#AceWorldNews says that the Turkish government has submitted proposals to amend a disputed internet bill, which was passed by parliament a week ago.
There are also calls for President Abdullah Gul to veto it.
The first amendment proposes that Turkey’s Directorate of Telecommunication (TIB) be unable to block access to web pages and instead must send its decision to a court, which must decide itself within 24 hours, or the initial TIB decision become void.
The second amendment is aimed at making sure information on internet traffic would be collected using IP and subscriber numbers, instead of URL’s, which are seen as more insidious.
#AceWorldNews says a federal appeals court struck down California rules on concealed weapons on Thursday, deeming them in violation of the Second Amendment right to bear arms. In a 2-1 ruling, a 9th US Circuit Court of Appeals panel said that state counties could not require those with clean records applying for a concealed-weapon permit to prove “good cause” for receiving permission beyond self-defence.
The state prohibits anyone from carrying a handgun in public without a concealed-weapon license. It’s usually state sheriffs or police chiefs that issue a permit, which demands the applicant show good character, have valid cause and take proper training.
Law enforcement usually requires an applicant to show there is real danger or other reasons that a permit is needed beyond self-defence. This requirement, the court said, violated applicants’ constitutional rights.
“The right to bear arms includes the right to carry an operable firearm outside the home for the lawful purpose of self-defence,” Judge Diarmuid O’Scannlain wrote for the majority.

According to one of the proposed actions, patient privacy laws would be pushed aside to allow increased government access to mental health records. Currently required to protect that information, states would now be exempt, instead encouraged to submit a patients private records into the National Instant Criminal Background Check System (NICS).
A second proposal from the Department of Justice would “clarify” who is barred from owning firearms, which would include anyone involuntarily committed to an inpatient or outpatient mental institution. In an attempt to diminish concern, the administration claims that seeking help for mental issues does not prohibit a person from firearm ownership.
“The proposed rule will not change the fact that seeking help for mental health problems or getting treatment does not make someone legally prohibited from having a firearm,” the statement said.
Unfortunately, even without the executive orders currently applied, the government has already deceptively used this exact tactic to revoke legitimate gun ownership without due process, an issue that will undoubtedly increase.
