought wind gusts of 130mph and left nearly a million without power when it tore through.

“Hagibis is about three-and-a-half times bigger than Faxai and will therefore bring impacts over a much larger area of Japan,” said King.

Gilpin said there are “no regrets” about bringing the tournament to Japan during typhoon season.

“What we have seen over the last three weeks in every respect vindicates the right decision to be here in Japan,” he said.

“It’s been an incredible tournament on and off the field and we always knew there were going to be risks.

“It is rare for a typhoon of this magnitude to cause this impact this late on the typhoon season.”

Meanwhile, race organisers will monitor the storm’s path before deciding whether to cancel Formula 1’s Japanese Grand Prix qualifying on Saturday. And a 2020 Olympic Games test event for BMX racing scheduled for this weekend in Tokyo has been brought forward to Friday.

President Erdogan says this is the beginning of Operation Peace Spring. There is no doubt that for the Syrian civilians who are just across the border this is going to be seen as another round of battling in an agonisingly long war.

The Kurdish forces have emphasised almost frantically in the last few days that the hard-won gains in their long battle against IS are now being put at risk.

The SDF have lost an estimated 11,000 fighters in battling IS. They succeeded with American help. But they point out, for example, that they may have to withdraw their forces from prisons where they are holding IS fighters or from cities that have been liberated from IS.

The Kurds are basically saying to the West: the war that we fought on your behalf is now at risk because of what Turkey wants to do.

The SDF says it is detaining more than 12,000 men suspected of being IS members in seven prisons. At least 4,000 of the prisoners are foreign nationals. The exact locations have not been not revealed, but some are reportedly close to the Turkish border.

On Tuesday, 8 October 2019, the Metropolitan Police Service imposed a condition upon the ongoing Extinction Rebellion demonstrations in central London: The following condition was imposed under Section 14 of the Public Order Act 1986:

“Any assembly linked to the Extinction Rebellion ‘Autumn Uprising’…who wish to continue with their assembly MUST go to Trafalgar Square and only assemble in the pedestrianised area around Trafalgar Column.”

The condition does not have a time limit. In order to impose this condition, the Met required evidence that serious disruption was being caused to communities in London: The Met believes that this action is necessary in order to prevent the demonstrations from causing serious disruption to the community.

Anyone who fails to comply with the condition is liable to arrest and prosecution……….

Though police were able to keep most protesters away from the parliament with thick clouds of tear gas, several dozen managed to break their way past security and enter the chamber, which was empty after authorities evacuated government buildings in the capital city on Monday: They held a brief demonstration before pulling back, after which police regained control of the building.

A substantial police presence was seen in the areas surrounding the national assembly, where security forces clashed with demonstrators wielding stones, sticks and other improvised weapons: The police – some on horseback, motorbike, or in armored vehicles – responded with tear gas and billy clubs.

A larger gathering of several thousand met near the parliament building, defying Moreno’s national emergency decree, which banned public assembly and put restrictions on press freedoms: Many of the demonstrators come from poor and indigenous communities across Ecuador, where the spending cuts have taken the highest toll, particularly the elimination of fuel subsidies.

As people continue to stream into Quito to take part in the demonstrations, now in their sixth day, the protesters are gearing up for a general strike on Wednesday, hoping to compel the government to act on demands to reconsider the austerity measures: They had planned to confront the president and hold a dialogue at some point during the protests, but Moreno relocated the seat of government to Guayaquil and fled there late on Monday.

Britain’s parliament, where a majority of lawmakers have tried to prevent a no-deal Brexit, has demanded an update on the government’s efforts to try to mitigate the disruption that leaving without a deal is expected to cause: The government published an update to those plans on Tuesday in a 155-page document entitled “No-Deal Readiness Report” which covered steps taken on key issues like borders, citizens’ rights, energy, industry and Northern Ireland.

“At every point, the government will be candid about the challenges ahead as well as clear-eyed about the opportunities,” said Michael Gove, the minister in charge of preparations: “Together, government, businesses and citizens can work to get ready for Brexit – and look forward to the future with confidence.”

Previously leaked documents have highlighted the potential for civil unrest, and food, fuel and medicine shortages in the event of no-deal – although the government at the time said those represented an outdated worst-case scenario, which they have tried to address: Tuesday’s document, which largely covered previously announced contingency measures and advice to businesses and consumers, set out the establishment of a new “Support Unit” to help suppliers of medical goods prepare.

“This will help to ensure that companies have the necessary customs paperwork in place for border arrangements ahead of Brexit on 31 October, if we leave without a deal,” the plans said: “These teams of specialists will be able to provide traders operating in the health and social care sector with up-to-date advice and practical guidance on the steps they need to take to prepare.”
