The new pipeline will have a similar route to Nord Stream, said Gazprom spokesman Sergey Kupriyanov.

The company’s stake will be no less than 51 percent, he added.

MOSCOW: ‘ China Plans to Sign Intergovernmental Agreement with Russia on Gas Supplies ‘

#AceWorldNews – MOSCOW – October 10. /TASS/. China plans to sign an intergovernmental agreement with Russia on gas supplies via the Power of Siberia gas pipeline (the so-called eastern route) in the nearest future.

Russia’s gas giant Gazprom said on Friday after a meeting between its CEO Alexey Miller and China’s Executive Vice Premier Zhang Gaoli.

“The document is at a final stage and may be signed in the nearest future. The meeting focused on further steps to prepare the project for gas supplies via the ‘western route.’

The key documents will be signed: an intergovernmental agreement, a commercial contract and a technical agreement,” Gazprom said.

Miller also met with chairman of the board of directors of China National Petroleum Corporation (CNPC) Zhou Jiping to discuss the implementation of a project for Russian gas supplies to China via the ‘eastern route.’

The sides agreed that the project proceeded according to schedule. Apart from that, Miller and Zhou discussed in detail the schedule of further talks on the signing of a contract for Russian gas supplies to China via the ‘western route.’

BRUSSELS: ‘ Gas Supplies for Poland and Slovakia Dip As EU Imposes Sanctions ‘

#AceNewsServices (Exclusive) – BRUSSELS – September 12 – Poland and Slovakia have said gas supplies from Russia are down, as the EU impose’s new sanctions.


A Polish diplomat told EUobserver on Thursday (11 September) that volumes fell by 20 percent on Monday and were down by 45 percent by Thursday.

The same day Slovak PM Robert Fico said supplies to his country had dipped by eight to 11 percent.

Both countries are trying to find out what is going on amid denials by Russian supplier Gazprom that its shipments are any lower than normal.

The Polish diplomat said the enquiries are being made by Polish gas distribution firms. But Fico told press he has tasked officials to contact Moscow.

Poland, Slovakia, and Hungary are involved in shipping “reverse-flow” gas to Ukraine after Russia cut off Ukraine gas in a price dispute.

But a Hungarian diplomat told this website its Russia gas deliveries are normal for now.

We did not see a drop in supplies. But we are filling up our storage tanks so that we are prepared for any scenario that may come”, the source noted.

The Polish diplomat added: “On the Polish side, there is no risk to national consumers at this stage. We have generous reserves. But the supply reductions could be a burden on reverse-flow and I have heard talk that this is being scaled down”.

Gazprom’s reductions come the same week the EU adopted a new round of economic sanctions against Russia following its invasion of east Ukraine.

Some EU states had wanted to wait and see if a ceasefire deal with Russia holds before implementing the new measures.

But EU Council chief Herman Van Rompuy announced on Thursday that they will enter into life the following morning.

The most vulnerable to gas cuts is Finland and according to report by EUobserver

“A Russian gas export embargo during the winter of 2014/15 lasting for more than 6 months would cause supply shortfalls in many European countries, in particular, in central and eastern Europe, including Germany,” according to a study published Wednesday (3 September) by the Institute of Energy Economics at the University of Cologne.

` Ukraine Transfers Part-Payment of its Gas Debt to Russia '

#AceBreakingNews – MINSK – May 30 – Ukraine said it had transferred the payment for part of its gas debt to Russia, Russian Foreign Minister Dmitry Medvedev said.

“Talks are under-way (in Berlin), so far there is no visible progress, but our Ukrainian partners said they had transferred a part of the sum (Ukraine owes Russia for gas supplies),” Medvedev said.

“However, liabilities are considered discharged not at the moment of money transfer but at the moment of its passing to the account of the creditor, that is to the Gazprom account.”

` Historic Gas Deal that was Ten Years in Making is Finally Signed by Russia's Gazprom and China's CNPC '

#AceWorldNews – RUSSIA/CHINA – May 21 – After 10 years of negotiations, Russia’s Gazprom and China’s CNPC have finally signed a historic gas deal which will provide the world’s fastest growing economy with the natural gas it needs to keep pace for the next 30 years.

The total value of the contract is $400 billion, Gazprom CEO Aleksey Miller said. However, the price of gas stipulated in the document remains a “commercial secret.”

Assuming the overall price of the contract includes only the cost of supplies of Russian gas, than the $400 billion price tag means China will pay about $350 per 1,000 cubic meters.

To date, this is the largest contract for Russia’s largest gas producer which has no such contract with any other company.

Russia will supply China 38 billion cubic meters of gas per year via the eastern ‘Power of Siberia’ pipeline, which crosses Siberia and reaches China’s populous northeast regions.

A memorandum of understanding was signed in the presence of Russian President Vladimir Putin and President of China Xi Jinping on the second day of Putin’s two-day state visit to Shanghai.

` Russian Energy Minster and EU Energy Commissioner Meet in Berlin Agenda Urkraine Gas Debt ‘

#AceWorldNews – EUROPEAN COMMISSION – May 19 – Russian Energy Minister Aleksandr Novak and EU Energy Commissioner Gunther Oettinger met at the European Commission agency in Berlin on Monday.

They were there to decide on a date and place for the second round of three-party negotiations on Ukrainian debt for Russian gas.

Delegations from Russia, Ukraine and the European Union held the first round of talks in Warsaw on May 2 but failed to come to an agreement.

The gas price for Ukraine rose to $485.50 (€353.94) per 1,000 cubic metres starting from April 1 after Russia annulled two discounts earlier granted to the country.

According to Gazprom, Ukraine’s outstanding gas debt to Russia as of April 30 amounted to $3.5bn (€2.5bn).

Ukrainian Interior Minister Arsen Avakov said that “treason” is the reason why the so-called “people’s governor” of the self-proclaimed Lugansk Republic, Valery Bolotov, was freed, UNIAN reported.

Bolotov was detained by Ukrainian border guards at a checkpoint in Lugansk region early on Saturday. The military was waiting for helicopters to transport Bolotov to another location when a group of armed individuals attacked the checkpoint and took him away.

The head of counterintelligence of the “United Army of the Southeast,” Vladimir Gromov, confirmed to Interfax that about 150 people took part in the liberation of the “people’s governor.” He said that Bolotov’s detention was ordered by Kiev and that about 40 border guards and over “70 armed people” took part.

Talks with them brought no result,” he said. “Following a 15-minute shut-out,” the United Army of the Southeast troops managed to free “the people’s governor,” Gromov said.

Moscow says it will consider Kiev’s proposal on taking joint steps to stabilize the situation on the Russian-Ukrainian border, Russia’s Deputy Foreign Minister Grigoriy Karasin told RIA Novosti.

Gazprom will do everything to ensure Europe does not have problems with gas transits through Ukraine, the Russian gas giant’s CEO, Aleksey Miller, said in an interview to Sergey Brilyov of the Rossiya-1 TV channel. 

Only the South Stream will totally resolve all risks linked to transit through Ukraine,” Miller said. South Stream is Gazprom’s $45 billion pipeline, bypassing Ukraine, which is slated to open in 2018 . Miller also spoke of the growing importance of the Nord Stream, opened in 2011 and the OPAL project, a transit link pipeline that would connect the Nord Stream to gas networks throughout Europe. 

Ukraine currently has a $3.5 billion debt to Gazprom. Starting from June 1, Russian gas will only be delivered to Ukraine if it pays for it in advance.

There are no Russian agents in Ukraine, while US mercenaries coordinate the actions of Ukrainian troops in the country’s south east, according to Russia’s presidential envoy to the OSCE, Andrey Kelin. 

Incessant lies of Russia being involved in violations of OSCE obligations in Ukraine, accusations of imaginary aggression are obvious provocations,” Kelin said, as cited by Itar-Tass, adding that sensational claims of “Russian presence” in eastern Ukraine have not been confirmed. 

Kelin also mentioned reports of US elite mercenaries taking part in the Ukrainian military operation against anti-government protesters, and said that US attempts at denying the reports have so far been weak.

` Gazprom and Rosneft have Licenses Now Russia Applies to UN to Affirm Borders ‘

#AceNewsServices – MOSCOW – May 14 – Russia will apply to the United Nations next year to affirm borders of its economic zone in the Arctic, Natural Resources and Environment Minister Sergei Donskoy said on Wednesday.

Evidence will be presented to prove that 1.2 million square kilometres of water area, including the Mendeleev and Lomonosov ridges, were a continuation of Russia’s continental shelf, said Donskoy.

Research for the application, to be ready by November, has been under-way since 2006. This year, it will take place in the furthest northern Russian waters.


It will then take an examining commission several years to consider the application given the vast area involved.

Donskoy said he hoped Russia’s bid would be considered “professionally and without political bias”, as in the successful application for 52,000 square kilometres in the far eastern Sea of Okhotsk, approved last year.

Gazprom and Rosneft are officially the only companies with the right to explore the Russian Artic shelf, as they both received exclusive extraction licenses in return for large cash payments.

In 2009, Rosneft agreed to pay 1.4 billion roubles ($450 million) and Gazprom 1.2 billion in a resolution passed by the state Duma, but the exact amount paid in June 2013 for the licenses is unknown.

Russia has passed a law that only companies in which the state owns more than half and have at least 5 years of Arctic experience are eligible for permits

#AceWorldNews Greenpeace said it will sue Russia before the European Court of Human Rights for the detention of its members last year during a protest against Arctic drilling.

The 30 Greenpeace activists and journalists were detained – and their ship was seized – by Russian forces in September as they protested at an offshore oil rig owned by state energy firm Gazprom.

The 30 were held for around two months before being allowed bail and amnesty. Greenpeace is seeking compensation and an admonishment for the detention, as they say it was illegal to imprison them for a peaceful protest based on rights enshrined in the European Convention on Human Rights, which Russia has approved.

“We think the Arctic 30 were apprehended and detained in flagrant violation of applicable international and Russian laws,” said lawyer Sergey Golubok.

#AceWorldNews A list has surfaced containing the names of more than 100 Russian businessmen and politicians allegedly targeted for European Union Economic Sanctions. German newspaper Bild reported Igor Sechin, CEO of the world’s largest-listed oil company is on the list.

Railways, are both rumoured to be on the ‘list’.

“This is stupid, petty and obvious sabotage of themselves most of all,” Rosneft spokesman Mikhail Leontyev said by phone, Reuters reports.

Rosneft’s official comment echoes that of Sergey Lavrov, Russia’s foreign minister, who warned any sanctions against Moscow will have a “boomerang” effect.

“I hope this all ends up as being empty rhetoric,” Leontyev said in response to the Bild’s report that Sechin is on the list of key targets.

The US and EU have warned that Russia’s actions in Crimea will be followed by economic sanctions, and it won’t be “business as usual” with Russia.

More precise actions are expected on March 17, following a referendum vote in Crimea taking place this Sunday.
