The issue of the trafficking of migrants across the Channel to southern England is a constant source of friction between Paris and London, not least on the question of the costs incurred in policing them.

A total of 15,400 people attempted to cross the Channel in the first eight months of this year, a increase of 50 percent over the figure for the whole of 2020, according to French coast guard statistics.

“The (British) government has not yet paid what it promised us,” Darmanin said. “We call on the British to keep their promise of financing since we are maintaining the border for them”.

Border security agreement

Under an agreement reached in July, Britain agreed to finance border security in France to the tune of 62.7 million euros ($73.8 million),

According to British media reports, British Home Secretary Priti Patel in September threatened to withhold the money in the light of the record numbers of migrants arriving from France.

“France has held the border for our British friends for over 20 years,” said Darmanin.

The French side has hired more gendarmes, purchased more technological equipment and thereby “succeeded in greatly reducing migratory pressure”, he added.

France is “an ally of Britain” but “not its vassal”, he said.

Over the past three months France has stopped 65 percent of attempted crossings by illegal immigrants, up from 50 percent, the interior minister said.

Darmanin added that he had received assurances from the director of the European border surveillance agency Frontex, that it will be prepared by the end of the year to monitor the coastal area, notably through aerial surveillance.

She said in a statement that the EU’s 450 million citizens and its businesses need legal certainty, and the Commission would carry out a swift analysis to decide its next steps.

“We have to state clearly that this government in Poland is playing with fire,” Luxembourg’s minister for foreign affairs, Jean Asselborn, said on arrival for a meeting of EU ministers in Luxembourg.

“The primacy of European law is essential for the integration of Europe and living together in Europe. If this principle is broken, Europe as we know it, as it has been built with the Rome treaties, will cease to exist.”

Poland may have to consider the economic risks of its clash with the EU because until the issue is resolved, it is unlikely to see any of the 23 billion euros ($26.61 billion) in EU grants and 34 billion in cheap loans that it could otherwise count on as part of the EU’s recovery fund after the COVID-19 pandemic.

The EU could even raise doubts about Polish access to EU grants for cohesion and structural projects in the 2021-2027 budget worth several times the recovery package, on the grounds that a country that rejects EU law cannot guarantee that the funds are spent as agreed, free of fraud.

“If European legal acts are no longer accepted, it is questionable whether Poland can still profit from the enormous amounts of EU funding it currently receives,” said Monika Hohlmeier, a member of the European Parliament from the centre-right group of the European People’s Party.

Poland’s ruling nationalist Law and Justice party (PiS) says it has no plans for a “Polexit” and – unlike Britain before its Brexit referendum in 2016 – popular support for membership of the EU remains high in Poland.

Poland’s membership since 2004 has helped drive some of the fastest economic growth in Europe. With an increasingly assertive Russia unnerving some central and eastern European states that were for decades under Communist rule, many Poles see the EU as an essential part of national security.

But, welcoming the court ruling, Polish Prime Minister Mateusz Morawiecki said each member state must be treated with respect and the EU should not be only “a grouping of those who are equal and more equal.”

Right-wing populist governments in Poland and Hungary have found themselves increasingly at odds with the European Commission over issues ranging from LGBT rights to judicial independence.

Poland’s Constitutional Tribunal took on the case after Morawiecki asked it whether EU institutions could stop Poland reorganising its judiciary.

However, a Eurobarometer survey carried out in June and July 2021 showed that almost twice as many Poles trust the EU as trust their own national government.

“I think…there is a risk that we could exit the EU, because all of these actions which are happening can lead to that, step by step,” said Warsaw pensioner Grazyna Gulbinowicz.

“I think it would have a very negative impact on our overall situation, because things are not easy and without EU funds it will be even more difficult, not to mention the fact that we will feel isolated.”

#CoronavirusNewsDesk says that AstraZeneca has agreed to deliver 200 million doses of its vaccine, which had been promised under a contract, to the EU by the end of March 2022.

Earlier this year AstraZeneca angered European Commission officials when it said it could only deliver a fraction of the doses agreed for the first three months of 2021. 

The bitter dispute overshadowed the initial weeks of the vaccine rollout across the EU’s 27 countries. The Commission accused the company of breaking an August 2020 advanced purchase deal while AstraZeneca hit back arguing that the contract only required its “best effort” to deliver millions of vaccine doses on time.

AstraZeneca’s Covid vaccine, now known as Vaxzevria, has also been hit by age restrictions imposed by several EU countries because of very rare side effects. The EU’s medicines agency made clear that the benefits outweighed the risks for all adult groups.

The delivery row was set to reach the Brussels courts at the end of September and Rudd Dobber of AstraZeneca said he was “very pleased that we have been able to reach a common understanding” with the Commission.

EU Health Commissioner Stella Kyriakides said there were still “significant differences in vaccination rates between our member states, and the continued availability of vaccines, including AstraZeneca’s, remains crucial”.

Under the settlement the two sides agreed that another 60 million doses would be delivered by the end of this month, a further 75 million by the end of December and a final 65 million by the end of March 2022.

But figuring out who is ahead in the race to protect their citizens from COVID-19 depends largely on how one crunches the numbers.

The US newspaper pointed to data released on Thursday showing that the bloc had administered 103.32 doses per 100 people, compared to 102.67 in the United States.

It shows that the EU’s vaccination drive has certainly picked up pace after initially being hindered by supply and distribution problems.

What is the overall picture of the vaccination drive?

How effective are vaccines against variants?

US authorities have fully vaccinated 48.9% of those eligible to receive a coronavirus vaccine, while the EU has fully vaccinated 47.7%.

Furthermore, there are disparities among EU countries in terms of the pace of their rollouts, further complicating the overall picture.

Germany has fully vaccinated 50.6% of those eligible for a jab, while Bulgaria has managed just 14.6%.

Despite the apparent speeding up of the EU’s inoculation program, many countries are also worried about uptake among young people.

Several countries have introduced so-called vaccine passports that will be mandatory to enter bars, restaurants and cultural events.

What was the EU’s target?

The EU’s stated vaccination goal has changed over the past six months.

According to a statement posted on the European Commission website in January, the original plan was to ensure that “by summer 2021, member states should have vaccinated 70% of the entire adult population.”

European Commission President Ursula von der Leyen said on July 10 that the EU executive had delivered enough doses to EU governments “to vaccinate fully at least 70% of EU adults still this month.”

On Tuesday, von der Leyen said 70% of adults across the bloc’s 27 countries had received at least one dose. But figures compiled by Our World in Data put the number at 58.3%. 

The numbers cited by von der Leyen appear to refer to the EU’s official tally.

According to the European Center for Disease Prevention and Control COVID-19 vaccine tracker, 70.4% of adults across the EU have received at least one dose.

What about the United States?

The United States failed to meet President Joe Biden’s goal to deliver at least one COVID-19 vaccine shot to 70% of adults by July 4.

Biden: ‘It’s a pandemic of the unvaccinated’

Our World in Data says 56.7% of the US population has had at least one jab; inoculations are handled at state level.

For coronavirus, the estimated threshold for herd immunity is roughly 70% “to go back to a pre-pandemic lifestyle,” a paper by Johns Hopkins Bloomberg School of Public Health said in April.

“We would need at least 70% of the population to be immune [achieve herd immunity] to keep the rate of infection down,” the paper said.

Herd immunity can be achieved through vaccinations or by falling sick and building up sufficient antibodies to fight off future infections.

It means both the United States and the European Union are still short of achieving that goal. 

Late on Thursday, Biden expressed his concern about the pace of the rollout.

He called on state and local governments to provide $100 (€85) payments to incentivize Americans to receive both doses of a coronavirus vaccine.
