The report foreshadowed the 90-day deadline on Aug 24 for a US intelligence review into the causes of the pandemic, which was ordered by Joe Biden, the US president.

It is believed US intelligence officials have not yet reached a conclusion on whether the virus escaped from the laboratory, or passed from animal to human in a nearby market.

Michael McCaul, the leading Republican congressman on the committee, accused China of “the greatest cover-up of all time”.

In a statement accompanying the report, he said Wuhan scientists should be sanctioned. He also said British-born Dr Peter Daszak should be subpoenaed to answer “many questions” before the committee.

In June, Dr Daszak recused himself from an inquiry into the origins of the pandemic amid concern over his links to the Wuhan laboratory.

In the past, Dr Daszak has worked closely with Shi Zhengli, the Wuhan virologist sometimes nicknamed “Bat Woman” for her work on viruses in bats, and his US-based non-profit organisation had directed funding to Wuhan for virus research.

He was also a member of the World Health Organisation investigation into the source of the pandemic.

In February 2020, he co-authored a letter published in the Lancet which “strongly condemned conspiracy theories suggesting that Covid-19 does not have a natural origin”.

The Republican report cited what it called under-reported information about laboratory safety protocols.

It detailed a request in July 2019 for a $1.5million overhaul of a hazardous waste treatment system, which was less than two years old. That request included maintenance on an “environmental air disinfection system”.

It raised questions about how well such systems were working in the months leading up to the outbreak, the report said.

The report said: “Such a significant renovation so soon after the facility began operation appears unusual.”

According to the report, satellite data in October showed a jump in visits to hospitals in Wuhan, along with a rise in people searching the internet for symptoms that could be linked to the virus.

It suggested the virus spread through Wuhan shortly before the Military World Games was held there in late October 2019.

In November, that event became an “international vector spreading the virus to multiple continents around the world” as athletes returned home, the report said.

Mr McCaul said: “It is our belief the virus leaked sometime in late August or early September 2019.

“When they realised what happened, Chinese Communist Party officials and scientists at the WIV began frantically covering up the leak, including taking their virus database offline in the middle of the night and requesting more than $1million for additional security.

“Therefore it is no longer appropriate for anyone to dismiss the notion this virus could have been genetically modified before it leaked from the WIV.”

The proposal from Sen. David Vitter (R-La.) means that Senate Republicans will designate their staff as “official,” moving them automatically onto the marketplaces.

A loophole used in both chambers allows lawmakers to designate staff as “unofficial” or “official staff,” which permits them to keep their insurance coverage under the Federal Employee Health Benefits Program.

#AceBreakingNews – WASHINGTON – October 20 – The White House has held preliminary discussions with the Senate about a new funding request to fight Ebola, according to a pair of congressional sources.

Any request would come on top of hundreds of millions of dollars already allocated for the fight against the deadly virus, and would trigger a battle with congressional Republicans over the Obama administration’s handling of the crisis.

Senate Appropriations Committee Chairwoman Barbara Mikulski (D-Md.) announced Monday her full panel would meet to discuss the Ebola crisis on Nov. 6, two days after the midterm elections.

The administration has come under fire over its handling of the disease, and Obama on Friday appointed Democratic strategist Ron Klain to coordinate the federal government’s response.

Lawmakers in both parties have been pressing Obama to agree to impose a travel ban on the three West African countries, where the Ebola outbreak is concentrated.

With polls giving Republicans the edge in voter enthusiasm, and President Obama’s approval ratings in the tank, Democrats are hoping a robust get-out-the vote operation will preserve their fragile Senate majority and stave off double-digit losses in the House.

“The big meta-question out of all of this is can the Democrats use voter mobilization to overcome the inherent difficulties they have in midterm elections?” said University of Florida Professor Michael McDonald, who runs the United States Elections Project.

High turnout might be Democrats’ only hope, with recent polls showing Democrats trailing slightly in the states that will determine the Senate majority: Alaska, Arkansas, Colorado, Iowa and Louisiana.

Republicans need to win a net of six Senate seats to seize control of the upper chamber, and most election models give them the edge.

Republicans are also targeting a number of swing House districts carried narrowly by Obama that have leaned Republican in non-presidential years.

Democrats argue they’ll outperform the polls by at least one to two points in a number of races by turning out voters who typically stay home in midterm years.

Every time one of their candidates has fallen behind in public polls, Democratic strategists have pointed to the ground game as the difference-maker.

‘ Democrats Unveil Change to First Amendment Freedom’s ‘

#AceNewsServices – WASHINGTON – September 29 – Senate Democrats at a press conference on September 09 unveiled a constitutional amendment designed to alter First Amendment freedoms argued that their effort is both non-partisan and absolutely essential to advance the agenda of the Democratic Party.

“We are here today to overturn Citizens United,” said Sen. Tom Udall (D., N.M.), the amendment’s author.

However, the language of the amendment does not specifically address Citizens United, and would not require Congress to address the issues raised in the case.

Rather, legislators would be given free rein to enact restrictions on political speech as they see fit. Given efforts by Reid and others to demonize Republican donors, conservatives voiced concerns about the consequences of campaign finance regulators uninhibited by any constitutional limitations.

Speakers claimed that even a majority of Republican voters support their proposal. However, they also stressed that campaign finance reform, and Udall’s amendment specifically, is a prerequisite for the advancement of key Democratic policy priorities, including a minimum wage hike, stringent environmental regulations, and income redistribution.

“If people think this is some kind of esoteric issue, not related to jobs and the economy and wages and women’s rights and income and wealth inequality and healthcare and global warming, you are deadly wrong,” said Sen. Bernie Sanders (I., Vt.), one of the amendment’s cosponsors.

Sanders and others at the event billed the measure as an attempt to roll back the 2010 Supreme Court decision in Citizens United v. FEC, which removed limits on electioneering and express advocacy communications. However, the constitutional amendment’s language is far more sweeping, leading some to suggest that the ruling is being used as a way to rally support for far stricter regulations on political speech.

Merely rolling back Citizens United would not affect many of the groups frequently demonized by Democratic campaign finance reformers.

Americans for Prosperity, for example, has engaged this cycle almost exclusively in issue ads, not electioneering communications or express advocacy.

Such groups were permitted to do the same even prior to the Citizens United ruling, explained campaign finance attorney Jason Torchinsky.

“What non-PAC groups have done with issue ads outside the 30/60 day windows this cycle weren’t impacted by Citizens United,” Torchinsky said in an email. “Non-PAC groups were airing issue ads before [Citizens United] was decided, and if it were repealed or reversed groups would continue to do issue ads and speak out about matters of public policy.”

The language of the amendment would empower Congress to “regulate and set reasonable limits on the raising and spending of money by candidates and others to influence elections.”

If enacted, the amendment would allow Congress to regulate any expenditure—even those made by individual voters—aimed at convincing others to vote a certain way. Because in-kind spending is considered an expenditure under federal law, any activity by any person designed to “influence elections” could fall under Congress’ purview.

Opponents of the constitutional amendment say that amounts to nothing short of the de facto repeal of the First Amendment.

‘ House Passes Legislation 247 – 167 Allowing People to Keep Their Insurance Plans Under Obamacare’

#AceBreakingNews – UNITED STATES (Washington) – September 12 – The House passed legislation Thursday to allow people to keep their insurance plans under ObamaCare even if the coverage doesn’t meet all of its requirements The Hill reported. 

Twenty-five Democrats broke ranks to help pass the bill, 247-167, including Reps. John Barrow (Ga.), Nick Rahall (W.Va.) and Kyrsten Sinema (Ariz.), who are among the most vulnerable incumbents running for re-election this year.

The vote offered those Democrats an opportunity to distance themselves from the president on the still-controversial Affordable Care Act. 

A proposal by Rep. Bill Cassidy (R-La.) that would let people keep cheap group health plans outlawed by ObamaCare would bring in more than $1 billion in tax revenue over the next decade, according to a report released by the Congressional Budget Office on Tuesday.

‘ House Republicans Move Forward with Reduced Border Funding of Less than $1 Billion ‘

` John Boehner Reportedly Insisted There is No Conspiracy to Push an Immigration Bill Through the House '

#AceNewsServices – UNITED STATES – House Speaker John Boehner reportedly insisted Tuesday there is no “conspiracy” to push an immigration bill through the House – but a top Democrat suggested not only is there a deal in the works, it’s an open secret.

The conflicting messages further blurred the status of immigration talks on Capitol Hill.

Boehner just two months ago appeared to slam the brakes on negotiations altogether, blaming the administration’s failure to enforce existing immigration laws.

But GOP leaders, including Boehner, have signalled lately they’re at least interested in bringing back a bill.

Democratic Sen. Chuck Schumer, at an immigration event Monday in New York, went further and seemed to claim a bill is in the works.

(The Hill) – Boehner last week told a home-town Rotary Club in Ohio that many of his colleagues “take the path of least resistance” rather than make hard choices like confronting a broken immigration system.

“Here’s the attitude. ‘Ohhhh. Don’t make me do this. Ohhhh. This is too hard,’” Boehner said in a high-pitched voice, likening his fellow Republicans to a small child.

On Tuesday, meeting with Republicans after they returned from a two-week recess, Boehner told lawmakers it was just a little teasing.

“There was no mocking,” he told reporters at a press conference after the meeting. “You all know me. You tease the ones you love, alright?

But some people misunderstood what I had to say, and I wanted to make sure members understood that the biggest impediment we have to moving immigration reform is that the American people don’t trust the president to enforce or implement the law that we may or may not pass.

“I have said it here; it’s the truth, and the members know it’s the truth,” Boehner added.

The Speaker drew immediate criticism from conservatives in the conference, who suggested they didn’t take his remarks as a joke.

North Virginia: ” GOP Congressional Candidate Senator {Dick} Black Says Spousal Rape Not a Crime”

But in a congressional district in Northern Virginia, one of the state’s main instigators of culture warfare, state Sen. Richard H. “Dick” Black, is running in the Republican primary to replace long-time GOP moderate Rep. Frank Wolf, who is retiring. And he’s guaranteed to ignite wedge-issue passion. Exhibit A:

As a state legislator, Black opposed making spousal rape a crime, citing the impossibility of convicting a husband accused of raping his wife “when they’re living together, sleeping in the same bed, she’s in a nightie, and so forth.”

Black has referred to emergency contraception, which does not cause abortions, as “baby pesticide.” Black also fought to block a statue of Abraham Lincoln at a former Confederate site in Richmond. He wasn’t sure, he explained at the time, that statues of Lincoln belonged in Virginia. He has argued that abortion is a worse evil than slavery. And once, to demonstrate why libraries should block pornography on their computers, Black invited a TV reporter to film him using a library terminal to watch violent rape porn.

“Republicans Lost First Round But The Unemployed Could Lose The Next”

#AceWorldNews says according to Paul Krugman of " The New York Times" that the pundit consensus seems to be that Republicans lost in the just-concluded budget deal. Overall spending will be a bit higher than the level mandated by the sequester, the straitjacket imposed back in 2011. Meanwhile, Democrats avoided making any concessions on Social Security or Medicare. Call this one for Team D, I guess.

But if Republicans arguably lost this round, the unemployed lost even more: Extended benefits were not renewed, so 1.3 million workers will be cut off at the end of this month, and many more will see their benefits run out in the months that follow.
