“We hope the meeting will be held and further meetings will take place too,” Streiter said.

The meeting could become “the first step to restoration of a normal situation in Ukraine”.

A delegation of the republic’s MPs is expected to meet with Sergey Naryshkin, the chairman of the Russian lower house of parliament, the State Duma, in Moscow on Thursday.

The lawmakers also asked the UN and the OSCE to recognize the region’s independence, citing the results of a September 2006 referendum in favour of it.

Twenty-four hours after an Ukrainian ultimatum expired for the separatists to lay down their arms, witnesses reported no signs yet that Kiev forces were ready to storm state buildings in the Russian-speaking east that the rebels have occupied.

Police said separatists had voluntarily surrendered the police headquarters in the city of Kramatorsk.

Interim president Oleksander Turchinov insisted the operation had started in the eastern Donetsk region, although it would happen in stages and “in a considered way”.

Amidst the deepest East-West crisis since the Cold War, the leaders of Russia and the United States called on each other to do all in their power to avoid further bloodshed.

Pity Russian propagandists. They must stage scenes of massive and violent demonstrations in East and South Ukraine. They must patch together actual demonstration footage with images of exploding grenades, intermittent automatic weapon fire, wounded pro-Russian civilians, and menacing Ukrainian extremists, organized, paid for, and directed by sinister outside forces. They must show valiant local civilians opposing the Neo-Nazi and ultra-nationalist juggernaut from Kiev.

The Putin propaganda machine cannot rest. It must provide new footage daily for a viewing public eager for the next Ukrainian outrage, growing angrier with each passing day, and asking: When will our great leader, Vladimir Putin, go in and rescue our poor brethren across the border in Ukraine?

Interviews with innocent by-standers and ordinary citizens are a staple fare of the coverage. A woman shows the camera hundreds of spent cartridges she gathered after a night of violence. Extremists turn outraged local residents, on their way to visit wounded comrades, away from the hospital. A babushka, in tears, bemoans the terror in which she lives and pleads for the Russians to restore order and civilization. Pretty good stuff. I’d believe it if I did not know better.

The Russian propagandists, trapped on a racing assembly line, are bound to cross wires on occasion. They will make mistakes, which they hope that viewers will not catch. But they have made a huge blunder, for which heads are falling in TV studios in Moscow and in Crimea: Three different channels have featured interviews with one Andrei Petkov, lying wounded in a hospital in the south Ukrainian city of Nikolayev. In the three interviews, he is identified by name. He is on his back in a hospital bed, describing his experiences in the previous evening’s violence, which left him with serious wounds. Petkov is dressed in a black outfit, his nose bandaged. In each interview, he speaks softly, but with earnest conviction. He cuts a sympathetic and credible figure.

The problem is that Andrei Petkov is a different person in each interview!

Nikolai Petkov, Ordinary Citizen

On Rossia 1 national news (Vesti), Petkov describes himself as an ordinary citizen of Nikolayev, who went on April 9 “as usual” to protest against the new Ukrainian government. At the demonstration, he was attacked by Neo-Nazis and ultra-nationalists, who had been escorted into the city in busses by the Ukrainian police on orders to disperse local demonstrators by force. Petkov testifies that the radicals opened fire on peaceful demonstrators using weapons given them by Europe and the United States. (His interview is interrupted by traumatic scenes of fleeing civilians, rapid gunfire and exploding grenades). Petkov declares that he suffered a brain concussion and other gunfire wounds, which will leave him incapacitated for six months. Petkov, himself, appears to have only a bandaged nose, and the camera crew shows no pictures of the other “heavily wounded victims of the shooting.” They, with the exception of Petkov, appear to have been dismissed from the radical-controlled hospital only one day after the shootings.

Andrei Petkov, German Spy

NTV national news conducted an “exclusive” interview with the same Petkov, in the same hospital bed, with the same bandaged nose, only this is an entirely different Petkov. In a contrite voice, Petkov confesses he is a German spy for a secret European organization. Since he left his native Nikolayev in 1992, he acquired several citizenships and has German, Ukrainian and Russian passports. Petkov claims to own fifteen gerontology clinics in Germany and a chateau in Switzerland. This Petkov has done well for himself.

Petkov says that he flew in from Germany, where he lives, with a half million Euros, which he received from a secret group he refused to name. He bought weapons and hired a squad of fifty European mercenaries to put down both Nikolayev’s civilian protesters against new Ukrainian government and radical neo-Nazi intruders from Kiev. He wanted a “civilized” solution, but in the melee he fell afoul of the Ukrainian extremists, who shot him in the leg and nose. He had to beg the “creepy young” Ukrainian extremists for his life. He is currently waiting to be operated on and is in the hospital under special security protection.

Andrei Petkov, Pediatric Surgeon, Benefactor, and Patriot

The National Independent News of Crimea interviewed a third Petkov, in the same hospital, same hospital garb, and same bandage on his nose. This Petkov is noble pediatric surgeon who saved the lives of over 200 infants and who returned to his native city of Nikolayev with an “indefinite” sum of his own money to help organize local protesters against the new Ukrainian government. Attending the nighttime demonstration as an innocent bystander, he found himself caught up in a nightmare of exploding grenades and rapid gunfire from the neo-Nazi extremists. As a physician, he attempted to tend to the wounded carried into tents, but the extremists fired into the makeshift emergency facility. During the shooting he himself was wounded in the nose and leg. The defiant Petkov declares that he is not intimidated. He will personally continue to resist until justice is achieved.

Internet viewers of Rossia 1 news and NTV reportposted on YouTube caught the Petkov fabrications and expressed their outrage. The viewers of the Crimean news fairly tale were given no chance to comment.

The Petkov fabrications would make for a good laugh were the situation not so serious. Readers should not think that Petkov affair is an isolated incident. It is the norm rather than the exception. Viewers of Russian television are fed a daily diet of fabrications that show non-existent gun battles, savage beatings of innocent civilians, sinister forces proudly displaying Nazi regalia, and tearful residents of east and south Ukraine longing for annexation into Russia. Readers must understand that the Crimean Anschluss, accepted by many in the West, as a joyous, celebratory reunion was a cynical spectacle organized by Russian special forces, protest tourists, and local mafia thugs.

The Petkov Blunder shows that Russian propaganda has no regard for the truth and is willing to resort to the crudest of disinformation to form public opinion at home, in Ukraine, and abroad. Who knows how many Western television stations have carried such lies? They definitely accepted the Russian version – joyful people, band music and dancing, and Soviet-style 97 percent votes — of the Crimea Anschluss. After the Petkov Blunder how can we believe anything that Russian propaganda says?

That many Russian viewers have bought into Putin’s Big Lie tells us something about their psychological makeup. The fabricated scenes of mass violence, grenade explosions, and constant automatic weapon fire should raise a number of questions for viewers. Where is the film of solemn funerals of those killed in the mayhem? Russian camera crews, unlike other Russians denied admission, were in the hospital to which the seriously wounded were carried. Why did the camera crews not film the crowded wards full of the victims of Ukrainian violence? Why did the ubiquitous Mr. Petkov not show his leg pierced by a bullet? It seems strange that his nose with the direct hit of a revolver bullet would be treated with a single bandage?

Apparently Russian viewers want to believe these fairy tales. They want to think their country is in the right. They want to be proud of their country. Accordingly, they make ideal subjects for Big Lie propaganda. I do not know how they will feel when they eventually learn the truth.

I have a more immediate question for the Putin trolls, who earn a living disputing almost every word I write on Putin’s actions in Ukraine. How are you going to explain this one? My guess is that the Putin trolls will remain silent. Let’s see.

In his news conference, Mr Carney warned that Russia’s actions “will come with a cost.”

However, he added that “lethal” military aid for Ukraine was not currently being considered.

Ukraine’s interim president hit out at “aggression” from Russia, but signalled support for a national referendum.

Olexander Turchynov said Kiev was “not against” a vote on the future of the country, a key demand from protesters.

Mr Turchynov also said Ukraine was preparing an “anti-terrorist operation” against gunmen occupying government buildings in Sloviansk and a number of other towns and cities.

Correspondents says people in eastern Ukraine are anxiously waiting to see if Mr Turchynov carries through on his threat to use the army against the pro-Russian groups.

In a one-sentence letter dated March 21, Dmitry Kiselev, the director of the information agency Rossiya Segodnya (Russia Today), stated that “we are not going to cooperate” with the Broadcasting Board of Governors’ (BBG) request to continue a long-standing contract for broadcasting on Russian soil, said BBG on its website.

BBG is is an independent federal agency of the United States government responsible for supervising all US government-supported, civilian international media, which include VOA and Radio Liberty.

Effective at the end of March, this decision removes the last vestige of Voice of America programming – including news in Russian and English-language lessons – from a local frequency in Moscow.

“Moscow has chosen to do the wrong thing and restrict free speech,” said BBG chairman Jeff Shell. “This is a fundamental value shared by many countries around the world.

The BBG will continue to reach audiences in Russia through digital platforms and via satellite transmissions.”

Deadly gun battles have broken out in the eastern Ukrainian city of Slavyansk as separatists seize government buildings in at least one other city in the region. Ukraine’s Interior Minister Arsen Avakov said one officer was killed and another five injured as security forces attempted to retake occupied security buildings. In a statement on his Facebook page Mr Avakov said there was also an “unidentifiable number” of casualties among the protesters, who are being supported by around 1,000 civilians. Russia’s RIA news agency confirmed at least one activist had been killed in the raid.

Separatists are currently guarding barricades outside the occupied buildings and have set up checkpoints on roads leading into the Slavyansk. Ukraine’s acting President Oleksandr Turchynov has mobilised the army and said a “full-scale anti-terrorist operation” was being launched. He offered an amnesty to protesters who surrendered their weapons by Monday morning. He accused Russia of being behind the unrest to justify expanding its military control beyond Crimea, but this is rejected by the Kremlin.

The US has threatened to bolster existing sanctions against Moscow if the trouble continues. It also blames the country for inflaming tensions in eastern Ukraine. “I think we’ve seen that the sanctions can bite,” said Samantha Power, America’s ambassador to the UN. “If actions like the kind we’ve seen over the last few days continue, you’re going to see a ramping up of those sanctions.”

Media, who are based in Slavyansk, said the centre remains relatively calm and reports of fatalities were thought to be linked to clashes well into the outskirts. It’s reported that civilians, some of them elderly, have been stood at one checkpoint since late last night to act as “human shields” to protect pro-Russian protesters from Ukrainian security forces. Elsewhere local media is reporting that protesters have seized the mayor’s office in the eastern city of Mariupol. One report said activists entered the building unhindered after around 1,000 people took part in an independence rally. It said barricades were erected around the office and the Ukrainian flag removed. If confirmed that would bring the total number of cities where administrative buildings are under the control of separatists to five.

Masked men, wearing unmarked camouflage uniforms and carrying special-issue assault rifles, seized the local police headquarters in Slavyansk on Saturday. They later took control of the security service building in the city, which lies some 90 miles from the Russian border. Also on Saturday gunmen seized a police station in the eastern city of Kramatorsk following a shoot-out. Other groups began their occupation of security buildings in Donetsk and Luhansk last weekend. Protesters in the region, which has a large ethnic Russian population, hope to follow in the footsteps of the Crimean Peninsula and force a referendum on joining the Russian Federation.

The area was a strong bastion of support for ousted President and Kremlin ally Viktor Yanukovych and many residents fear they will be suppressed under the new Western-friendly interim government in Kiev. Moscow has also warned any Ukrainian military aggression against ethnic Russians will derail top-level talks on the crisis scheduled to take place in Geneva next week. Western leaders have expressed concern that the latest unrest strongly echoes the events which led to Russia’s annexation of Crimea last month following an overwhelmingly-backed referendum. The United States has pledged its “strong support” for Ukraine’s new government and urged Russia to de-escalate tensions. It has also called on Moscow to withdraw its troops from Ukraine’s eastern border, where Nato claims up 40,000 soldiers are now stationed. The EU and US have imposed a number of sanctions on Russian and Ukrainian individuals, but are yet to directly target Russia’s economy

Angered by the death of a state security officer and the wounding of two of his comrades near the flashpoint eastern city of Slaviansk, Turchinov gave rebels occupying state buildings until Monday morning to lay down their weapons.

He blamed Russia, which opposed a pro-Europe uprising that forced Moscow-backed former president Viktor Yanukovich to flee, for being behind the rash of rebellions across Russian-speaking towns in eastern Ukraine.

“The blood of Ukrainian heroes has been shed in a war which the Russian Federation is waging against Ukraine,” he said in an address to the nation. “The aggressor has not stopped and is continuing to sow disorder in the east of the country.”

The Roscosmos official said on Friday that Russian-Chinese co-operation was currently confined to China purchasing space technology items from Russia. “Last year, we agreed with our Chinese counterparts to discuss possibilities for broader co-operation, which means implementing one, two or three scientific projects,” he said. “We are working on these proposals at the moment.”

Saveliev noted growing willingness among Chinese partners to co-operate. Interaction would probably be similar to that with the European side of the ExoMars mission, a Mars exploration project of the European Space Agency in collaboration with Roscosmos.

` Iran and Six World Powers Reach Comprehensive Deal on Tehran’s Nuclear Energy Programme ‘

#AceWorldNews – VIENNA – April 09 – (PressTV) – Iran and six world powers have wrapped up their third round of talks aimed at reaching a comprehensive deal on Tehran’s nuclear energy program.

The talks, which started on Tuesday in Vienna, ended on Wednesday between deputy foreign ministers of Iran and the six powers – the US, France, Britain, Russia, China and Germany.

After the end of the talks, Iran’s Foreign Minister Mohammad Javad Zarif said Iran and the world powers agreed to meet again on May 13.

“We are entering the next stage of talks and we try to narrow bridges,” Zarif said in a joint press conference with EU foreign policy chief, Catherine Ashton.

Ashton, for her part, said “a lot of intensive work” is still needed to bridge differences about Iran’s nuclear program.

“We now move to the next stage of the negotiations in which we will aim to bridge the gaps in all the key areas and work on the concrete elements of a possible comprehensive agreement,” she said.

Iran and the world powers reached an interim deal on November 24, 2013, in the Swiss city of Geneva. The deal took effect on January 20.

Under the Geneva deal, the six countries undertook to provide Iran with some sanctions relief in exchange for Iran agreeing to limit certain aspects of its nuclear activities during a six-month period. It was also agreed that no nuclear-related sanctions would be imposed on Iran within the same time-frame.

On Wednesday, Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei said Iran’s nuclear research and development activities will never stop.

#AceWorldNews – MOSCOW – April 09 – Sources in Brussels told Kommersant daily that additional personal sanctions might be imposed in case of escalation of the situation in Ukraine, until the EU passes to the next stage: punitive measures of economic nature.

An extended black list of Russian citizens that may be subject to visa ban and financial sanctions of the EU consists of 107 people and features almost all top politicians of Russia.

Who may come under sanctions

One of the sources in Brussels close to the matter explained that there was also an additional black list of Ukrainian (mainly Crimean) officials who might come under sanctions. The source added that when EU foreign ministers were substantively reviewing the black list for the first time, several new surnames were added, mainly of people from the presidential administration of Russia. “All in all, it makes some 130 people,” the source said.

The people in the list, from which the candidates for applying punitive measures would be chosen, are divided into five groups.

The first group comprises members of legislative branch. Among those who are not included in the black list as yet, but may come under sanctions, are deputies chairman of the Federation Council Alexander Torshin and Ilyas Umakhanov, all members of the Federation Council Committee for Foreign Affairs and of the Committee for Defense and Security, all the composition of State Duma council, as well as several lawmakers from different committees, including Alexei Pushkov and Vladimir Komoyedov.

The second group includes members of the executive branch: all permanent and non-permanent members of the Russian Security Council except President Vladimir Putin, Prime Minister Dmitry Medvedev and Minister of Foreign Affairs Sergei Lavrov.

The third group comprises representatives of security agencies: high-ranking officials of the Defense Ministry (including Deputy Defense Minister Anatoly Antonov, Head of Main Directorate for International Defense Cooperation Sergei Koshelev and Deputy Head of General Staff Igor Sergun) and Federal Security Service (including head of Military Counter-intelligence Alexander Bezverkhniy).

The fourth group includes businesspeople, but no new surnames were announced in this category.
The fifth group includes media and journalists. The explanation to this chapter says that “these media enterprises and journalists actively engaged in propagandistic efforts supporting the annexion of Crimea by the Russian Federation and Russia’s military intervention in Ukraine”. The EU named among such enterprises Gazprom Media, TV channels Rossiya, Russia Today, Channel One and NTV. Total bloodshed right now as Russian Foreign Ministry concerned about army build-up in Ukraine’s East

Reports coming in of English speaking soldiers to help the Ukrainians. This is REALLY hitting hard, I think this is it, war, can’t see a way back now.

The Russian Foreign Ministry is concerned that additional Ukrainian army forces are arriving at the east of Ukraine. Among the army forces there are also representatives from the US Greystone organization, reads the official statement on the Ministry’s page in Facebook.

According to the Ministry, additional internal forces and the National Guard of Ukraine with the participation of the illegal armed militants “Praviy Sector” are arriving in the southeastern regions of Ukraine, including Donetsk.
They are designed to suppress protests of the inhabitants of southeast of the country against the policy of the Kiev authorities.
“The fact that there are about 150 American experts from the private military organization Greystone, disguised as soldiers unit Falcon brings additional concern,” the statement reads.
The Foreign Ministry also stressed that members of this provocation should take full responsibility for creating a huge threat to the rights, freedoms and lives of innocent citizens of Ukraine, for the stability of the Ukrainian state.
“We call for immediate cease of any military preparations, that could lead to unleashing the civil war” the statement adds.

EU policy towards Ukraine a failure, but Russia determined to continue dialogue – Foreign Ministry

“As Russia has said repeatedly, it is hard to count on long-term stabilization of the Ukrainian state without a real constitutional reform in Ukraine, in the framework of which the interests of all regions of the country are guaranteed via federalization, its non-aligned status is preserved, and the special role of the Russian language is stipulated,” the Russian Foreign Ministry said.

PACE: Passes a ` Draft Resolution ' Depriving the Russian Delegation of its Right to Vote at the Assembly '

#AceWorldNews – STRASBOURG – April 08 – The PACE Monitoring Committee has passed a draft resolution depriving the Russian delegation of its right to vote at the Assembly until year’s end for Russia’s incorporation of Crimea, Leonid Slutskiy, the deputy head of the Russian delegation to PACE and the head of the Russian State Duma Committee for CIS Affairs, told journalists on Tuesday.

The move came definitely in a bid to punish Russia for its incorporation of Crimea, Leonid Slutskiy added.
While rejecting a motion to freeze the Russian delegation’s powers, as proposed by Britain’s Robert Walter, the Committee, in fact, voted for a softer option.

Walter’s proposal, however, can still be ‘reanimated’ in the form of amendments to the draft resolution that PACE will keep receiving until Wednesday, April 9.

PACE will consider a report on the Russian delegation’s powers on Thursday, April 10.

NATO: ` Rasmussen calls for `Plan of Readiness ' at the Conference in Paris

In his address to the Seminar organized by Allied Command Transformation, the Secretary General said that events in Eastern Ukraine are of great concern and urged Russia to step back.

“Any further move into Eastern Ukraine would represent a serious escalation, rather than the de-escalation that we all seek. We call on Russia to pull back the tens of thousands of troops it has massed on Ukraine’s borders, engage in a genuine dialogue with the Ukrainian authorities, and respect its international commitments “, he said.

The Secretary General said that the crisis raises serious questions for Euro-Atlantic security and now is the time for the right answers for key issues for the Wales Summit in September.
“We must prepare a readiness action plan. We must reinvest in our defence. And we must reinforce the transatlantic bond”, the Secretary General said.

The Secretary General highlighted that Allies must stand ready at all times to deal with the unexpected.
