` UN Human Rights Chief Confirms over 9,000 Children Recruited as Child Soldiers in South Sudan’s War ‘

#AceWorldNews – SOUTH SUDAN – April 30 – Over 9,000 children have been recruited as soldiers in South Sudan’s four-month long civil war by both government and rebel forces, the UN’s human rights chief said on Wednesday.

“Children have also been killed during indiscriminate attacks on civilians by both sides,” AFP quoted UN High Commissioner for Human Rights Navi Pillay as saying.

The list of alarming statistics is long. Here are a few more: UNMISS unquestionably saved thousands of lives, when it opened the gates of several of its compounds to people fleeing deadly attacks.

Some 80,000 people are now sheltering in these compounds. UNICEF reports that more than 9,000 children have been recruited into armed forces by both sides. 32 schools have been taken over by military forces, and there have been more than 20 attacks on clinics and health centres.

Many women and girls have been raped, often brutally and sometimes by several fighters. Others have been abducted.

Children have also been killed during indiscriminate attacks on civilians by both sides.

#AceNewsServices – SOUTH SUDAN – April 25 – The UN mission in South Sudan has said a convoy of barges it hired to deliver food aid and fuel came under attack by gunfire and rocket-propelled grenades.

Four people were wounded, including UN peacekeepers, AP reported.

The barges were travelling on Thursday to the city of Malakal on the Nile River.

The assailants were not identified. The military and rebel leaders both denied responsibility.

Juba (AFP) – April 17 – Gunmen stormed a UN base in South Sudan Thursday, wounding dozens of civilians from a rival tribe in an “unprovoked” attack before peacekeepers fought them off, the UN said.

UN chief Ban Ki-moon condemned the assault in the war-ravaged town of Bor which also left two peacekeepers wounded, warning any attack on UN troops constitutes a war crime.

Almost 5,000 civilians are sheltering inside the fortified base of the United Nations Mission in South Sudan (UNMISS), one of the most bitterly contested regions in the four-month-long conflict splitting the country.

“This attack on a location where civilians are being protected by the United Nations is a serious escalation,” said Ban’s spokesman Stephane Dujarric.

“The Secretary-General reminds all parties that any attack on United Nations Peacekeepers is unacceptable and constitutes a war crime,” he added.

Officers raided a house in the east of the city in the early hours of the morning after tracing mobile phone signals, senior police official Sultan Khawaja, told AFP, and found the UNICEF staff.

But there was no sign of the people suspected of kidnapping the pair, who went missing in the city on Thursday evening, said Khawaja.

“UNICEF is pleased to confirm that two of its national staff who were abducted on Thursday evening in Karachi are now safe and well,” the UN agency said in a statement.

#AceWorldNews – SUDAN – April 21 – Rebels in South Sudan massacred “hundreds” of civilians in ethnic killings when they captured the oil town of Bentiu last week, the UN said on Monday.

In the main mosque alone, “more than 200 civilians were reportedly killed and over 400 wounded,” the UN mission in the country said, as cited by AFP.

There were also massacres at a church, hospital and an abandoned UN World Food Program (WFP) compound.

South Sudan’s army has been fighting rebels loyal to sacked Vice President Riek Machar, and the conflict has also taken on an ethnic dimension, pitting President Salva Kiir’s Dinka tribe against militia forces from Machar’s Nuer people.

Shooting took place while local youth were demonstrating, said Mayor Nhial Majok.

Some of the young men were armed with guns, he said.

However, it was not immediately clear who fired the shots.

A purportedly leaked internal UN report had sounded the alarm over allegations that members of the Imbonerakure, the youth wing of Burundian President Pierre Nkurunziza’s party, were being armed and given weapons training. Vice-President Prosper Bazombanza accused the UN Office in Burundi late Tuesday of releasing the report “in bad taste.”

The UN also urged the Burundian government Thursday to halt political violence and respect human rights.

HRW (Bujumbura) – Reported previous attacks back in 2012 with scores of people have been killed in political attacks in Burundi since the end of 2010, Human Rights Watch said in a report released today. The killings, some by state agents and members of the ruling party, others by armed opposition groups, reflect widespread impunity, the inability of the state to protect its citizens, and an ineffective judiciary.

The 81-page report, “‘You Will Not Have Peace While You Are Living’: The Escalation of Political Violence in Burundi,” documents political killings stemming from the 2010 elections in Burundi.

These killings, which peaked toward the middle of 2011, often took the form of tit-for-tat attacks by members of the ruling National Council for the Defense of Democracy-Forces for the Defense of Democracy (Conseil national pour la défence de la démocratie-Forces pour la défense de la démocratie, CNDD-FDD) and the opposition National Liberation Forces (Forces nationales de libération, FNL). Turchinov said in a phone call with UN Secretary-General Ban Ki-moon, that Kiev’s new authorities would welcome the possibility that “if with your [UN] help, there is to be a joint anti-terrorist operation conducted in the east of the country…specialists and observers will be able to confirm the legitimacy and legality of our actions,” the press office of the Batkivshchyna (Fatherland) party quoted Turchinov as saying.

On his part, Ban Ki-moon said that Kiev could rely fully on help from the UN as its partner.

Late Monday afternoon, Ukraine’s coup-appointed President Aleksandr Turchinov signed a decree to officially begin a “special anti-terrorist operation” in the east of the country, Ukraine’s presidential press-service said in a statement.

He ordered “that the National Security and Defence Council’s decision of April 13, 2014 ‘On urgent measures to overcome the territorial threat and to preserve the territorial integrity of Ukraine’ be put into effect”. The order becomes effective from the day of publication.

Turchinov has appointed acting Secretary of the National Security and Defense Council of Ukraine, Andriy Parubiy, to oversee the operation.

A Christian commander confirmed the fighting but denied that his forces had started it.

The death toll could not be independently confirmed.

Central African Republic(CAR) has descended into sectarian violence in the past year following a coup.

France and the African Union have deployed troops, and the Security Council is expected to vote later Thursday on sending a U.N. force.

Of these 254,000 have fled to neighbouring countries and 803,000 have been displaced internally.

Fighting erupted between the troops of Salva Kiir, the president and his deputy, Riek Machar, in December.

A ceasefire was agreed in January but sporadic fighting has continued.

#AceWorldNews – NORTH KOREA – March 29 – North Korea’s Unha-3 rocket was built with components from South Korea, the United Kingdom and the United States, UN experts revealed.

In a little-publicized March 10 report, the UN Panel of Experts also discovered the rocket contained off-the-shelf parts from China and Switzerland, while Soviet-era SCUD-missiles have also been stripped down for components.

The bulk of the components had not been obtained in violation of sanctions targeting the North, the UN said, adding their utilization “shows the ability of the Democratic People’s Republic of Korea (DPRK) to assemble complex systems with globally sourced components.”

Many of the parts in question listed are widely available computer components. However, a US-manufactured video decoder, along with UK-made temperature and pressure sensors, were also recovered.

The panel noted that the South Korean parts consisting of electronic circuits and other computer parts were manufactured between 2003 and 2010. They were unable to trace the components back to the manufacturers however, due to “insufficient identifiers.”

However, placing these dual-use components on the North Korean sanctions list could prove problematic, analysts say.

“The current list of banned military and dual-use goods is already comprehensive. Adding more readily available materials to it would both risk infringing on legitimate non-military end-uses and be extremely difficult for member states to effectively implement,” Lawrence Dermody, an analyst specializing in illicit trafficking at the Stockholm International Peace Research Institute, told NK News.

“If you start to ban items that are not in themselves offensive, but that just might be used for building a missile, where do you stop?” an anonymous source familiar with UN sanctions told the news site.

` Security and Stabilisation Talks on ` begin in ` Transcaucasia ‘ have started in Geneva ‘

#AceWorldNews – GENEVA – March 26 – The 27th round of Geneva discussions on security and stability in Transcaucasia have started in Geneva.

The consultations are held under the auspices of the UN, the European Union and the Organization for Security and Cooperation in Europe (OSCE) and involve delegations of Russia, Abkhazia, South Ossetia, Georgia and the United States.

The delegations have met within two working groups – for security and humanitarian issues.

The priority task is to work out guarantees of Georgia’s non-use of force against neighbouring states. Russia’s initiative on making a statement by all participants is on the agenda.

The parties fail to make the statement because Georgia gives it up. Georgia demands Russia make a unilateral statement on the non-use of force against Georgia. Moscow declines and calls on its partners not to regard it as a party to the Georgian conflict.

The latest Geneva discussions were held in December 2013.

Head of the Russian delegation, Deputy Foreign Minister Grigory Karasin told Itar-Tass that Georgia had not changed its position.

The lack of progress has been conditioned by the fact that “it is rather difficult to get rid of old inertia when Mikhail Saakashvili was Georgia’s president”, the Russian top diplomat said.

Monday’s ruling is seen as the biggest mass death penalty handed out in modern Egyptian history.

“The mass imposition of the death penalty after a trial rife with procedural irregularities is in breach of international human rights law,” UN human rights spokesman Rupert Colville said in Geneva.

The Muslim Brotherhood’s leader and 682 others went on trial Tuesday in the same court.

UN : ` Humanitarian Aid in `Syria ‘ has increased by ` One Million ‘ since the Start of 2014 ‘

#AceWorldNews – SYRIA – March 24 – The number of people in need of humanitarian aid in Syria has increased by one million since the start of 2014, totalling 3.5 million people, UN Secretary General Ban Ki-moon said in a report to the UN Security Council.

“As the intensity of fighting grows, increasingly more people end up with no access to humanitarian organizations,” Ban said in the document, as quoted by Itar-Tass.

The UN chief regretted that a month after a UN resolution urged both Syrian authorities and the rebels to allow access for humanitarian supplies, there has been no significant breakthrough on the matter.

The Syrian government should fast-track authorizing the UN convoys delivering aid for the people in need, and opposition fighters should grant safe passage for the convoys, he said.
