The move is part of President Barack Obama’s effort to close the controversial military jail.

It was set up to detain terror suspects after the September 11, 2001 attacks.

The transfer of the five detainees leaves 127 inmates still held at the prison, located at a US naval base in south-east Cuba.

“The administration not only was warned by everybody back in January, it actually announced that it was going to intensify support against ISIS with the Iraqi armed forces.

And it did almost nothing,” says James Jeffrey, who served as U.S. ambassador to Iraq between 2010 and 2012, in “Frontline’s” “The Rise of ISIS,” which airs on PBS Tuesday night (check local listings) and is previewed here exclusively on Yahoo News.

Jeffrey is one of a number of ex-administration officials who appear in the film and sharply criticize the decisions of the president they once served. Former U.S. Ambassador to Syria Robert Ford and former Defense Secretary Leon Panetta both take issue with Obama’s refusal to arm moderate rebels in Syria who — it is now argued — could have acted as a counterweight to the Islamic State (also called ISIS or ISIL).

“I think we made the wrong decision in not providing assistance to the rebels,” Panetta bluntly says at one point.

The film, reported by correspondent Martin Smith, offers a richly detailed account of how the Iraqi government of Prime Minister Nouri al-Maliki alienated the country’s disenfranchised Sunni population, making reckless accusations of terrorism against Sunni leaders — including the country’s Vice Prime Minister Tariq al-Hashimi. Those allegations flatly denied by al-Hashimi on camera — were based on the testimony of bodyguards who, it is strongly suggested, were tortured.

With little pressure or engagement from Washington, al-Maliki’s anti-Sunni agenda driven by his  “paranoia,” as one of Smith’s interlocutors says — paved the way for ISIS radicals to march through huge swaths of Iraqi territory this spring, seizing arsenals of U.S.-made weapons from a collapsing Iraqi army. This, of course, was the same army that the U.S. spent billions arming and training. In fact, terrorism expert Ken Katzman suggests in the film, they were a phantom led by do-nothing officers.

“They were people who were they were fat cats, I call them,” Katzman, a Congressional Research Service terrorism analyst, says in the film. “They were people who were earning good money to basically sit at a desk and smoke cigarettes and drink good liquor all day.”

In the end, Smith reports, it took only 800 ISIS militants, with the help of local Ba’athist military cadres, to secure Mosul, a city of 1.8 million people.

Ben Rhodes, President Obama’s chief national security spokesman, does his best to defend the administration record and at one point appears to blame Congress for holding up administration requests to step up arms supplies to the Iraqi Army.

“If you go back and you look at the record of what we were providing to the Iraqis, there was a steady increase, whether you’re talking about Hellfire missiles, the Apaches,” says Rhodes. “They were held up by Congress; we sought the expedition of that delivery to the Iraqis.”

Perhaps the most striking exchange in the film comes as Smith presses Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, on whether the administration’s current policy of airstrikes at Islamic State targets will achieve Obama’s goal of “destroying” the Islamic State — without deploying U.S. ground troops.

Are you an optimist at this point, that this really can work?” Smith asks him.

“No, I’m not an optimist,” says Dempsey in a less-than-confidence-building response. While the  campaign’s strategy may be right, “every campaign’s assumptions have to be revisited as the campaign evolves. Some of these assumptions are no doubt going to be challenged.”

Smith’s film suggests this may end up meaning U.S. ground troops get involved — exactly what President Obama says he is determined to avoid but may ultimately have no choice but to accept.

With polls giving Republicans the edge in voter enthusiasm, and President Obama’s approval ratings in the tank, Democrats are hoping a robust get-out-the vote operation will preserve their fragile Senate majority and stave off double-digit losses in the House.

“The big meta-question out of all of this is can the Democrats use voter mobilization to overcome the inherent difficulties they have in midterm elections?” said University of Florida Professor Michael McDonald, who runs the United States Elections Project.

High turnout might be Democrats’ only hope, with recent polls showing Democrats trailing slightly in the states that will determine the Senate majority: Alaska, Arkansas, Colorado, Iowa and Louisiana.

Republicans need to win a net of six Senate seats to seize control of the upper chamber, and most election models give them the edge.

Republicans are also targeting a number of swing House districts carried narrowly by Obama that have leaned Republican in non-presidential years.

Democrats argue they’ll outperform the polls by at least one to two points in a number of races by turning out voters who typically stay home in midterm years.

Every time one of their candidates has fallen behind in public polls, Democratic strategists have pointed to the ground game as the difference-maker.

Then rather than consider either the consequences for the world, US people, or the loved ones and family left behind.

These events galvanize peoples public opinion behind Washington’s military policy, a useful ploy if you are considering re-election, by getting the public to agree your military strategy. So if or when a full scale war takes place and many get killed the Obama administration are not culpable.

A New York Times report concerning Barack Obama’s military policy towards Islamic State paraphrases the President as acknowledging the fact that the recent spate of ISIS beheading videos has helped the White House galvanize public opinion behind Washington’s policy in the middle east.

The article, Paths to War, Then and Now, Haunt Obama, explains how the President, “noted that gruesome videos released by ISIS had helped galvanize public support for action.”

Obama’s comments are attributed to “10 people who spoke with him in the days leading up to his speech Wednesday night” who quoted “his private remarks” to the NY Times’ Peter Baker.

According to the piece, Obama remarked that it would have made more sense for ISIS to release three beheaded hostages, adding that, “ISIS had made a major strategic error by killing them because the anger it generated resulted in the American public’s quickly backing military action.”

The comments beg the question – if the alleged ISIS beheading videos only serve to bolster Washington’s agenda in the region, why is the terrorist group repeatedly releasing propaganda that actually harms their crusade to establish an Islamic caliphate?

Prominent British experts who analyzed the James Foley beheading video noted that it was probably “staged” by means of “camera trickery and slick post-production techniques,” adding that Foley may have actually been killed off camera.

As we have pointed out, ISIS’ brutal reputation for slaughtering thousands of innocents is seemingly inconsistent with the fact that the three beheading videos do not show any actual beheading, a strange characteristic given that the group is by no means squeamish about publicizing its barbarity.

In the most recent video which features British hostage David Haines, the alleged ISIS executioner even bemoans the fact that Washington is arming Kurdish Peshmerga fighters. Again this only seems to legitimize Obama’s newly announced plan to send weapons to so-called “moderate” Syrian rebels despite clear evidence that FSA militants are defecting to and providing arms to ISIS.

Despite obvious sensitivities surrounding the beheading videos and the suffering of the victim’s family members, it would be naive not to ask questions about such propaganda given the fact that the videos clearly only serve to benefit Washington’s previously unpopular efforts to grease the skids for military intervention in Syria.

The attempt to exploit last year’s chemical weapons attack in Ghouta, which at the time was blamed on the Syrian government but later appeared to have been the work of Syrian rebels, reminds us that no matter how convincing and potent it seems in the moment, war propaganda all too often contrived to deceive populations into rallying behind conflicts that they otherwise would have vehemently opposed.

UNITED STATES: ‘ Failure to Investigate Saudi Arabia’s Connection to 911 Led to Rise of ISIS ‘

Graham has expressed doubts about the US’s reliance on Saudi Arabia as an ally in fight against Islamic State (also known as ISIS or ISIL). Earlier this week President Obama announced a plan, according to which Saudi Arabia is supposed to provide training for moderate Syrian rebels, who are expected to fight both the ISIS and Assad’s forces.

The former senator said it was not the best decision to rely on the country which has often been accused of sponsoring the most extreme elements among the Sunni.”

The US appears to have a history of turning a blind eye to the disputable activities of its long-time ally. Graham, who was in the Senate for 18 years and chaired the Senate Intelligence Committee for more than a year following 9/11, questions the way US intelligence treated the Saudis after the attack on the Twin Towers.

Despite the fact that 15 out of 19 of the hijackers were Saudis, some 144 of their compatriots mostly from the Saudi aristocracy, were able to return home to Saudi Arabia within days of the attack without being questioned by the FBI.

There were several incidents [in which US officials] were inexplicably solicitous to Saudis,” Senator Graham recalls.

I believe that the failure to shine a full light on Saudi actions and particularly its involvement in 9/11 has contributed to the Saudi ability to continue to engage in actions that are damaging to the US – and in particular their support for ISIS,” he says.

US allies cultivated Islamic State. Now IS plans to ‘raise flag of Allah in White House’

Some light on the Saudi role in the 9/11 tragedy could be shed if the 28 redacted pages from the inquiry were made public. Graham has been campaigning for that.

Obama promised to release the censored documents during his first presidential campaign, but haven’t yet delivered on the promise.

Graham speaks of close personal ties between the Bush family and the Saudi Arabia rulers. But why thepolicy of covering up Saudi involvement [in 9/11] persisted under the Obama administration” is something he fails to understand.

‘ US Imposing New Sanctions on Russia Joining EU Targeted at Defence, Financial and Energy ‘

WHITE HOUSE: ‘ Statement by President Obama’s Approves Air-Strikes in Syria ‘

#AceWorldNews – UNITED STATES (Washington) – September 11 – President Obama on Wednesday ordered a sharp escalation of the U.S. military campaign against the Islamic State, authorizing U.S. air-strikes in Syria along with expanded air-strikes in Iraq as he vowed to wipe out the group’s terrorists “wherever they exist.”

Our objective is clear: we will degrade, and ultimately destroy, ISIL through a comprehensive and sustained counter-terrorism strategy,” Obama said during a prime-time address to the nation.

The president’s address, just 15 minutes long, effectively completed a dramatic turnaround from the administration’s approach to the Islamic State just a few months ago, when the president downplayed the group’s advances through northern Iraq. Now, he is outlining a “comprehensive” strategy for targeting the organization in Iraq and Syria, including by potentially aiding moderate factions of the Syrian opposition.

Republicans who have urged a tougher approach voiced some relief that Obama appeared to be backing off “earlier dismissals” of the group’s fighting prowess. “He has finally begun to make the case the nation has needed him to make for quite some time: that destroying this terrorist threat requires decisive action and must be the highest priority for the United States and other nations of the free world,” House Speaker John Boehner said in a statement.

Boehner, though, cautioned that a “speech” is not a “strategy” and raised concerns that Obama is still treating this as an “isolated counterterrorism campaign.”

The president nevertheless made clear he is expanding the military campaign, and said the U.S. will lead a “broad coalition” against ISIS.

Until now, U.S. airstrikes have been limited to specific missions in northern Iraq. But Obama said Wednesday he is expanding those efforts “beyond protecting our own people and humanitarian missions, so that we’re hitting ISIL targets as Iraqi forces go on offense.”

In a nod to his plans to go into Syria, Obama said: “I have made it clear that we will hunt down terrorists who threaten our country, wherever they are. That means I will not hesitate to take action against ISIL in Syria, as well as Iraq.”

Senior administration officials, on a conference call before the speech, said the president has authorized those airstrikes, and the military “will take action on the Syrian side” of the border.

The administration is not giving a timeframe for when the expanded air-strikes will begin. But senior administration officials said the militants operate freely across both sides of the Iraq-Syria border, and the U.S. cannot be restrained by that border in going after the organization.

Obama also announced Wednesday that another 475 service members will deploy to Iraq.

The president, who campaigned on ending the Iraq and Afghanistan wars, stressed Wednesday that this military effort will be different from those protracted conflicts and will not involve U.S. combat troops on the ground.

But, after weeks of mixed signals from the administration over how deeply it would commit to combating the Islamic State, or ISIS, the president set a goal Wednesday of eradicating the group.

This counter-terrorism campaign will be waged through a steady, relentless effort to take out ISIL wherever they exist using our air power and our support for partner forces on the ground,” Obama said. In making the case, he cited the threat of Americans and other foreign fighters in the region returning to their home countries to “carry out deadly attacks.”

The president’s approach also involves a renewed call to train and arm moderate Syrian rebels. The president asked Congress to authorize this sort of program earlier this year, but the plan has not garnered support on Capitol Hill. He called in his address again for Congress to authorize and fund a mission to “train and equip these fighters.”

' Senior White House Advisers Taking Serious Possible Impeachment of President Obama '

' Barack Obama Asks Congress for $500 Million to Train and Arm Opposition Forces in Syria '

#AceBreakingNews – UNITED STATES (Washington) – June 26 – President Obama asked Congress Thursday for $500 million to train and arm members of opposition forces in Syria, part of an effort to stem insurgent violence that has spilled over into neighbouring Iraq.

The proposed assistance can "help defend the Syrian people, stabilize areas under opposition control and facilitate the provision of essential services, counter terrorist threats, and promote conditions for a negotiated settlement," the administration said in a report to Congress.

Recipients of the money — opponents of the Syrian government headed by Bashar al-Assad — will be vetted to make sure they are not members of terrorist groups, according to the formal request Obama submitted to Congress.

"This funding request would build on the administration’s long-standing efforts to empower the moderate Syrian opposition, both civilian and armed, and will enable the Department of Defence to increase our support to vetted elements of the armed opposition," said Caitlin Hayden, a spokeswoman for the National Security Council.

We know the President can issue pardons for violations of the very laws that we pass. And we know the President has prosecutorial discretion , as evidenced and used through his US attorneys. That is a lot of power. What are we to do when this President, or any President, decides to selectively enforce a portion of a law and ignore other portions of that law?

What do we do when, regardless of motivation, a President nullifies our vote by failing to faithfully execute the law? How do we explain waivers and exemptions and delays in a bill passed by Congress and affirmed by the US Supreme Court? Why pursue immigration reform when Presidents can turn off the very provisions we pass? In the oath that brand new citizens take, it contains six different references to the law. If it’s good enough for us to ask brand new citizens to affirm their devotion to the law, is it too much to ask that the President do the same?

If a President can change some laws, can he change all laws? Can he change election laws? Can he change discrimination laws? Are there any laws, under your theory, that he actually has to enforce? What is our recourse, what is our remedy? Some would argue that the framers gave us the power of the purse and the power of impeachment, but those are punishments and not remedies. What is the remedy if we want the Executive to enforce our work? This bill simply gives us standing if our votes are nullified. This bill allows us to petition the Judicial branch for an order requiring the Executive branch to faithfully execute the law. We are not held in high public esteem right now. Maybe members of Congress would be respected more if we respected ourselves enough to require that when we pass something it be treated as law.

The House of Representatives does not exist to pass suggestions. We do not exist to pass ideas. We make law, and while you are free to stand and clap when any President comes in to this hallowed chamber and promises to do it, with or without you, I will never stand and clap when any President, no matter whether he’s your party or mine, promises to make us a Constitutional anomaly and an afterthought. We make law!
