JERUSALEM: ISRAELI POLICE SHUT ACCESS TO AL-AQSA MOSQUE OVER CONTINUE VIOLENT CLASHES ‘

#AceNewsServices – JERUSALEM – November 05 – Israeli police shut access to the Al-Aqsa mosque in Jerusalem to Muslim worshippers for several hours due to continued clashes in the city.

It was the second incident in less than a week, triggering an angry outcry from Palestinians.

The holy site has been a focus of tension since last week, when Israel closed it to Muslim worshippers.

Al-Aqsa, also known as the Temple Mount, is Islam’s third most-venerated site.

Israeli police closed it for the first time since 1963 in retaliation for the killing of a prominent right-wing Jewish activist, provoking outcry from the Arab population.

Access was renewed a day later, but males under 50 were still banned from entry.

The renewed shut-down of Al-Aqsa on Wednesday comes after daily clashes in the streets of East Jerusalem and the Old City. Palestinian youths attack Israeli police with stones and fire crackers.

Police said they sent forces to the holy compound, known to Jews as the Temple Mount and Muslims as the Noble Sanctuary, as clashes erupted near it minutes before it was due to be opened to the public.

“Police entered the area, pushed the masked rioters back, and they fled back into Al-Aqsa. Police closed the front gate of the mosque but did not enter,” said police spokesman Micky Rosenfeld as cited by Reuters.

Israeli security forces used stun grenades to disperse the protesting crowd.

Some 20 people were reportedly injured in the fresh clash.

An emergency meeting was requested by Jordan following a letter from Palestinian envoy Riyad Mansour.

He called on the 15-member council to “address this crisis situation.” 

Israel pledged to build more than 1,000 new settler homes in east Jerusalem on Monday, angering Palestinians who warned it could trigger an “explosion” of violence.

In his letter, the Palestinian representative called on the council to demand that Israel rescind its plan immediately and “commit to the path of peace that it has clearly and recklessly abandoned.”

On Tuesday, Israeli Prime Minister Benjamin Netanyahu hit back at US and European criticism of the plan for more settlement building, saying the statements were “detached from reality.”

The European Union said the plans “call once again into serious question Israel’s commitment to a negotiated solution with the Palestinians,” warning of consequences for EU-Israel ties.

Washington said it was “deeply concerned” by the plans, adding that “moving forward with this type of action would be incompatible with the pursuit of peace.”

But Netanyahu insisted Israel would not change course.

“We will continue to build in Jerusalem, our eternal capital,” he said.

‘ ISRAEL DOES NOT SEE ISLAMIC STATE AS A THREAT AND HERE IS WHY – OPINION ‘

#AceNewsServices (Analysis & Opinion) October 24  At first sight, it seems that Israel is just as preoccupied with the rise of Islamic State as anyone else.

Israeli media report diligently on the extremist group’s assault on the Kurdish town of Kobani and run at least a story every few days on its atrocities.

Prime Minister Benjamin Netanyahu references Islamic State frequently, as do other Israeli ministers. And the stories of two Palestinian citizens of Israel who died fighting for the group have been recently featured in the press.

Still, Israel remains the least concerned and least directly threatened country in a region increasingly rocked by Islamic State’s advance. It certainly does not see the group as an external threat. Shocking though the events in Syria and Iraq are, Israel is far beyond the range of even the most sophisticated of Islamic State’s weapons.

The group’s immediate territorial interests do not extend to anywhere near Israeli borders, and its support in areas adjacent to Israel is still negligible.  

What’s more, unlike many militant groups and states in the region, Islamic State has declared itself emphatically disinterested in intervening in the Israeli-Palestinian conflict, preferring instead to draw its support from Sunni revanchism and introducing a semblance of order into war-torn regions of Iraq.

Islamic State also does not yet pose an internal threat to Israel. Unlike most countries bordering Syria, Israel has not been politically or demographically unsettled by the civil war there. The diversified systems of control employed by Israel – some liberal democracy and some military rule — have cemented differences among the country’s constituencies disgruntled with the Israeli government.

The divisions have precluded the emergence of a broad uprising similar to those that constituted the Arab Spring. The relatively short, highly militarized border between Israel and Syria has prevented the influx of refugees into Israel, as well as any significant spread of the fighting.

In the absence of incentives to change policy, Israel remains determined to display an official disinterest in Iraq and a staunch neutrality toward Syria. Although the government has often expressed sympathy for victims of the Syrian civil war and offered some of them medical treatment, and has on one or two occasions hit targets in Syria, Israel has been careful to signal to Syrian President Bashar al-Assad that it considers him a relatively reliable neighbor and would not work actively to replace him.

It’s also unlikely that Israeli leaders will come under any internal pressure to change this position. While the images of the war in Syria have prompted some Palestinians to travel abroad and take up arms against the Syrian regime, sometimes fighting alongside jihadist organizations, the numbers have been small — and their wrath, for now, directed at the Syrian regime, not at Israel. Images of Islamic State’s atrocities, combined with the group’s religious fanaticism, contempt for nation-states and express disinterest in the Palestinian cause have left Palestinians — largely secular, nationalist and deeply committed to building their own nation-state — more alienated than attracted.

Even attempts by Israeli centrists and the U.S. to tie progress in the Israeli-Palestinian peace process to the fight against Islamic State have left Israel unmoved. Israel, the argument went, should make concessions in its talks with Palestinians to mollify Arab populations as their governments yet again throw in with the Americans — and by extension, with the Israelis. This tactic rests on the idea that the only real threat that Islamic State poses to Israel, however remotely, is if it toppled any of the “moderate” Arab states, especially Jordan, by invading them or capitalizing on their local discontents, or a combination of the two.

But the Israeli government, which has no interest, political or ideological, in facilitating a two-state solution, has so far responded with a shrug. The view in Israel is that the moderate Arab regimes are sufficiently threatened by the spread of Islamic State to prioritize drawing the Americans in, warts and all. If anything triggers revolutions in these countries, it will not be the plight of the Palestinians.

The lack of direct threats notwithstanding, Israel has been able to extract some short-term gains from unfolding catastrophe. With the West again mobilizing against a radical Islamist group, Netanyahu find himself on the familiar turf of the “war on terror.” He is capitalizing on this by trying to equate Palestinian nationalism — especially the religious wing of it — with Islamic State at every conceivable opportunity (even if with little perceptible effect).  Second, Israel is again making itself useful to the West as a corner of stability and pro-Western sentiment  in an otherwise turbulent Middle East — and is using this to push the Palestinian issue further down the agenda.

These considerations apart,  Israel sees Islamic State as something that’s happening to other people — and the country will do its best to keep it so.

CAIRO: ‘ Donor’s Conference With Everyone Wanting Share of the Lucrative Gaza Pie’

#AceWorldNews – CAIRO – October 12 – Palestinian President Mahmoud Abbas on Sunday promised a transparent and responsible use of funds pledged at a donor’s conference to help Gaza rebuild after this summer’s devastating war between Israel and Hamas.

Speaking at the one-day gathering in Cairo, Western-backed Abbas said $4 billion was needed to reconstruct the coastal strip after the 50-day war that ended on Aug. 27.

Participants were expected to pledge hundreds of millions of dollars, and U.S. Secretary of State John Kerry announced immediate U.S. assistance of $212 million as the conference began.

“We salute the announcement by the Swedish prime minister,” said senior Palestinian negotiator Saeb Erakat in the West Bank administrative capital of Ramallah.

“We hope that all countries of the European Union will take the same courageous and remarkable decision… as there is no reason not to recognise the Palestinian state.”

The UN voted for Palestine to be given statehood in 2012, but major Western powers have so far not followed suit.

An investigation by B’Tselem field researcher Musa Abu Hashhash revealed that at approximately 9:30 A.M., a white Water Authority jeep  drove into the refugee camp, accompanied by two army vehicles.

The white jeep reached a water facility inside the camp and the army vehicles stopped nearby, at two different locations close to the camp’s main road.

Some five boys and youths, including Khalil ‘Anati, threw stones at one of the army vehicles from alleys leading off the main road.

Some ten minutes later, the white jeep drove out of the camp, followed by the army vehicles.

One of the military vehicles had parked facing the centre of the camp and turned around close to one of the alleys from which the stones had been thrown. On its way out of the camp, the vehicle stopped next to another alley, from which stones had apparently been thrown, too.

The driver opened the door, fired a single shot, and resumed driving. About half a minute later, the second vehicle drove by the same alley without stopping.

The single shot, which was preceded by no warning or use of non-lethal measures, killed 10-year-old ‘Anati. Medical records obtained by B’Tselem show that he was struck by a live bullet that entered his lower back and exited through his thigh.

The video footage and B’Tselem’s investigation indicate that four or five boys and youths were throwing stones from alleys. It is not clear whether stones were thrown at the army vehicle when it stopped at the entrance to the alley where ‘Anati was shot.

However, it is clear that the soldiers were not in mortal danger and therefore were not permitted to use live fire. It is doubtful that the circumstances even merited the use of less injurious means. The shooting that killed ‘Anati was certainly unjustified. Use of live fire in such a context is unlawful, and the circumstances raise the suspicion the soldier aimed directly at the boy.

B’Tselem sent the MPIU all the information it gathered concerning the incident. However, the MAG Corps and the MPIU cannot make do with investigating the soldier who fired the lethal shot: they must investigate the orders given to the soldiers before they entered the camp.

The law enforcement authorities must speedily conclude the investigation, publish its findings and bring those responsible for the killing of 10-year-old Khalil ‘Anati to justice.

There were no more reports of violence overnight, and the two sides were expected to continue indirect talks mediated by Egypt in Cairo.

‘Forbiddingly difficult’

Hamas, which controls Gaza and is involved in the Cairo talks, has denied its members launched rockets at Israel on Wednesday night.

Israeli military spokesman Peter Lerner said on Twitter: "No need to jump to conclusions. I don’t know who launched 10pm (19:00GMT) rocket at Israel."

There was no immediate report of casualties from either side.

#AceWorldNewsGAZA CITY — Thousands of residents fled northern Gaza on Sunday at the urging of the Israeli military as its ground troops briefly crossed the border on a mission to destroy a launching site.

The tumult came as the death toll from Israel’s six-day Operation Protective Edge offensive rose to more than 160, with more than 1,000 injured, the Palestinian Health Ministry said.

“Civilians are requested to evacuate their residences immediately for their own safety,” the Israeli leaflets dropped by air warned. They listed specific areas that would “prove to be most dangerous.”

Israeli airstrikes hit more than 200 homes and buildings across Gaza on Sunday. Despite calls from the United Nations and world leaders, there were no signs the two sides will agree to a cease-fire soon.

“We don’t know when the operation will end,” Israeli Prime Minister Benjamin Netanyahu told a Cabinet meeting Sunday. “It might take a long time.”

Nasr Kafarna, 43, a farmer in northern Gaza who lives near the border, says he has been on edge for the past week. After Israeli troops crossed into Gaza early Sunday, he fears for the worst.

“I worry this is all-out war now,” he said. “We haven’t recovered from the last one – we aren’t ready for another one.”

The Israeli military announced that four soldiers had been lightly wounded during a brief incursion to destroy a rocket launching site in northern Gaza.

It is the first time that Israeli ground troops are known to have entered Gaza in the current offensive. But the operation was carried out by special forces and did not appear to be the beginning of a broad ground offensive.

Earlier, as international calls for a cease-fire ramped up, Israel military warned residents of northern Gaza to evacuate “for their own safety.”

In a statement Saturday, the Israeli military said it would send messages to northern Gaza residents overnight to leave their homes as Israel planned to hit the area with heavy force in the next 24 hours, according to Brig. Gen. Motti Almoz, chief military spokesman.

“We are going to attack there with great force in the next 24 hours due to a very large concentration of Hamas efforts in that area,” he said.

On Sunday, Palestinians with foreign passports began leaving Gaza through the Erez border crossing.

Israel, which is cooperating in the evacuation, says 800 Palestinians living in Gaza have passports from countries including Australia, the United Kingdom and the U.S.

‘ Protective Edge and Iron Dome Against Palestinian Militant ‘

According to the report, 119 of them were intercepted by the Iron Dome air defence system. According to local media reports, about 100 rockets have been fired on Israeli cities over the past day alone.

The cities of Haifa, Hadera and Zichron Ya’akov located at a distance of 100 to 125 kilometres from the border with the Gaza Strip were also shelled during the night.

The Palestinian movement HAMAS claimed responsibility for the attack.

Over the past four days, Israel’s business capital Tel-Aviv with a population of 400 thousand has been six times attacked by rocket fire from Gaza.

Rockets have fallen twice in Jerusalem with a population of 800 thousand.

On Wednesday and Thursday, radicals from Gaza fired rockets towards the Israeli nuclear complex in Dimona.

There have been no reports about casualties caused by these attacks.

The events come days after the bodies of three missing Israeli teens were found in the West Bank.

On Tuesday, several hundred right-wing Israeli youths marched through Jerusalem, screaming for revenge.

Rosenfeld said the death may have been a revenge killing, but that the motive could also have been criminal.

' Israel Passes Law to Curb Presidential Powers to Grant Pardon's to Palestinians Convicted of Murder '

#AceNewsServices – ISRAEL (Jerusalem) – June 08 – Israel passed a law on Sunday which will curb presidential powers to grant pardons to Palestinians convicted of murder, Anadolu News Agency cites Economy Minister Naftali Bennett as saying.

Bennett, who leads the right-wing Jewish Home political party, said if the law had existed earlier, “many murderers would not have dared to kill Jews.”

He further said the bill was a response to the recently formed Palestinian unity government, which follows a reconciliation deal signed between Fatah and Hamas in April.

(World Bulletin ) “If this law had existed earlier, many murderers would not have dared to kill Jews,” Bennett, the leader of the right-wing The Jewish Home political party, wrote on his Facebook page.
“This law will soon be presented to the Knesset in order to be approved,” he added.

Bennett said the bill comes as a response to the new Palestinian unity government.

The Palestinian Authority and the Israeli government reached an agreement last July on the release of 104 prisoners who have been languishing in Israeli jails before the signing of the 1993 Oslo Accord.

The Oslo Accords, officially called the Declaration of Principles on Interim Self-Government Arrangements or Declaration of Principles (DOP) was a milestone in the ongoing Palestinian-Israeli conflict, one of the major continuing issues within the wider Arab-Israeli conflict. It was the first direct, face-to-face agreement between the government of Israel and the Palestine Liberation Organization (PLO).

The Oslo Accords were a framework for the future relations between the two parties. The Accords provided for the creation of a Palestinian National Authority (PNA). The Palestinian Authority would have responsibility for the administration of the territory under its control. The Accords also called for the withdrawal of the Israel Defence Forces (IDF) from parts of the Gaza Strip and West Bank.

It was anticipated that this arrangement would last for a five-year interim period during which a permanent agreement would be negotiated (beginning no later than May 1996). Permanent issues such as positions on Jerusalem, Palestinian refugees, Israeli settlements, security and borders were deliberately left to be decided at a later stage. Interim Palestinian self-government was to be granted by Israel in phases.

Israel released three batches but refused to release the 4th group in March, leading to the collapse of U.S.-brokered peace talks.

In response, Palestinian Authority President Mahmoud Abbas formally applied for Palestinian membership in 15 U.N. conventions.

` Mahmoud Abbas Swears in Unity Government As Ministers Took Oath Excluding Three from Hamas '

#AceWorldNews – RAMALLAH (West Bank) – June 02 – Palestinian President Mahmoud Abbas swore in a unity government on Monday, Reuters said. Ministers, professing to be politically unaffiliated, took the oath of office in a televised ceremony in Ramallah, the Palestinian seat of government in the Israeli-occupied West Bank.

However, three ministers from the Hamas-run Gaza Strip were denied entry to the West Bank by Israel.

However, Israeli Prime Minister Benjamin Netanyahu said on Sunday that world leaders should not “rush to recognise” the new government.

“Hamas is a terrorist organisation that calls for Israel’s destruction, and the international community must not embrace it. That would not bolster peace, it would strengthen terror,” he told a cabinet meeting.

Israel has said it would cease all but security co-ordination with the Palestinians if the government was formed.

A statement from Mr Hamdallah’s office denounced Mr Netanyahu’s remarks, calling them part of a campaign intended to “cement [Israel’s] occupation by all means”.

The US, which has sponsored the Israel-Palestinian peace talks, has expressed concern over any Hamas role in the new government.

In a phone call with President Abbas on Sunday, US Secretary of State John Kerry said the new government must “commit to the principles of non-violence, recognition of the State of Israel, and acceptance of previous agreements with it,” the State Department said.

` Police Interrogate Young Girls Without Adult Present Over Allegedly Stealing Cherries '

On Tues. May 27, the police detained four Palestinian girls after a Ma’on settler accused them of picking cherries from his grove.

The police took them to the station without adult accompaniment, interrogated two of them and, after four hours, handed them over to the Palestinian Police.

They were released only in the evening.

This is not a isolated incident as my research has found and (Polsoldarity) said on March 22 2014 – At 9.58 am a settler with a gun chased two Palestinian shepherds away, while grazing between the Palestinian village of Tuba and Havat Ma’on Israeli illegal outpost.

He first shouted at the shepherds and then ran after them for more than two kilometres.

The harassment lasted for about one hour, when the shepherds finally arrived to Tuba.

In the meanwhile, at 10.03 am three settler teens fired a petard from the outpost in order to scare the Palestinians who were in Meshaha valley.

About 15 minutes later the Israeli Police arrived to the place and spoke to the settlers and the Palestinian shepherds.

The police allowed the latter to graze in Meshaha valley, south side of the outpost.

At 10.40 am a masked settler and two children went to the same valley and attacked five Palestinian shepherds, three men and two women.

By using slingshots, the attackers threw stones against the shepherds and the internationals, for about five minutes.

During the assault the settlers entered Palestinian private land. At a later stage the Israeli police arrived to the place and the attackers ran away.

The policeman saw them going back to the outpost but did not try to stop them. One of the Palestinians attacked told the police the event adding that a settler with a gun was still chasing away a Palestinian shepherd from Tuba, on the other side of the outpost.

The Israeli police moved to the village of Tuba together with the Palestinian and an international volunteer, while the rest of the Palestinian shepherds successfully grazed their flocks in Meshaha valley until around 12.20 am.

At 12.30 am the police car arrived to Tuba and after five minutes the policeman reached the settler who chased the Palestinian shepherds away.

The settler was still close to the Palestinian village.

The policeman inquired one of the Palestinians, Ahmed Jundiya, and the settler. After that both of them got in the police car and were driven to Kiryat Arba police station.

The two filed a complaint against each other: the settler maintained that the shepherds were on Israeli land and Jundiya proved, thanks to his camera provided by B’tselem organization for human rights, that he was chased away while grazing his flock on Palestinian land.

The Israeli police decided to investigate more in order to define within three months whom that land belongs to. Jundiya could come back home at about 4.30 pm.

` Unified Government Backed by Fatah Party and Hamas Islamists Will be Announced on Monday ‘

#AceWorldNews – RAMALLAH (West Bank) – May 31 – The Palestinian unity government backed by the Fatah Party and Hamas Islamists will be announced June 2, Palestinian President Mahmoud Abbas, leader of the Fatah Party, said while meeting with French peace activists in the West Bank city of Ramallah.

This will end a seven-year Palestinian political split.

Abbas added that Israel has warned that it will boycott the Palestinian Authority (PA) “immediately after we form the government.”

He stressed that the PA is taking Israel’s threats seriously and would respond if Israel cut ties with it.
