It added on Telegram that “seven people were rescued” but that “15 were found without any signs of life.”
The seven survivors were hospitalised and one of them is “in a serious condition”, according to the RIA Novosti agency, which quoted a source at the local health ministry.
According to the Interfax news agency, the plane belonged to a local club of the paramilitary organisation DOSAAF, the Voluntary Society for Assistance to the Army, Air Force and Navy.
Russia, long known for its numerous accidents, has significantly improved its air safety since the 2000s, but crashes still occur fairly frequently, especially in sparsely populated areas such as the Far East.

“In a long-range special raid of Russia’s Federal Security Service (FSB) jointly with the interior bodies the activity of a criminal group, involved in the commission of particularly grave crimes in the territory of the Republic of Tatarstan, has been terminated,” the NAC said.
Overnight to May 1, Alfa unit officers of the FSB Special Task Center took measures to suppress the bandits’ criminal activity.
They blocked a garage and the bandits who were inside were advised to surrender, but they refused. “Meanwhile, one of the criminals tried to escape though a trapdoor, he fired several shots on the law enforcement officers and hurled a grenade at them. He was destroyed by return fire,” the NAC said.
The second malefactor in the garage was lethally injured as a home-made explosive device went off.
“The bandits have been preliminarily identified. They are Rais Mingaleyev, born in 1976, and Beslan Nazipov, born in 1979, wanted for terrorist activity in the Republic of Tatarstan.
They were the masterminds and perpetrators of a number of terrorism crimes, including an assassination attempt staged in Kazan in 2012 on Mufti Faizov of the Spiritual Department of Muslims of Tatarstan, the murder of head of the department’s education unit Yakupov, as well as a number of other terrorist actions,” the NAC said.
