MOSCOW: ‘ Russian Investigators open criminal case against Ponomaryov for Embezzlement ‘

Russian Investigative Committee Chairman Alexander Bastrykin has opened a criminal case against State Duma deputy Ilya Ponomaryov over his complicity in embezzling 22 million rubles ($750,000) from the Skolkovo hi-tech hub’s funds, Investigative Committee spokesman Vladimir Markin said on Tuesday.

The criminal probe was opened into the misuse of $750,000 allocated under a 2010 contract on the fulfillment of R&D work and lecturing, the spokesman said.

Under the existing legislation, Russia’s Investigative Committee has received consent from the State Duma, the lower house of the country’s parliament, for opening the criminal case against Ponomaryov, Markin said.

The investigation of the case has been assigned to the Investigative Committee’s Department for High-Profile Investigations, the spokesman said.

“Considering that Ponomaryov is currently staying outside the Russian Federation, investigators plan to initiate his international search with his subsequent extradition so that he can go on trial in Russia.

Along with this, measures will be taken to compensate for the damage caused by this crime,” Markin said. @AceNewsServices

“We temporarily broke off the cooperation with the assembly while sanctions are in effect against our delegation,” he told Izvestia daily. Sergey Naryshkin, the State Duma speaker, informed the PACE leadership about Moscow’s decision in late May.

The Russian delegation’s powers were partly frozen until January 2015, when the powers of all the national delegations are endorsed anew.

The agreement, which was signed in Cairo on June 23, 2009, stipulated the requirements to requests for transfer of convicts, the conditions for transferring the convicts to serve their punishment in the other country, as well as a procedural guarantee of the transferred person’s rights.

A convict can be transferred only with the consent of both countries, as well as the convict in question.

#AceNewsServices – MOSCOW – April 23 ( INTERFAX.RU ) – The State Duma on Wednesday passed in the second and third readings in the law on criminal responsibility for public rehabilitation of Nazism, setting a fine for it to 500 thousand rubles or imprisonment for up to five years.

Appropriate amendments are made to the Criminal Code and the Code. The Criminal Code is complemented by Article “Rehabilitation of Nazism.”

It reads: “The denial of the facts established by the verdict of the International Military Tribunal for the trial and punishment of the major war criminals of the European Axis countries, the approval of the offences established by the said judgement, as well as dissemination of false information on the activities of the Soviet Union during World War II, coupled with the accusation of committing offences established by the said judgement, committed publicly, punishable by a fine of up to 300 thousand rubles, or imprisonment for up to three years. ”

Tougher sanctions proposed to install for the same acts committed by a person using his official position or media, “as well as fabrication of prosecution evidence.” For this set a fine of 100 thousand to 500 thousand rubles; as an alternative – imprisonment for up to five years with deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years.

RF Code of Administrative Offences with the norm, introducing penalties for “public dissemination of expressing clear disrespect for society information about the days of glory and anniversaries Russia related to the protection of the Fatherland, or the public desecration of the symbols of military glory of Russia, including those committed with the use of media and information and telecommunications networks, including the Internet. ”

These offences entail the imposition of an administrative fine on legal entities in the amount of 400 thousand to 1 million rubles.

The investigation of these crimes will be within the competence of the Investigative Committee of the Russian Federation.

The law was passed by the State Duma in the first reading on April 4. He was supported by all factions of Parliament.

The draft law on the responsibility for rehabilitation of Nazism was initiated by a group of deputies headed by Irina Spring.

According to Igor Morozov, a member of the international affairs committee of the Federation Council, Europe would lose a powerful leverage against Russia if it votes to kick the nation out of PACE. Russia would no longer feel obliged to comply with the rulings of the Strasbourg-based European Court of Human Rights, he added.

Anyway, even if it’s shown the door, Russia could re-apply for membership in PACE later this year, said Alexey Pushkov, chairman of the State Duma committee on international affairs.

  Earlier, Germany’s chancellor Angela Merkel indicated Russia might be facing new sanctions at a conference of the Christian Democratic Union.

  According to Deutsche Welle, the German leader warned the EU will adopt new restrictions if Moscow continues to violate Ukraine’s territorial integrity. 

Moscow faced renewed criticism in March 2014 on the heels of its invasion of neighbouring Ukraine’s Crimea region, the home of Russia’s Black Sea Fleet and many ethnic Russians, amid political transition in the capital of Kiev.

CFR reported that the seven other members of the G8, joined by the presidents of the European Council and European Commission, released a joint statement as the G7 condemning “the Russian Federation’s clear violation of the sovereignty and territorial integrity of Ukraine.” Russia’s actions “contravene the principles and values on which the G7 and the G8 operate,” they said, announcing a suspension of preparatory talks for the Sochi summit. U.S. secretary of state John Kerry went a step further, saying that Russia “may not even remain in the G8 if this continues.”

In a recent article by (PravdaRU) the German Foreign Minister Frank-Walter Steinmeier said that world leaders must work together calmly in light of recent developments in Ukraine.

According to Steinmeier, world leaders should leave Russia’s right to be a member of the Group of Eight, as dialogue with Moscow will be possible only within the framework of Russia’s participation in the G8.

“The format of the Group of Eight is the only opportunity to speak directly with Russia,” said Steinmeier in an interview with ARD channel.

Most of the Russian officials mentioned in the new US blacklist have also expressed surprise over the US move and stressed that they possessed no assets that could be frozen and the visa ban only hindered positive cooperation. After the first US sanctions against Russian officials the State Duma passed a motion mocking US President Barack Obama and asking him to slap sanctions on all Russian MPs as the parliament was united in its position over Ukraine and Crimea.
