The Kurdish-led Syrian Democratic Forces (SDF) said on Monday morning that their US partners had already begun withdrawing troops from areas along Turkey’s border: Footage aired on Kurdish news agency Hawar purportedly showed US armoured vehicles evacuating key positions near the towns of Ras al-Ayn and Tal Abyad in the border region. Erdogan himself also confiirmed the development in remarks to reporters on Monday morning in Ankara.

The SDF spokesman, Mustafa Bali, accused the US of leaving the area to “turn into a war zone”, adding that the SDF would “defend north-east Syria at all costs”

A statement from the Turkish foreign minister, Mevlüt Çavuşoğlu, also early on Monday said that Ankara had “supported the territorial integrity of Syria since the beginning of the crisis and will continue to do so … [We are] determined to ensure survivability and security of Turkey by clearing the region from terrorists. We will contribute to bringing safety, peace and stability to Syria.”

The decision represents the latest in a series of erratic moves by Trump, fighting impeachment at home, apparently taken without consultation with, or knowledge of, US diplomats dealing with Syria, or the UK and France, the US’ main international partners in the country: ‘We deserve support’: Reinvented north-east Syria strives for stability

Ruben Gallego, an Iraq war veteran and Democratic congressman from Arizona, tweeted: “Allowing Turkey to move into northern Syria is one of the most destabilising moves we can do in the Middle East. The Kurds will never trust America again. They will look for new alliances or independence to protect themselves.”

In the White House statement issued just before 11 pm on Sunday, however, that agreement was not mentioned: “Today, President Donald J Trump spoke with President Recep Tayyip Erdoğan of Turkey by telephone,” the surprise statement said. “Turkey will soon be moving forward with its long-planned operation into northern Syria. The United States Armed Forces will not support or be involved in the operation, and United States forces, having defeated the Isis territorial ‘caliphate’, will no longer be in the immediate area.” https://www.whitehouse.gov/briefings-statements/statement-press-secretary-85/

The statement suggested that in return for US acquiescence in a Turkish offensive, Erdoğan had assured Trump that Turkey would take over the detention of Isis militants captured by the SDF, on the battlefield: The custody of Europeans and other foreign fighters has long been one of Trump’s preoccupations, and he has lambasted European governments for not taking responsibility for their own nationals in Isis’ ranks……………………“The US government has pressed France, Germany, and other European nations, from which many captured Isis fighters came, to take them back, but they did not want them and refused,” the White House statement continued.

The US will not hold them for what could be many years and great cost to the United States taxpayer: Turkey will now be responsible for all Isis fighters in the area captured over the past two years in the wake of the defeat of the territorial caliphate by the United States.”

Dozens of Extinction Rebellion activists have been arrested as protests take place across the globe: Thirty people were charged with committing offences in Sydney after hundreds blocked a road, while activists surrounded a government building in Wellington, New Zealand. Fifty people were detained in Amsterdam for erecting a tent on a main road.

#ExtinctionRebellion protesters are planning to copy civil disobedience tactics from the unrest in Hong Kong to try to disrupt Australian cities.

The climate change activists have begun a week of protest dubbed the International Rebellion across 60 cities from Paris to Mumbai to demand action about what they say is a climate emergency: “We’ve got barricades that have recently been used in Hong Kong so we’re going to try out what’s been happening in Hong Kong,” Tom Howell, one of the group’s Brisbane organisers, told 7.30.;;;;;;;;;”Cable ties and street barricades together, you can go and get a $40 bike lock, this is a really accessible thing.

“So it’s great that we can show that if people do want to take action, disrupt the economy … it only takes a few bike locks, cable ties and some street furniture.”

‘Wilful and deliberate disruption’

Extinction Rebellion has already been holding regular protests where they superglue themselves to roads or use devices to lock onto infrastructure: Since April, the group says 160 people have been arrested in Brisbane alone.

The activists regularly meet in secret locations to practice protests before they’re deployed on the streets: 7.30 obtained access to one of these secret meetings, where they were practicing using bike locks to chain themselves to barricades, just one tactic they have copied from the Hong Kong protests.

Queensland Police Chief Superintendent Tony Fleming said it was concerning that the protesters would adopt those tactics: “I think that would be very disappointing if people were to behave that way,” he told 7.30.

“I think the issues in Hong Kong and the issues in Australia are probably different and, whilst we are not in the business of taking sides in any particular issue — we’re very keen to be agnostic — the fact is … we can all see that is having a significant impact on Hong Kong.”

The U.N. migration agency said the boat had set sail from Tunisia and had been carrying Tunisian and west African migrants: Vessels from the coastguard and customs police had reached the vessel, which overturned in rough seas about six nautical miles from the coast of Lampedusa, the coastguard said in a statement. Nine bodies had been recovered, it added.

“This highlights once again that urgent action is needed to address the situation in the Mediterranean,” said Charlie Yaxley, a spokesperson for the United Nations’ refugee agency, the UNHCR.

“More than 1,000 people have died on the Mediterranean this year alone, most on the route from Libya to Europe,” he said.

The Italian interior ministry says some 7,939 migrants have reached Italy by boat so far this year, down 63% on the same period in 2018 and 93% on 2017 levels.

Francis has now appointed more than half of the 128 cardinal electors, increasing the possibility that the next pope will continue his progressive policies: Over six years he has appointed more cardinal electors than those still alive who were named by former Pope Benedict and the late Pope John Paul combined.

At a ceremony in St. Peter’s Basilica, known as consistory, Francis gave the new cardinals their trademark red biretta, or hat, and asked them to always be compassionate with others and loyal: The geographical distribution of the new cardinal electors reflects Francis’s desire to give more clout to small national churches outside of Europe and North America, countries on the periphery of world political power. Nearly 50% of the cardinal electors now come from the developing world.

“I think that the pope wanted to make visible the churches that were almost invisible,” said Cardinal Cristobal Lopez Romero, of Rabat, the capital of Morocco, which is overwhelmingly Muslim.

Extinction rebellion said police had seized tents, toilets and disabled access equipment, claiming they were “the very things that would make the international rebellion in London safe, clean and accessible to all” Officers also took wheelie bins, solar panels, hot water bottles, cooking urns and flasks, the group said.

#AceNewsReport – Oct.01: Two Eastern European men found with drugs worth £2.7 million have been jailed following an investigation by the Organised Crime Partnership: On 12 June this year at around 7.30pm, officers from the OCP – a joint National Crime Agency and Metropolitan Police Unit – watched Mitu meet Uljaveric, who was wheeling a suitcase, in Brackenbury Gardens, Hammersmith………………Uljaveric put the suitcase into the boot of Mitu’s car, and the pair were arrested……………Inside the suitcase officers discovered 22kg of cocaine…………A purpose-built concealment was also found in the rear of Mitu’s vehicle, which when tested showed traces of cocaine…………..During a search of Uljaveric’s address officers seized a further 12kg of cocaine, 1,900 Ecstasy tablets, ¾ kilo of MDMA, powder, a quantity of ketamine and £12,000 cash……….. In interview Mitu said he was a taxi driver and Uljaveric was a passenger whom he had never met previously; he said he was taking him to Luton airport………..Enquiries revealed that Mitu was not a licensed taxi driver.

Charting a Way Forward on Privacy and Data Portability

At Facebook, we believe that part of having a free and open internet means that people should be able to share their data with the apps or services they like most. As our CEO Mark Zuckerberg recently said, if you share data with one service, you should be able to move it to another. This gives people control and choice, while also promoting innovation. That’s why we support the principle of data portability.

For almost a decade, we have enabled people to download their information from Facebook, and we recently improved our tools to make it easier to take that information to another service. But we’re confident we can offer people even more control through a new generation of data portability tools that protect privacy and support innovation. To do that, however, we and other online services need to demonstrate to people that they can trust their data will be protected as they move it among different services.

To build portability tools people can trust and use effectively, online services need clear rules about what kinds of data should be portable and who is responsible for protecting that data as it moves to different services. Although some laws, such as the GDPR and CCPA, already guarantee the right to portability, we believe companies and people would benefit from additional guidance about what it means to put those rules into practice.

Unpacking Data Portability

That’s why, today, we’re publishing a white paper that sets forth five questions about data portability and privacy that we hope will help advance a global conversation about what it means to build privacy-protective data portability. These are complex questions and we hope to make a small contribution to the thought and research from privacy experts, think tanks and regulators already working on data portability.

We hope that it will help identify the issues we and others are facing — and offer some ideas on how to overcome them.

  1. What is data portability? Even though “data portability” is already written into laws in some places, the concept still means different things to different people. We try to set out a taxonomy for distinguishing between different types of data transfers with the aim of identifying what is — and isn’t — “data portability.”
  2. Which data should be portable? We discuss different takes on what it means for a person to port the data they have “provided” to a service and what factors stakeholders should consider in defining the scope of portable data.
  3. Whose data should be portable? Data is often associated with more than one person in digital services, like photos, videos and contact lists. Should transferring companies limit data portability in those cases? How can providers ensure that each individual’s rights are accounted for?
  4. How should we protect privacy while enabling portability? What responsibilities, if any, should transferring companies have with respect to people requesting or receiving data transfers and people whose interests may be implicated by a transfer?
  5. After people’s data is transferred, who is responsible if the data is misused or improperly protected? Should transferring or recipient companies be accountable? Should users themselves be responsible for issues that affect their (or their friends’) data?

What’s Next

Data portability has the potential to benefit everyone, from users to startups to established companies. We hope this paper will be the start of a series of conversations with privacy experts, policymakers, regulators and other companies around the globe about how data portability should be implemented to maximize the benefits while mitigating the risks.

But we’re not just asking questions. While we look forward to working with others to develop rules of the road, there are a number of steps we’re already taking:

  1. Exploring future portability tools. In 2018, we improved our data portability tool, Download Your Information. We’re now exploring what the next generation of portability tools should look like.
  2. Developing new standards as part of the Data Transfer Project. In 2018, we joined Google, Microsoft and Twitter on the Data Transfer Project to find a common way for people to transfer their information whenever they want. Since then, companies such as Apple have joined our effort.
  3. Hosting conversations with experts and policymakers around the world. We’ll host and join a series of roundtables and workshops with policymakers and experts on data portability around the world — from Washington, DC, to Singapore, Buenos Aires, and Berlin — to move forward on regulation. In these workshops, we will draw on the lessons from our global Trust, Transparency and Control Design Jam series to explore options for new data portability tools. We hope others will join these conversations.
  4. Contributing to innovative projects such as the UK Data Mobility Sandbox. Globally, we’re working with experts, NGOs, and governments on initiatives aimed at answering some of the questions raised in our paper.

#AceNewsReport – Oct.01: under surveillance on Thursday 18 October 2018, Waqas Farooq left his home address on Northleigh Road, Old Trafford in his Audi A3 and called co-conspirator, Jamal Chambers: Farooq drove to Clarendon Road, Whalley Range, where he met Jamal Chambers, parking behind a VW Golf owned by a third man, Zahid Mahmood of Lindum Avenue, Old Trafford.………..Around the same time, Tariq Kurtis Khaliq of Torbay Road, Urmston met with Meshach Pinnock at his home address on Ash Avenue, Cheadle before the pair drove to Middleton.…………..Meanwhile, Jordan Starkey of Argyle Street, Heywood and Tyrone Keighery-Simons of Gordon Way, were in Heywood. ……………….A flurry of phone calls were made between the three groups before they all meet on Skye Close, Heywood where, at 1.45pm, Keighery-Simons walked towards Waqas Farooq’s Audi A3 and placed a large canvas bag in the passenger side door.………………Farooq’s Audi A3 and Mahmood’s Volkswagen Golf then travelled back in tandem to Brooklyn Avenue Whalley Range.……………………At 2.37pm, firearms officers conducted an armed strike on the vehicle, recovering the black holdall which contained a Japanese ‘Singer Nikko’ self-loading shotgun, which had had its barrel and stock shortened.…………………….Digital scales which contained drug traces and £710 cash were also seized from a bag belonging to Farooq.…………..Chambers attempted to run off toward Egerton Road North but was detained and found in possession of small black Armani man-bag containing heroin, and around £500 cash. He also had a combat knife on his person.…………………….Officers conducted searches at various addresses linked to the conspirators which recovered significant amounts of drugs and cash. 

Detective Sergeant Phil Kennedy of GMP’s Serious and Organised Crime Group said: “This was an in-depth investigation that has resulted in a lethal weapon and seven very dangerous individuals being removed from our streets: ” This gun would doubtless have been used to further the criminal aims of those commissioning its use. Seizures of this nature are an invaluable part of our fight against organised criminals.……….” I would urge anyone with information about illegal firearms to contact police immediately. Your actions could well help save someone’s life.” 

On Thursday 3 October 2019 the following were sentenced at Manchester Crown Court, Crown Square:

Waqas Farooq (09/03/85) of Northleigh Road, Old Trafford pleaded guilty to conspiracy to possess a firearm with intent to endanger life, conspiracy to possess ammunition with intent to endanger life, PWITS Class A (Heroin) and (Cocaine), possession of Class B (Cannabis). He was jailed for a total of 15 years in prison.

Jamal Chambers (11/10/94) of no fixed abode pleaded guilty to possession of a bladed article, PWITS Class A (Heroin) and was found guilty of conspiracy to possess a firearm with intent to endanger life, conspiracy to possess ammunition with intent to endanger life. He was sentenced to a total of 17 years in prison.

Zahid Mahmood (15/07/89) of Lindum Avenue, Old Trafford pleaded guilty to conspiracy to possess a firearm with intent to endanger life, conspiracy to possess ammunition with intent to endanger life. He was jailed for a total of 11 years in prison.

Tariq Kurtis Khaliq (03/10/91) of Torbay Road, Urmston pleaded guilty to conspiracy to possess a firearm with intent to endanger life, conspiracy to possess ammunition with intent to endanger life, production of a Class B drug (Cannabis). He was jailed for a total of 10 years and six months in prison.

Meshach Pinnock (01/02/91) of Ash Avenue, Cheadle pleaded guilty to possess a firearm with intent to endanger life, conspiracy to possess ammunition with intent to endanger life. He was sentenced to ten years in prison.

Tyrone Keighery-Simons (25/10/95) of Gordon Way, Heywood pleaded guilty to PWITS Class B (Cannabis), possession of Class A drug (Cocaine), conspiracy to transfer a prohibited weapon. He was sentenced to six years in prison.

Jordan Starkey (08/11/90) of Argyle Street, Heywood pleaded guilty to conspiracy to transfer a prohibited weapon. He was sentenced to five years and six months in prison.

Statement from Deputy Commissioner Sir Stephen House:

“This morning, the Metropolitan Police has published a fuller version of Sir Richard Henriques’ report into Operation Midland. We have also for the first time published the majority of the chapter on Operation Vincente.

“Sir Richard was invited to review non-recent sexual assault investigations including Operation Midland in February 2016.

“The Met is determined to learn lessons from Sir Richard’s review to improve our response to similar situations in the future, and we published his recommendations and the key failings that he had identified in relation to Operation Midland in 2016. The MPS and the officers involved cooperated fully with Sir Richard.

“As the investigation into Carl Beech was ongoing at that time we were not able to publish the bulk of Sir Richard’s report, but since Beech was found guilty of perverting the course of justice earlier this summer, we are now able to publish a significant amount more detail.

“The other chapters of the report do not relate to Carl Beech, and are reviews of separate investigations. Today, for the first time, we are also publishing the majority of the chapter on Operation Vincente.

“Whilst all are significantly different from Operation Midland – where Beech was convicted for his lies – we have concluded that Operation Vincente is also different from the other cases due to the significant level of information the MPS has previously released about the investigation. Therefore we are also publishing Sir Richard’s analysis of the Vincente investigation and a brief description of the alleged assault, redacting only where we have legal duties to protect the complainant’s identity and personal information. We are publishing all criticism of the MPS made in the chapter, in full.

“It remains highly unusual for police to release this much information about an investigation outside of criminal proceedings but we feel it is important that those directly affected by it, or those concerned by some of the rumours that surround these investigations and indeed the report, are able to see as much of it as possible.

“This exceptional level of information is being published in response to the need to dispel rumour, the strong public interest in showing transparency, to demonstrate the decision making and complexities involved in the investigations, and our commitment to learn from past mistakes and help maintain public confidence.

“In preparing for today’s publication we have been particularly conscious of the dreadful and damaging impact of these false allegations and our investigations on those wrongly accused and their families. We have consulted all of them about today’s publication, as well as Sir Richard.

“Those interested in reading the report should be aware that the Operation Midland chapter contains graphic descriptions of sexual assaults which Beech had made up. Whilst these are wholly untrue they may still be disturbing and upsetting to read.

“Within the few areas that had to remain redacted, nothing is being hidden because it is critical or embarrassing for any officer or the Metropolitan Police.

“The MPS has had this report for nearly three years now so we have, as you would rightly expect, acted on the majority of Sir Richard’s recommendations. These actions are detailed in a document accompanying the report.

“Mistakes were made in Operation Midland and we have apologised for those. We apologise for them again today. However, we do not agree with everything Sir Richard wrote in his report or indeed all of his recent statements regarding further investigations into the actions of officers.

“The Independent Office for Police Conduct (IOPC) investigation which resulted from Sir Richard’s findings, whilst also critical of much of the Midland and Vincente investigations, ultimately concluded:

‘The allegations Nick made were grave and warranted investigation and we believe those involved in applying for the search warrant acted with due diligence and in good faith at the time’.

And:

‘There is no evidence to indicate bad faith, malice or dishonesty and no indication any of the officers may have behaved in a manner which would justify disciplinary proceedings. The information available indicates the investigation was extensive and carried out diligently with the majority of the decisions made appropriately recorded.’

“Similarly despite his strong criticism Sir Richard commented in Chapter 2 that:

‘…notwithstanding the many mistakes I have enumerated above, the officers had conducted this investigation in a conscientious manner and with propriety and honesty.’

“The officers involved have explained their actions both to Sir Richard and then again to the IOPC – this was the appropriate body to consider any misconduct. Having been in possession of all the relevant evidence, including Sir Richard’s report, their investigators concluded that there are no grounds for misconduct. That should be where this ends for those individuals.

“Our focus is about ensuring we have learnt the lessons from the report. We have already acted on Sir Richard’s recommendations and will act on those we expect from the IOPC in the coming days.

“We have also received formal notification from the Home Office of the inspection by Her Majesty’s Inspectorate into the implementation of Sir Richard’s recommendations, the upcoming recommendations we expect the IOPC to publish and lessons learned from these investigations. The Commissioner welcomes independent assurance that the relevant lessons are properly imbedded in our practice. This is obviously important for public confidence. The HMI have the appropriate skills and independence to do this work and we welcome their engagement.

“As police officers we join the service to help people and to protect people from crime. We expect to be scrutinised for our decisions and the difficult judgments we have to make. When we get it wrong with such damaging consequences we find it genuinely distressing.

“So – finally – let me be very clear. I am deeply, deeply sorry for the mistakes that were made and the ongoing pain these have caused. I promise we will do all we can to prevent them in the future.”

A plan by climate change activists to use a decommissioned fire engine to spray 1,800 litres of fake blood at the facade of the British finance ministry did not go smoothly: Video of the activists show them standing on the fire engine and starting to spray the liquid………………….However, the nozzle appeared to separate under pressure and the powerful hose blindly turned on the activists after being dropped on the ground………….Following the flawed stunt on Thursday, four activists stood atop the fire engine in silent protest, bearing a banner saying: “Stop funding climate death”. #AceNewsReport – Oct.03: Police say they are not sure what prompted a man to fire bullets directly through the front window of a house in a terrifying incident at Mount Gravatt on Brisbane’s south-side last month.

Two people were in the house at the time, but neither was injured: Detectives have released footage of the man responsible, in the hope of tracking down people involved in the shooting.

Detective Inspector Mark Thompson said: The gunmen carrying two firearms, was filmed by a security camera as he approached the house on Gordon Parade in Mount Gravatt East about 9:30pm on September 15: Dressed in a white, hooded jumper and with his face covered, he fired off two rounds through French doors from what police believe was a double-barrel shotgun……………..The bullets flew through the home’s living room and into a wall separating the room from a bedroom where a woman was sleeping…………………The woman, and a man who was also in the home, escaped injury but were very shaken by the incident……………The shooter fled from the scene to an awaiting car.

Detective Inspector Thompson said police had a suspect in custody in relation to other matters, but they were still searching for other people thought to have been involved: “The one offender, we believe, may have had a driver of the awaiting motor vehicle, so we know that there are two people out there or we believe there are two people out there who have information in relation to this,” he said.

“We also would believe, through previous experience, it is extremely rare for only the offender and possibly the driver to know about this.

“In most instances, investigations generally reveal that there’s either other persons involved in the planning or have heard about this offence, because the offenders have made admissions or confided in them about it.”

Detective Inspector Thompson said they were yet to determine what motivated the shooting: “We’ve had a lot to do with the victim in this instance, she is a businesswoman, but we can’t come up with any strong motive at this point in time behind why her house has been targeted,” he said……………………….”It’s extremely difficult for us to say.”

#AceNewsReport – Sept.30: The Amery Ice Shelf in Antarctica has just produced its biggest iceberg in more than 50 years: The calved block covers 1,636 sq km in area – a little smaller than Scotland’s Isle of Skye – and is called D28……………..The scale of the berg means it will have to be monitored and tracked because it could in future pose a hazard to shipping………….Not since the early 1960s has Amery calved a bigger iceberg…………….That was a whopping 9,000 sq km in area and is the third largest ice shelf in Antarctica, and is a key drainage channel for the east of the continent…………….The shelf is essentially the floating extension of a number of glaciers that flow off the land into the sea………………Losing bergs to the ocean is how these ice streams maintain equilibrium, balancing the input of snow upstream.

So, scientists knew this calving event was coming: What’s interesting is that much attention in the area had actually been focussed just to the east of the section that’s now broken away……………This is a segment of Amery that has affectionately become known as “Loose Tooth” because of its resemblance in satellite images to the dentition of a small child……………….Both ice areas had shared the same rift system.

But although wobbly, Loose tooth is still attached. It’s D28 that’s been extracted: “It is the molar compared to a baby tooth,” Prof Helen Fricker from the Scripps Institution of Oceanography told BBC News…………Prof Fricker had predicted back in 2002 that Loose Tooth would come off sometime between 2010 and 2015.

I am excited to see this calving event after all these years: We knew it would happen eventually, but just to keep us all on our toes, it is not exactly where we expected it to be,” she said.

The Scripps researcher stressed that there was no link between this event and climate change: Satellite data since the 1990s has shown that Amery is roughly in balance with its surroundings, despite experiencing strong surface melt in summer…………..”While there is much to be concerned about in Antarctica, there is no cause for alarm yet for this particular ice shelf,” Prof Fricker added.

The Australian Antarctic Division will however be watching Amery closely to see if it reacts at all: The division’s scientists have instrumentation in the region.

It’s possible the loss of such a big berg will change the stress geometry across the front of the ice shelf: This could influence the behaviour of cracks, and even the stability of Loose Tooth.

D28 is calculated to be about 210m thick and contains some 315 billion tonnes of ice: The name comes from a classification system run by the US National Ice Center, which divides the Antarctic into quadrants………………The D quadrant covers the longitudes 90 degrees East to zero degrees, the Prime Meridian………………This is roughly Amery to the Eastern Weddell Sea………………..D28 is dwarfed by the mighty A68 berg, which broke away from the Larsen C Ice Shelf in 2017…………………..It currently covers an area more than three times as big……………………………………Nearshore currents and winds will carry D28 westwards: It’s likely to take several years for it to break apart and melt completely.

McDaniel Jr. were taken into custody in Cary, said Gallia County Sheriff Matt Champlin.………………..Cary, North Carolina, is about 380 miles southeast of Gallia County in Ohio……….. Cary police were alerted by the N.C. Highway Patrol that the four men were believed to be in the area of the hotel. When officers arrived, they were able to capture the three men without incident, according to Cary police…………………Authorities believe Lawrence R. Lee III accompanied the three men to North Carolina but was able to flee from officers when the others were arrested……………………”Investigators have worked continuously throughout the day and night since the incident occurred to follow up on tips and develop information which has led to the captures,” Champlin said.

Cary police are asking residents to be on alert for Lee: Lee, 29, is 5 feet, 9 inches tall and weighs about 187 pounds………………..He has brown hair and brown eyes……………………..He was being held on charges of felony identity fraud, misdemeanour obstructing official business and misdemeanour assault.

The four men overpowered two female correctional officers by using a homemade weapon, authorities said: They were able to force open a secured door and escape about 12:14 a.m. Sunday, the sheriff said. The inmates were labeled “extremely dangerous” and believed to have been helped in their escape by at least one person on the outside, the sheriff’s office said……………..The two corrections officers were not seriously injured during the escape, according to the sheriff………………One of the inmates, Martin, has escaped from the jail before, Champlin had earlier told reporters.

No male corrections officers were working Saturday night: Two men who were scheduled to work called out sick, and three other male officers are out because they were injured at the jail recently, though not seriously, Champlin said, without elaborating.

Martin is 40, was being held on charges of felony breaking and entering, felony receiving stolen property, two counts of failure to appear and escaping jail.

Clemente is 24 and was being held on charges of indictment for two felony counts of complicity to trafficking in drugs.

McDaniel, 30, was being held on charges of failing to appear in Gallia County Juvenile Court for non-support of dependents.

After a volley of tear gas cannisters, citizens continued to march towards the Government Headquarters: Hong Kong police fired water cannon, rubber bullets and round after round of tear gas at petrol bomb-throwing protesters on Sunday in some of the most widespread and violent clashes in more than three months of anti-government unrest.

Running battles in the Causeway Bay shopping district, Wan Chai bar area and the Admiralty district of central government offices followed a night of showdowns with police in the Chinese-ruled city, where street fires burned as dusk fell.

More protests are planned in the run-up to China’s Oct. 1 National Day, marking the 70th anniversary of the founding of the People’s Republic.

“Police officers are using appropriate force to disperse radical protesters in Admiralty and Wan Chai and will soon embark on a dispersal operation in Causeway Bay,” they said in a statement.

Police fired tear gas from the roof of the Legislative Council building, which activists trashed and daubed with graffiti weeks ago.

Protesters, many of them wearing their trademark black with face masks, took cover from the tear gas behind umbrellas, some throwing tear gas canisters back at police.

They built barricades with trolleys and trash cans and other debris. One threw a petrol bomb at police in the Wan Chai metro station where an entrance was set ablaze.

At least one petrol bomb landed in the grounds of central government offices where several windows were smashed. There were street fires on the main drag of Hennessy Road.

Police, who raise placards warning of retaliation before firing tear gas or firing water cannon, a tradition dating back to British rule, made several arrests, often in swoops, grappling people to the tarmac.

There were no immediate reports of serious injuries.

The water cannon fired blue dye, which elsewhere in the world is used to make identification of offenders easier.

The government said that the city’s leader, Carrie Lam, will be out of town for China’s National Day, despite her having sent out invitations for celebrations at home.

Some shops closed ahead of expected demonstrations, while the MTR metro service shut stations, a move that has made it a target of violence in the past.

Protesters shouted anti-China slogans and called for their “five demands, not one less” of the government, including universal suffrage and the dropping of all charges against their arrested colleagues.

About 200 China supporters dressed in red T-shirts gathered on top of Victoria Peak, overlooking the harbour, at around midday. They sang the Chinese national anthem and chanted “I love China”.

Angela, a housewife in her 40s, a Chinese flag sticker plastered on her cheek, said the pro-democracy protesters were “thugs”.

“If the government takes violent action I don’t object,” she said. “We have tolerated enough. I think I have emotional problems because of the riots. Because it’s not safe to go out.”

Lam, the focus of weeks of anti-government unrest, will leave for Beijing on Monday to celebrate the 70th anniversary of the founding of the People’s Republic the following day: Lam, who was trapped in an indoor stadium by street protests for hours this week after an “open dialogue” with the people, will return to Hong Kong on Tuesday night overland, minimising the chances of a clash at the airport, a popular target of anti-government protests. She had sent out invitations “requesting the pleasure of your company” at a flag-raising ceremony and National Day reception at the Convention and Exhibition Centre in Wan Chai on Tuesday…………..It was not immediately clear why she had the change of heart but the government said Chief Secretary for Administration Matthew Cheung Kin-chung would stand in for her………………….Arthur, 40, wearing glasses and a mask covering the lower half of his face, said Lam’s trip was expected…………………..“In these three months, Carrie Lam has not really cared about the protesters…………..She only cares about the CCP (Chinese Communist Party) or what we might call ‘her boss’,” he said………………“I think Hong Kong is somehow at this moment the frontline between Western democracy and the dictatorship in China…. #AceNewsReport – Sept.28: British nationals, Gary Swift, 53, and Scott Kilgour, 41, both from Liverpool were stopped in the early hours of Tuesday 27 August 2019 on board the yacht, after Border Force cutter HMC Protector was dispatched and intercepted it approximately half a mile off the coast of Wales: The vessel was escorted into Fishguard port where NCA officers and Border Force’s Deep Rummage team searched it, and discovered 751 kilos of cocaine with a purity of up to 83%. The quantity found would have a wholesale value of around £24 million and a potential street value of £60 million…………..Upon arrest, Swift said to officers: “I just want to say that I am guilty. I have got something substantial on the boat and they will find it.”…………….He later admitted “I’m the bad one here,” and asked custody officers to pass a message to the NCA revealing the number of packages on board the yacht.

In December 2018, Kilgour had bought the vessel, paying €50,000 for it from a seller in Mallorca, Spain: Swift and Kilgour pleaded guilty to importing class A drugs into the UK when they appeared at Swansea Crown Court on Friday 27 September.

They will return to court for sentencing on 20 December…..

Four others – three men aged 23, 31, 47, and a woman aged 30 – arrested in Liverpool and Loughborough in connection with the seizure remain on bail until November 2019.

Craig Naylor, NCA Deputy Director of Investigations, said: “Seizing this large quantity of cocaine will have had a huge impact on the organised crime group – damaging their reputation amongst other criminals, and ultimately stripping them of their assets: “We believe Swift spearheaded this attempt to flood the streets of Britain with potentially deadly drugs – the NCA is relentless in pursuing and disrupting offenders who operate at the highest end of criminality……………”This seizure will have also had a significant impact on the availability of cocaine in drug markets across the UK, including County Lines networks……….“Drugs fuel violence and exploitation, damaging communities and leaving destruction in their wake. (MEXICO CITY) JUST IN: Authorities on Saturday said they detained two suspected leaders of a human smuggling ring in Cancun that brought migrants from South America and Asia to Mexico before transporting them toward the country’s northern border with the United States #AceNewsDesk reports

#AceNewsReport – Sept.28: The Mexican government is under pressure to reduce the number of mostly Central American undocumented migrants heading toward the U.S. border after President Donald Trump threatened earlier this year to impose tariffs on Mexican goods.

In his address to the UN General Assembly on Tuesday, Trump called to end human smuggling: “Today, we must resolve to work together to end human smuggling and human trafficking and put these criminal networks out of business for good,” he said.

The suspected smugglers received on average 25 migrants per week who entered through the airports of Cancun or Mexico City and were then transported by bus to Mexicali in the border state Baja California, authorities said: Most migrants were from Ecuador and Peru, while others were from India, the statement said. It added that migrants paid up to $2,500 for “not have any inconvenience entering the country and traveling to the border.”

It did not specify when or where the arrests were made……….

#AceNewsReport – Sept.28: A move to refer Boris Johnson to the police watchdog is “a politically motivated attack”, a senior government source has said: The watchdog will decide whether or not to investigate the prime minister for a potential criminal offence of misconduct in public office while he was London mayor. ………….It is alleged businesswoman Jennifer Arcuri received favourable treatment due to her friendship with Mr Johnson.

Mr Johnson has denied any impropriety:

He was referred to the Independent Office for Police Conduct (IOPC) on Friday by the Greater London Authority’s monitoring officer – whose job it is to oversee the conduct of the mayor and other members: The allegations regarding Mr Johnson’s friendship with technology entrepreneur Ms Arcuri first emerged last weekend in the Sunday Times.……………….They refer to claims that Ms Arcuri joined trade missions led by Mr Johnson when he was mayor of London and that her company received several thousand pounds in sponsorship grants.

A senior government source said the timing of the referral, coming days before the start of the Conservative Party conference, was “overtly political”………Environment Secretary Theresa Villiers said the issue had been “blown out of all proportion” and the complaint against Mr Johnson was “politically motivated”.

However, shadow chancellor John McDonnell tweeted: “It’s important to note that this was a decision by the GLA monitoring officer, who is a completely independent non-political official.”………….The GLA’s monitoring officer said it had referred the PM to the IOPC “so it can assess whether or not it is necessary to investigate the former mayor of London for the criminal offence of misconduct in public office”………..It said it had recorded a “conduct matter” against Mr Johnson, which happens when there is information that indicates a criminal offence may have been committed…………………But it does not mean that a criminal offence is proved in any way, the monitoring officer added.

The reason the IOPC is involved is because the role of the mayor of London is also London’s police and crime commissioner: The IOPC deals with complaints against police forces in England and Wales.

In a letter to Mr Johnson setting out the referral, the monitoring officer said it related to his time as London mayor between 2008 to 2016: “During this time it has been brought to my attention that you maintained a friendship with Ms Jennifer Arcuri and as a result of that friendship allowed Ms Arcuri to participate in trade missions and receive sponsorship monies in circumstances when she and her companies could not have expected otherwise to receive those benefits,” it said.

Responding to the referral, No 10 said: “The prime minister, as Mayor of London, did a huge amount of work when selling our capital city around the world, beating the drum for London and the UK…………..”Everything was done with propriety and in the normal way.”

A senior government source said: “no evidence of any allegations” had been provided by the monitoring officer , nor was the prime minister given an opportunity to respond before a press release was published on Friday night……………..”The public and media will rightly see through such a nakedly political put-up job,” the source added.

Ms Villiers told BBC Radio 4’s Today programme: “The Prime Minister is very clear that proprieties were observed.” “I do feel this is a distraction and it is people seeking to use the complaints process in a highly political way,” the environment secretary added.
