Iran, Russia, Kazakhstan, Azerbaijan and Turkmenistan are the five littoral states of the Caspian Sea, which acquired special geopolitical significance following the collapse of the Soviet Union in 1991 and the emergence of newly independent countries.

Rouhani flew to Russia following a trip to New York, where he attended the 69th annual session of the United Nations General Assembly.

Speaking from the presidential palace in Tehran ahead of his visit to the United Nations, Rouhani questioned President Obama’s decision to go after ISIS with air-strikes.

“Are Americans afraid of giving casualties on the ground in Iraq? Are they afraid of their soldiers being killed in the fight they claim is against terrorism?” Rouhani said.

“If they want to use planes and if they want to use unmanned planes so that nobody is injured from the Americans, is it really possible to fight terrorism without any hardship, without any sacrifice? Is it possible to reach a big goal without that? In all regional and international issues, the victorious one is the one who is ready to do sacrifice.

“Maybe it is necessary for air-strikes in some conditions and some circumstances,” he added. “However, air strikes should take place with the permission of the people of that country and the government of that country.”

Asked about the extremists’ beheading of American James Foley and Steven Sotloff and Briton David Haines, Rouhani said ISIS’ actions are at odds with Islamic tenets.

“They want to kill humanity,” he said. “And from the viewpoint of the Islamic tenets and culture, killing an innocent people equals the killing of the whole humanity. And therefore, the killing and beheading of innocent people in fact is a matter of shame for them and it’s the matter of concern and sorrow for all the human and all the mankind.”

But he also took issue with the American-led coalition, saying members include nations that helped ISIS with weapons and training.

He declined to name the countries.

He said Iran will give Iraq any support it requests for combating ISIS, but made a point of saying religious sites must be protected.

` Rouhani Looking for Agreement by End of July on Curbing its Nuclear Program ‘

#AceWorldNews – TEHRAN – May 22 – Iran’s president said Thursday an agreement by July on curbing its nuclear program is “very likely” despite a snag in talks last week.

“It is very likely that we can come to an agreement by the end of July,” President Hassan Rouhani said in Shanghai, China.

Reaching agreement depends on unspecified countries not be giving a chance to “create problems,” AP quoted Rouhani as saying.

The deadline might also be extended, he said.

Talks in Vienna involving Iran and the five permanent members of the UN Security Council plus Germany stalled last Friday, denting hopes that negotiators could meet a July 20 target date.

#AceWorldNews – TEHRAN – April 09 – (PTV) – Azeri President Ilham Aliyev has arrived in the Iranian capital of Tehran to hold talks on a range of issues, including bilateral ties.

Aliyev arrived at Mehrabad International Airport on Wednesday and was welcomed by Iranian Minister of Communications and Information Technology Mahmoud Vaezi.

The Azeri president’s visit to Iran comes at the invitation of his Iranian counterpart President Hassan Rouhani.

During his visit to Iran, Aliyev is scheduled to hold talks with President Rouhani on bilateral relations as well as regional and international developments.

The two presidents are also set to sign some documents of cooperation.

The administration of Rouhani has been seeking to improve ties with Iran’s neighbours, including Azerbaijan Republic.
