Kano is one of 12 states in the Muslim-majority north that practise Islamic law. The legal system is supposed to apply only to Muslims. 

But in reality, non-Muslims come under pressure to adhere to the hisbah’s rulings, including the ban on full-bodied mannequins. 

“We have received lots of calls and messages from those who say they disagree with the order,” said Moses Ajebo, a radio talk-show host in Kano city, the second-biggest in Nigeria.

Traders at Sabon Gari, a Christian-dominated part of Kano state, also expressed their displeasure with the hisbah’s order.

Shop owner Chinedu Anya said that displaying clothes on a headless mannequin would reduce their attractiveness to passers-by and affect his business.

Mr Ibn-Sina and his officers – who number in the thousands, and are made up of both men and women – have not yet gone shop-to-shop to enforce the ban. 

Nevertheless, there are concerns that it adds to the list of the hisbah’s pronouncements that clash with secularism and modernity.

Last week Mr Ibn-Sina criticised photos from the bridal shower of Zahrah Bayero, the fiancée of President Muhammadu Buhari’s son, Yusuf.

He said she failed to set a good example to other Muslims as the photos showed her exposed shoulders.

He also criticised those who shared the images, saying that it was a sin to do so: Last year, Mr Ibn-Sina’s officers shaved off the Mohawk hairstyles of young men on the pavements of Kano city, and he also chastised others for wearing low-hung trousers. Mr Ibn-Sina also barred the use of the term Black Friday to advertise sales, saying that Friday was a holy day in Islam.

He was largely ignored by radio stations and shopping malls and they faced no sanctions.Residents also received a warning against performing a dance from South Africa – where participants theatrically fell to the ground – that went viral on social media last year.

While many Muslims in Kano back the hisbah’s orders, a handful of younger Muslims believe that its interpretation of some of the teachings of Islam, such as on mannequins, is wrong.”Islam forbids idolatry but the hadith [teachings of Prophet Muhammad] is clear on Allah judging your intentions.

Unless you are bowing down to a mannequin, it can’t be seen as a sin,” said a Muslim cleric who did not want to be named.But many senior Muslim clerics, such as Halliru Maraya of the Islamic Council of Nigeria, say the position of the hisbah on the mannequins is correct as “Islam is against carving human statues, whatever name you want to call it”.

As for the mannequins with heads, their days may be numbered in Kano. But it is still not clear if Mr Ibn-Sina will soon turn his attention elsewhere and so leave them intact.

Ankara has indeed been making efforts to normalize relations with Israel, said Sinan Ulgen, director of the Istanbul-based Center for Economics and Foreign Policy Studies (EDAM). “The escalation and tensions in East Jerusalem could not have come at a worse time for Turkey,” he concluded.

He has been in prison since emerging from Baghouz, a tiny village in eastern Syria where the SDF is poised to wipe out the last vestige of Islamic State rule – which once spanned a third of Iraq and Syria: Mkhayar gave an account of growing chaos among jihadists on the brink of defeat, and of disputes in the ranks as top commanders fled Syria: But he said Islamic State was also planning for the next phase, smuggling out hundreds of men to set up sleeper cells across Iraq and eastern Syria: “They said ‘We must get revenge.’” 

Mkhayar is one of thousands from all over the world who were drawn to the promise of an ultra-radical Sunni Islamist utopia overriding national borders: Kurdish security officials identified him as Italian, and he said he holds Italian citizenship: “I wish to return to Italy to my family and friends … for them to accept and help me to live a new life,” said Mkhayar, who walks on crutches after shelling injured his leg. “I just want to get out of this movie, I’m tired.” 

Mkhayar was sentenced to eight years in jail by a Milan court in 2017 for spreading Islamic State propaganda and trying to recruit Italians to its cause, according to Italian media: As a result, he is likely to have to serve this sentence if he does return to Italy. 

Reuters interviewed him at a security office in northern Syria in the presence of an SDF official: As it nears victory, the SDF has struggled with the dilemma of holding fighters who traveled from abroad to join Islamic State along with women and children: Before the final assault on Baghouz, the Kurdish-led SDF said it had around 800 foreign militants in jails and 2,000 of their wives and children in camps. Since then, the numbers have ballooned. 

The SDF wants them sent back where they came from: But foreign governments generally do not want to receive citizens who may be hard to prosecute, and who pledged allegiance to a caliphate that left behind of a trail of butchery. 

Once an atheist with an affinity for rap music and a dream of moving to America, Mkhayar joined Islamic State at 18: He said he had spent most of his life in Milan with an aunt he calls his mother, before being placed in a home for troubled youths overseen by an Italian priest. He spent a month in prison on drugs charges. 

Then he began immersing himself in Islamic State videos on YouTube and speaking to recruiters on Facebook: It took him only a month to decide to move to Syria with a friend four years ago: His friend was later killed on the battlefield. After military and religious training, Mkhayar fought on various fronts. As Islamic State lost its Syrian headquarters at Raqqa, he left for Mayadin on the Euphrates river in Syria, then moved further east across the desert, toward the Iraqi border. 

Amid a string of military defeats in eastern Syria, Islamic State leaders were in disarray, killing off rival clerics and commanders known as emirs, Mkhayar said: He said he had tried to quit the fighting but had been imprisoned, and then dispatched back to the frontlines as attacks intensified: He wound up in Baghouz, where he said the jihadists were split between wanting to give up or fight to the death.

Mkhayar said his wife, a Syrian Kurdish woman from Kobani whom he had married three years ago, helped convince him to leave: “‘That’s it,’ we said, ‘we’re getting out.’ I saw my little daughter turning weak. I was scared my children would die.” Mkhayar said he could not sleep thinking about his wife and two daughters in a camp for displaced people in another part of northeast Syria………….His wife is due to give birth in a month. 

He said he still believed in the idea of a caliphate for Muslims, but accused Islamic State rulers of governing their land like “a mafia”, seeking only to make money and violating their own rules with impunity:  Commanders had stolen money and fled to Turkey, Iraq or Western Europe while ordering people to stay and defend Islam, he said: “This is my belief and I won’t change it, but here in Islamic State, in reality this doesn’t exist … There is no justice,” he said: “Honestly, I came here too fast … When I arrived, I found another story.”

The group opposes introduction into Islam of other religious and philosophical concepts. It joins more than 20 blacklisted parties and communities including Al-Qaeda, the Taliban and the Muslim Brotherhood.

Tajikistan’s Supreme Court ruled to ban delivery and distribution of literature and other materials propagating Salafite ideas, including restricting access to the movement’s website.

“All those involved in this extremist movement will be criminally prosecuted,” the prosecutor’s office said.

Jaafari said the Republican Senator met with leaders of the Al-Nusra Front, which the Security Council has designated a terrorist organization.

Kouchner travelled to Kurdish areas in northern Syria in November last year.

Galbraith was accompanied by three US political and military officials during his visit last month while Walid al-Tabtaba’i brought money and weapons to the rebels, and took part in combat in September 2013, the envoy said.

“Such actions are a blatant violation of Syria’s sovereignty and the resolutions of the Security Council concerning Syria,” wrote Jaafari in the letter dated December 24.

Syria calls on Secretary-General Ban Ki-moon and Security Council “to put pressure on those Governments to take immediately the necessary measures against their nationals who enter illegally into Syrian territory,” he added.

McCain dismissed the Syrian complaint while berating the international community for not acting to oust the Assad regime.“It is a sad but unsurprising truth that the Assad regime is less concerned with its massacre of more than 200,000 men, women and children than it is my visit with those brave Syrians fighting for their freedom and dignity,” McCain said in a statement.

“The fact that the international community has done virtually nothing to bring down this terrible regime despite its atrocities is a stain on our collective moral conscience.”

In Niger, the government has declared a “humanitarian crisis” and appealed for international aid to help tens of thousands of Nigerian refugees driven from their homes by the insurgency.

These recent events show how neighbouring countries are increasingly being drawn into Nigeria’s Islamic uprising.

Thousands of people have been killed in Nigeria’s 5-year insurgency and some 1.6 million people driven from their homes. A number of soldiers were sentenced to death on Wednesday for refusing to report for duty in an operation against the Boko Haram the African Mail reported.

In a similar case in September, 12 soldiers were sentenced to death for mutiny after firing on their commanding officer in the northeast city of Maiduguri, where troops are battling against Boko Haram.

Both sentences are subject to approval by top army brass, but there has so far been no indication that senior officers oppose the rulings.

Poor military equipment
Frontline troops have consistently complained that they lack the weapons and other supplies needed to face Boko Haram in insurgent strongholds.

The Islamists, waging a five-year uprising to create a caliphate in northern Nigeria, are known to have tanks, rocket propelled grenade launchers and other heavy weaponry, while troops have reported lacking ammunition for basic assault rifles. 

These series of attacks as outlined blow have continued and are continuing with no end in sight.

Austrian police have arrested a couple alleged to have trained with radical Islamic fighters in Syria and sought in Germany on suspicion of terrorism.

Law enforcement officials say a 20 year-old man and his 33-year old partner were detained early Thursday on a train headed for Germany shortly before it reached the border.

An 8-year old child traveling with them has been handed over to childcare authorities.

State prosecutor spokesman Markus Kitz says an extradition hearing is set for next week.

` Malaysian Teenager Allegedly Gang-Raped by Thirty Eight Men ‘

#AceNewsServices – MALAYSIA (Kalum Por) – A Malaysian police have detained 13 men and are looking for other suspects following allegations that a 15-year-old girl was raped by 38 men in an abandoned hut, media said on Friday.

Astro Awani television and and The Star daily reported that the assault took place in the northern state of Kelantan on May 20 when the girl met a girlfriend and was lured to an empty hut reported to be a local drug haunt.

The men took turns to rape her for hours. Police were also investigating whether her 17-year-old friend was also raped.

The alleged attack, one of several brutal cases this week underscoring the violence to which women are being subjected across Asia, sparked outrage among women’s groups.

Politicians from a Muslim party running the region said their proposal to introduce Islamic hudud law, with harsh penalties, would deter offenders.

State and federal police officers either declined comment or could not be immediately reached.

Media accounts, quoting information from district police chief Azham Otham, said 38 men were involved.

Several of those detained had tested positive for amphetamine, the reports said. The New Straits Times said a man and his two teenage sons were among those detained.

Police said action could have been taken had villagers reported the addicts’ presence.

` Sudanese Woman Awaiting Death Penalty for Crime of Marrying a Christian Gives Birth ‘

#AceNewsServices – SUDAN – May 27 – A Sudanese woman awaiting the death penalty for abandoning her religious faith has given birth in jail near the capital, Khartoum, her lawyer has said.

Meriam Yehya Ibrahim Ishag married a Christian man and was sentenced to hang for apostasy earlier this month after refusing to renounce Christianity.

She is allowed to nurse her baby girl for two years before the sentence is carried out.

Born to a Muslim father, she was convicted by a Sharia court.

Sudan has a majority Muslim population, which is governed by Islamic law.

Ms Ibrahim was also convicted of adultery on the grounds that her marriage to a Christian man from South Sudan was void under Sudan’s version of Islamic law, which says Muslim women cannot marry non-Muslims.

For this the judge sentenced her to 100 lashes, which will reportedly be carried out when she has recovered from giving birth.

Ms Ibrahim was raised as an Orthodox Christian, her mother’s religion, because her father, a Muslim, was reportedly absent during her childhood.

Amnesty International Reported:

That she was arrested and charged with adultery in August 2013, and the court added the charge of apostasy in February 2014 when she said she was a Christian and not a Muslim.

Meriam Yehya Ibrahim, a 27-year- old Christian Sudanese woman, eight months pregnant with her second child, was convicted of ‘adultery’ and ‘apostasy’ by a court in Khartoum on 11 May. Meriam has been given three days by the court to recant her faith.

Her next hearing will be held on 15 May, when she is likely to be sentenced to flogging and death.

Treating adultery and apostasy as criminal offences is not consistent with international human rights law – including the International Covenant on Civil and Political Rights – to which Sudan is a state party. The criminalization of adultery violates the rights to freedom of expression and association and invariably discriminates against women in its enforcement.

The criminalization of apostasy is incompatible with the right to freedom of thought, conscience and religion. Meriam Ibrahim is a prisoner of conscience, convicted solely because of her religious beliefs and identity, and must be released immediately and unconditionally.

Meriam was arrested and charged with adultery in August 2013 after a family member reportedly claimed that she was committing adultery because of her marriage to a Christian South Sudanese man.

Under Shari’a law as practised in Sudan, a Muslim woman is not permitted to marry a non-Muslim man, and any such marriage is considered adultery.

The court added the charge of apostasy in February 2014 when Meriam asserted that she was a Christian and not a Muslim. According to Meriam, she was raised as an Orthodox Christian, her mother’s religion, because her father, a Muslim, was absent during her childhood.

Meriam risks being sentenced to up to 100 lashes for adultery under Article 146.

If she refuses to recant her Christian faith, she risks the death penalty for apostasy under Article 126 of the Sudan Criminal Code.

The punishment of flogging violates the absolute prohibition against torture and other ill-treatment in international human rights law.

Amnesty International considers the death penalty to be the ultimate cruel, inhuman and degrading punishment and a violation of the right to life and opposes its use in all cases and without exception, regardless of the nature of the crime.
