SUDAN: ‘ President Bashir Barred from leaving South Africa on ICC Warrant ‘

#AceNewsReport – SUDAN:June.14: President of Sudan, Omar al-Bashir, may be arrested in Johannesburg, South Africa, on an International Criminal Court warrant on charges of genocide and crimes against humanity.

South Africa is legally obliged to arrest al-Bashir and hand him over to international authorities, ICC prosecutor Fatou Bensouda said.

The ICC has ordered the Sudanese president to stay in S. Africa until a ruling is made about his arrest.

The Sudanese president came to power in 1989 as a result of a coup. Omar al-Bashir is accused of initiating a government campaign that resulted in the Darfur conflict, in which 300,000 people were killed and over 2 million displaced, according to United Nations figures.

HAGUE: ‘ Radovan Karadzic Denies he Knew of the Execution of Prisoners at Srebrenica ‘

#AceWorldNews – HAGUE – October 02 – Former Bosnian Serb leader Radovan Karadzic “did not know” of the 1995 massacre of thousands of Muslims at Srebrenica, AFP quoted his lawyer as saying Thursday.

“There is not a single piece of evidence that Dr. Karadzic planned or ordered the execution of prisoners [at Srebrenica], or that he knew about it,” legal advisor Peter Robinson told the Hague-based Yugoslav War Crimes Court.

He is seeking an acquittal of Karadzic on charges of genocide.

The verdict in the five-year trial is not expected before late 2015.

‘ Hague Rules Netherlands Accountable for Deaths of 300 Victims at Srebrenica Massacre in 1995 ‘

#AceWorldNews – THE HAGUE – July 16 – The Hague has ruled that the Netherlands was accountable for the deaths of over 300 victims of the Srebrenica massacre in 1995 reported RT.

Bosnian woman at Srebrenica

The hearing came as families of the victims accuse the Dutch government accusing its UN peacekeepers of failing to protect their relatives.

The UN protected the Muslim enclave until July 11, 1995 when it was overrun by ethnic Serb forces.

Some 8,000 Muslim men and boys were slaughtered by ethnic Serb troops in 1995.

The UN’s highest International Court of Justice earlier ruled that the Srebrenica slaughter was genocide.

Serb forces commander Ratko Mladic is currently on trial on genocide and war crimes.

(Guardian) Reported that the Netherlands has been ordered to pay compensation for the deaths of Bosnian Muslims in the 1995 Srebrenica massacre in a ruling that opens up the Dutch state to compensation claims from relatives of the rest of the 8,000 men and youths who died.

hague-4

The judgement by the Dutch supreme court is the final decision in a protracted claim brought by relatives of three Muslim men who were expelled by Dutch soldiers from a United Nations compound during the Balkans conflict, then killed by Bosnian Serb forces.

Although the case related only to the murder of three victims, it sets the precedent that countries that provide troops for UN missions can be held responsible for their conduct.

The case was brought by Hasan Nuhanovic, an interpreter who lost his brother and father, and relatives of Rizo Mustafic, an electrician who was killed. They argued that all three men should have been protected by Dutch peacekeepers. Mustafic and Nuhanovic were employed by the Dutch, but Nuhanovic’s father and brother were not.

`Japan has said it will `Cancel ' its `Annual Antarctic Whaling Hunt ' in line with the UN Court Ruling '

#AceEnvironmentNews – TOKYO – April 03 – Japan said Thursday it was cancelling its annual Antarctic whaling hunt for the first time in more than a quarter of a century, AFP reported.

The move comes in line with a UN court ruling that the program was a commercial activity disguised as science. Tokyo earlier this week said it was “deeply disappointed,” but agreed to honour Monday’s judgement by the UN’s Hague-based International Court of Justice – ANS2014 – http://wp.me/p165ui-4Bq

The next Antarctic hunt, which would have started in late 2014, has been scrapped, just weeks after the most recent one finished, officials said on Thursday.

However, they did not exclude the possibility of future whaling programs.

According to (JakartaGlobe) Tokyo has used a legal loophole in the 1986 ban on commercial whaling that allowed it to continue slaughtering the mammals, ostensibly so it could gather scientific data.

However, it has never made a secret of the fact that the whale meat from these hunts can end on dining tables.

Japan also has a coastal whaling program that is not covered by the ban.

` Japan's Whaling Program in Seas Near ` Antarctica ' is not for `Scientific ' reasons UN's Highest Court Rules '

#AceEnvironmentNews – UNITED NATIONS – March 31 – Japan’s whaling program in seas near Antarctica is not for scientific purposes, judges at the UN’s highest court ruled on Monday- RT

The International Court of Justice in The Hague also agreed with Australia that Tokyo should revoke permits to catch and kill whales for research purposes, Reuters reported.

Australia, which brought the case before the court in The Hague in 2010, had argued that Japan’s assertion that it was carrying out scientific research was to justify what was in fact pure commercial whaling.

The JARPA II research program has been going on since 2005, it has involved the killing of about 3,600 minke whales, and “the scientific output to date appears limited,” presiding Judge Peter Tomka said.

JARPA/JARPA II Research results

The JARPA∗ was conducted during the austral summer seasons from 1987/88 to 2004/05. The JARPA had four main objectives: a) estimation of biological parameters to improve the stock management of the Southern Hemisphere minke whale; b) elucidate the role of whales in the Antarctic marine ecosystem; c) elucidation of the effect of environmental change on cetaceans; and d) elucidation of the stock structure of Southern Hemisphere minke whales to improve management – http://www.icrwhale.org/JARPAResults.html

#AceWorldNews – PYONGYANG – March 29 (KCNA) — The spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA on Friday blasting the U.S. for disclosing its attempt to intensify military provocations disturbing peace and stability on the Korean peninsula and in its vicinity:

The U.S. president at a recent summit of the U.S., Japan and south Korea held in Hague openly justified the on-going joint military exercises, disclosing his provocative intention to further intensify them.

The danger of a war on the Korean peninsula is increasing obviously due to the U.S. massive introduction of aggression forces and destructive weapons and its ceaseless madcap maneuvers for a nuclear war.

` Japan hails the Summit Meeting between Shinzo Abe and Park Geun-hye and Brokered by Obama as chance to build a Rapport ‘

#AceWorldNews – HAGUE – March 25 – Japan on Wednesday hailed the first summit between Prime Minister Shinzo Abe and South Korean President Park Geun-hye as a chance to build a rapport after more than a year of back-biting, AFP said.

The talks in The Hague were hosted by US President Barack Obama, as Washington is increasingly frustrated by tensions between its two major Asian allies.

South Korean media said Park appeared unimpressed by Abe’s attempts to speak Korean during a photo opportunity, and Seoul has yet to make an official statement about the meeting itself.

` Russia does not hold on to the Group of Eight (G8) Lavrov said after talks with Kerry in the Hague ‘

#AceWorldNews – THE HAGUE – G7 – March 24 – Russia does to hold on to the G8 (Group of Eight), Foreign Minister Sergei Lavrov said after talks with U.S. Secretary of State John Kerry in The Hague on Monday, March 24.

“The G8 is an informal club. There are no membership cards there and no one can be expelled from it by definition. It has played it role, as many think, because all economic and financial issues are discussed within the Group of 20.

The Group of Eight continued to exit mainly because it was a forum for discussion between the leading Western countries and Russia,” he said.

He recalled that the G8 had discussed such issues as the Iranian nuclear issue, nuclear security on the Korean Peninsula, Syria, and the Balkans.

“But there are actually other formats for discussing these issues – the U.N. Security Council, there is the Middle East Quartet to discuss the Middle East settlement, and the P1+5 to discuss the Iranian nuclear issue,” Lavrov said.

“If our Western partners think that this format has outlived itself, so be it. We do not hold on to it. We don’t think it will be a tragedy if it’s not convened. We can wait for a year or a year and a half, as an experiment, and see how we live without it,” the minister said.

Replying to questions from journalists on March 4, Russian President Vladimir Putin said Russia was still preparing the G8 summit in Sochi scheduled for June.

“We will be ready to host the summit with our colleagues. If they do not want to come – so be it,” he said.

He stressed that Russia’s actions were based on international law and bilateral obligations, unlike those of the United States which “always clearly formulates their own geopolitical and states interests and follow them with persistence… and draw the whole world in.”

When asked about possible sanctions from the West against Russia, Putin said that “It is primarily those who intend to apply them that need to consider their consequences.”

The president stressed that “any threat against Russia is counter-productive and harmful.”

Russia took over the presidency in the Group of Eight on January 1, 2014. The main event of its presidency – the G8 summit – was scheduled to be held in Sochi on June 4-5.

British Prime Minister David Cameron threatened to exclude Russia from the Group of Eight if it refused to cooperate on de-escalation of tensions in Ukraine. Speaking at a meeting of the EU heads of state or government on March 6, Cameron stressed that “illegal actions committed by Russia cannot pass without a response.”

The EU leaders agreed to suspend negotiations on a more liberal visa regime for Russians, to stop work on a comprehensive new agreement on relations between Russia and the EU, and to pull out of all preparations for the G8 summit in Sochi in June.

“And if Russia does not rapidly engage in direct talks with the Ukrainian government to find a solution to this crisis, we have been clear that we will go further,” Cameron warned, adding that the leaders had tasked the European Commission to start work on additional measures, including travel bans and asset freezes.

He noted that “situation in Ukraine remains highly precarious – the slightest miscalculation could see it spiral out of control” and issued “a very clear warning to President Putin that he must not destabilise the situation further.”

“If Russia does not change course, the statement issued today now makes clear that there will be severe and far reaching consequences in areas such an energy, trade, and financial relations,” he said.

On March 9, Putin had telephone conversations with Cameron and German Chancellor Angela Merkel.

“The conversations continued discussion on the highly complex social and political situation unfolding in Ukraine and also issues concerning the organisation of a referendum in Crimea on March 16, 2014.

Although the three leaders did express differences of opinion regarding the events taking place, they declared their common interest in de-escalating tension and returning the situation to normal as soon as possible,” the presidential press service said.

Putin noted, in particular, that the steps Crimea’s legitimate authorities were taking were in line with international law and seek to guarantee the lawful interests of the peninsula’s population.

The president also noted that the current authorities in Kiev had not taken any steps to rein in ultra-nationalist and radical forces in the Ukrainian capital and in many regions.

The three leaders exchanged views on possible international efforts to settle the crisis. They agreed to continue close working contacts, including at the foreign ministers’ level, the press service said.

On March 24, Cameron said the summit would not take place, and Merkel said the G8 format no longer existed.

The Group of Eight (G8) is an unofficial forum of the world’s major economies (Russia, the United States, Great Britain, France, Japan, Germany, Canada, and Italy, with the participation of the EU Leaders) designed to coordinate approaches to the most pressing issues of global affairs.

The G8 does not operate as an international organisation, not being based on an international treaty or having a charter or permanent secretariat.

The decisions taken by the G8 are non-binding political commitments of the member states to follow the agreed logic of action in addressing specific issues.

The host country of the G8 annual summit is presiding over the forum throughout the year, coordinating the G8’s operating activities.

The rotation of the G8 Presidency starts with France (last presidency in 2011), followed by the U.S., the UK, Russia, Germany, Japan, Italy, and Canada.

The EU does not host summits and cannot assume presidency.

` Japan to Transfer a Share of the `Highly Enriched Uranium ‘ and `Weapon’s Grade Plutonium ‘ to the US ‘

#AceWorldNews – JAPAN – March 24 – Japan agreed to transfer a share of its highly enriched uranium and weapons grade plutonium stockpiles to the US as part of the global effort to secure nuclear materials.

Other nations are also urged to deposit excess nuclear materials in the US.

On the eve of the two-day Nuclear Security Summit (NSS) in The Hague, US and Japanese leaders arranged a deal on “final disposition” in the US of well over 300 kilograms of weapons grade plutonium and an unspecified quantity of Highly-Enriched-Uranium (HEU) that will be “sent to a secure facility and fully converted into less sensitive forms.”

This quantity of Plutonium is enough to produce 40-50 warheads.
The total quantity of HEU currently stocked in Japan is estimated at approximately 1.2 tons.

According to The New York Times, some 200 kilograms of HEU is currently designated for the US.

` Russia will not cling to ` G8 Format ' if West does not Want it Either '

#AceWorldNews – HAGUE – March 24 – Russia is not clinging to the G8 format, as all major world problems can be discussed at other international venues such as Group of Twenty (G20), Russia’s Foreign Minister Sergey Lavrov has said.

“The G8 is an informal club, no one gives out membership cards and no one can expel members,” Lavrov told a media conference at the Hague. “If our Western partners believe that this format has exhausted itself, let it be. We are not clinging to it.”

He went on to say that many believe that the G8 has already fulfilled its mission as many issues are now discussed at the G20 forum.

“Generally speaking, there are also other formats for considering many questions, including the UN Security Council, the Middle East Quartet and the P5+1 on the Iranian nuclear problem,” Lavrov told journalists.

Also Italian Foreign Minister Federica Mogherini has emphasized the importance of preserving the current G8 format. She was speaking earlier on Monday while accompanying Italian Prime Minister Matteo Renzi at the Nuclear Security Summit (NSS).

NSS : ` Moscow is concerned that ` Weapons -Grade-Fissile-Materials ‘ exits in Countries that have ` No ‘ Nuclear Weapons’

#AceWorldNews – THE HAGUE- March 24 – Moscow is concerned about the accumulation of weapons-grade fissile materials in some countries that have no nuclear weapons and hopes the United States will play a more active role in solving this issue, Russian Foreign Minister Sergei Lavrov said at the opening on the Nuclear Security Summit (NSS) in The Hague.

“Along with the programme to return fresh and irradiated highly-enriched uranium from Russian-design nuclear research reactors to Russia, launched in 2002, we have also been converting the cores of these reactors from using highly-enriched uranium to low-enriched uranium or halting their operation altogether,” the minister said.

“Over the past 12 years, 790 kilos of fresh and 1,289 kilos of irradiated highly-enriched Uranium have been transported from 14 countries: completely from nine countries and partially from five countries,” he said.

Russia “is concerned about the unjustified accumulation of weapons-grade fissile materials in some countries that possess no nuclear weapons.

They are in no hurry to get rid of them even though the above mentioned programme provides necessary possibilities for that,” Lavrov said.

`Ukraine parliament votes to try ousted President Yanukovich & others in ICC’

#AceWorldNews says that `Ex-Interior Minister Vitaly Zakharchenko and former Prosecutor General Viktor Pshonka are among those whom the Rada wants to be tried in the ICC.

All are accused of “crimes against humanity during the peaceful protests in the period of November 30, 2013, and February 22, 2014.”

“During the period of three months the law enforcement agencies have been following the orders of the highest Ukrainian authorities.

They used violence against the peaceful activists in Kiev and other Ukrainian cities,” said a Rada statement.

“Over 100 Ukrainian citizens have been killed and 2,000 injured as a result of such actions,” it added.

Three hundred and twenty-four MPs voted in favour of the resolution.

During the discussions the MPs also proposed to add the names of ex-deputy prime minister, ex-PM and ex-security council secretary.

However the names were not approved by all the members of the Rada.

“The list will be extended with the names of those whose guilt is proven,” added Turchinov.

The Hague war crimes court did not confirm the information that Ukraine asked it to investigate the case of Yanukovich and other Ukrainian ex-ministers.

“A government can make a declaration accepting the court’s jurisdiction for past events,” said ICC spokesman Fadi El Abdallah, adding that the court’s prosecutor would decide whether or not to open an investigation.

The Joint Mission of the Organisation for the Prohibition of Chemical Weapons (OPCW) and the United Nations overseeing destruction of Syria’s weapons stockpiles confirmed verifying 22 of the 23 sites disclosed by Damascus.

“The additional site inspected is in the region of Aleppo and was one of the two sites that could not be visited earlier due to safety and security reasons,” a UN spokesperson told journalists in New York.

“The site was confirmed as dismantled and long abandoned, with the building showing extensive battle damage,” the spokesperson said.

The verification was conducted with the support of sealed cameras used by Syrian personnel as per the inspection team’s guidance.

The exact geographical location and the time of capture of the footage and images were “fully authenticated”, according to the information provided by the spokesperson.

Information about the Joint Mission in Syria is now available on a dedicated <“http://opcw.unmissions.org“>website launched today.
