Plans to redraw the Parliamentary boundaries date back around a decade, when David Cameron was prime minister.

The Boundary Commission has no power to set the number of MPs – which has already been decided by Parliament – and will not consider arguments around the number of constituencies.

Under new Westminster rules each constituency proposed by the Boundary Commission for Wales must contain between 69,724 and 77,062 registered voters. 

The UK government says this will ensure people from all parts of the United Kingdom have equal representation in Parliament.

The only exception to that rule will be Ynys Môn, on Anglesey, which was given a “protected status” last year, meaning no changes to its name or boundaries – leaving it with 52,415 voters.

Every other constituency in Wales will see changes, with the majority changing names and some disappearing entirely by being absorbed into neighbouring constituencies.

One of the constituencies affected will be Carmarthen West and South Pembrokeshire, the seat held by UK government cabinet member Mr Hart: The constituency, which has 58,048 registered voters, would be redrawn to include parts of the Preseli Pembrokeshire seat held by former Conservative Welsh Secretary Stephen Crabb and would be rebranded Mid and South Pembrokeshire, along with a new Ceredigion Preseli seat……………….Speaking to journalists on Wednesday, Mr Hart said the boundary redrawing process had “years to run yet”. “This is the implementation of a manifesto commitment to make the parliamentary boundaries in Wales fairer for voters,” he said.”It’s not about career prospects of individual MPs or good fortune for particular political parties, this is making sure that every vote in Wales is of the same value.”The former “red wall” seats of north-east Wales could also face cuts, with Clwyd South and Vale of Clwyd disappearing.

Clwyd South, a Conservative gain from Labour in the 2019 general election, would being split between Alyn and Deeside, Wrexham and a newly-named Montgomeryshire and Glyndwr constituency. Another Tory gain in 2019, Vale of Clwyd, would also be absorbed by Clwyd and Delyn.

The Ynys Môn constituency is the only one in Wales to be untouched in the plan………..Arfon which has 43,215 voters, will be split between Dwyfor Meirionydd and Aberconwy – with Caernarfon in the former and Bangor in the latter.The Bridgend seat, another Conservative gain at the last election, would be split between a new constituency called Aberafan Porthcawl and a new Bridgend seat that would include parts of the current Ogmore constituency.How were these plans decided?

The Boundary Commission said it considered several factors in developing its proposals, from geography to local and historical ties, as well as the required number of voters.Secretary to the Boundary Commission for Wales Shereen Williams said: “We’ve had to propose significant changes due to the reduction in the number of Welsh constituencies and that’s presented a particular challenge as we seek to develop a map which meets the conditions laid out in the (Parliamentary Constituencies) Act, but also meets the expectations of the people of Wales.”We’re confident that our proposals are a strong first attempt to create a workable map of 32 Welsh constituencies. “The purpose of our initial proposals, however, is to start the conversation about how the new map will look.”What has the political reaction been?

Liz Saville Roberts, Plaid Cymru MP for Dwyfor Meirionnydd, said she thinks the move is “yet another argument that Wales should be taking over [its] own affairs”.”We just lose our voice,” she told BBC Radio Wales Breakfast, adding she feared the proposals would make it even harder for MPs to serve their constituents. “There are certain areas in here as [the map] stands that are so huge. If you live in certain parts of Wales you should be asking yourself: ‘Am I getting fair service from my MP when I need them?'”

Meanwhile, Labour MP for Rhondda Chris Bryant said “it is a deliberate campaign by the Conservatives” to get people who typically vote against them to vote for them: Mr Bryant also criticised the UK government’s proposal to pass a law requiring people to show an approved form of identification in order to vote. “Many people in my constituency and people who live in transient communities in cities who normally tend to vote labour are going to find it more difficult to register, vote and participate in democracy”, he added.But according to Sir John Curtice, professor of politics at the University of Strathclyde, “it’s no longer clear whether the Conservatives will necessarily lose significantly less than Labour” in Wales after proposed boundary reform.

(LONDON) Westminster Crown Court Report: A solicitor accused of using syringes to inject blood into food at three west London supermarkets has been charged #AceNewsDesk report

#AceNewsReport – Aug.31: Leoaai Elghareeb is charged with contaminating or interfering with goods with intent at three stores – a Tesco Express, Little Waitrose and Sainsbury’s Local – on Fulham Palace Road.

#AceDailyNews says Leoaai Elghareeb, 37, charged with contaminating or interfering with goods at Tesco, Waitrose and Sainsbury’s stores: The 37-year-old, from Fulham, did not indicate a plea at Westminster magistrates court on Friday afternoon.

The court heard the defendant is alleged to have entered the Waitrose store at 7.30pm on Wednesday with syringes filled with blood. The prosecutor Jennifer Garland said Elghareeb was accused of using the syringes to “inject food items with blood”.

The defendant is also accused of doing the same in the nearby Sainsbury’s store, as well as throwing eggs, before going on to inject more items in Tesco Express and then being arrested.

Elghareeb was a practising solicitor, the court was told, who ran his own legal consultancy business and was a “man of previous good character”. The precise contents of the blood were not known, the court heard.

The chief magistrate, Paul Goldspring, remanded Elghareeb in custody and said he would appear at Isleworth crown court for a plea hearing on 24 September.

Officers in forensics suits were seen in Fulham Palace Road on Thursday, seizing items including processed meats.

The officers were seen packing processed meat packs into health hazard bags that were being sent for chemical testing.

A petrol station manager on the road on Thursday told reporters: “Police came in and told us to close about 8pm [on Wednesday].

“We only opened about half an hour ago at about 11am. I think it’s the same with anywhere that was open yesterday.”

Local authorities and police had investigated whether any other shops had been targeted.

After the incident, Hammersmith and Fulham council issued an “emergency alert” notice on its social media accounts on Wednesday evening. Shoppers had been advised to throw away anything bought from the three shops late on Wednesday.

It said: “Members of the public are advised as a precaution to dispose of any food items bought from these supermarkets [on Wednesday] evening.

“H&F council’s environmental health team are now working with the supermarket branches affected.”

The Metropolitan police said in a statement they were called at about 7.40pm to reports of a man shouting abuse at people in the street.

“The supermarkets have closed and crime scenes are in place,” the statement had read.

“The food items affected are believed to be processed meat and microwaveable products. It is currently unknown as to how many items have been contaminated, or what with. Investigations are ongoing to establish if other businesses in the area are involved in the incident.”

CASE NOTES: At 21:34hrs on Thursday, 19 August, officers attended an address on Ashbridge Street, NW8 after concerns were raised for the wellbeing of the occupants: Officers attended and searched the property and found a 45-year-old woman who had suffered a knife injury. She was pronounced dead at the scene: Next of kin have been identified. Formal identification awaits: At 02:15hrs on Friday, 20 August, police were alerted by the London Ambulance Service to reports of a man with a knife injury at a property in nearby Jerome Crescent, NW8: Officers attended with paramedics who confirmed that the 59-year-old man was deceased: Their next of kin have been notified and are being supported by specialist officers. Formal identification awaits: Post-mortem examinations will be scheduled in due course: There has been no arrest at this time. A homicide investigation, led by Detective Chief Inspector Wayne Jolley, has been launched.

DCI Jolley, said: “Firstly, our thoughts are with the families of the victims. We can only begin to imagine what they are going through: At this early stage we are retaining an open mind concerning motive, but at this stage we are treating these crimes as linked: We are very keen to hear from anyone who saw anything suspicious around Ashbridge Street, or Jerome Crescent overnight. No matter how small or insignificant you think your information might be, please do get in touch.”

Police commander for Westminster, Detective Chief Superintendent Owain Richards, said: “We know that local residents will be shocked and troubled by this news: Crime scenes are in place in Ashbridge Street and Jerome Crescent and additional police resources and patrols have been deployed throughout the area to provide local reassurance.

(LONDON) Westminster Court Report: A former Oxbridge student has had 10 years added onto the 11-year prison sentence he is still serving, after failing to pay back £11 million of his ill-gotten gains from a fake ‘green’ investment scheme #AceNewsDesk report

#AceNewsReport – Aug.20: Michael Richards, 59, was originally convicted and sentenced in 2017 with four others – all of whom went to Oxbridge – of cheating the public revenue. Two years later, the CPS Proceeds of Crime Division successfully applied to the court for Richards to pay back £9,999,999 of his ill-gotten gains. This has risen to £11.1 million with interest.

#AceDailyNews reports that an Oxbridge graduate fraudster gets another 10 years in prison for not paying back £11m stolen funds after paying back just over £30,000, the CPS took him to Westminster Magistrates’ Court on 17 August for non-payment of the full amount and requested an additional prison sentence be activated instead….

The fraudsters told investors their money would be spent on research and development into carbon credits, attracting more than £65 million in investment in the ‘green’ scheme. However, only £16 million of this was spent on planting trees.

Instead the group stole £20 million of the investors’ money and laundered it via bank accounts and secret trusts, spending it on luxury properties in London, Australia, and Dubai as well as hidden offshore investments. They also failed to pay around £6.5million in tax. Richards spent his share on a £2.7m house and £32,000 on jewellery from Boodles.

Adrian Foster, Head of the CPS Proceeds of Crime Division, said: Michael Richards failed to pay back the £11 million he owed the public so the CPS had to take him back to court and now he’s had 10 years added onto his current sentence: We worked with HMRC to make sure he did not benefit from the proceeds of his crime, but he has only paid back a paltry amount: Even when fraudsters are convicted and sentenced the CPS will continue to pursue them for the money they owe, or they risk remaining in prison for many more years.”……..Richards’ fellow fraudster Evdoros Demetriou, 82, had nine years added onto his six-year prison sentence in July, after failing to pay back £4.6 million. In total, all five offenders were told to repay £20.6 million…………Robert Gold was sentenced to 11 years’ imprisonment and disqualified from being a company director………..Rodney Whiston-Dew was sentenced to 10 years’ imprisonment and disqualified from being a company director.
Jonathan Anwyl was sentenced to five-and-a-half years’ imprisonment………….In 2019-20 the CPS recovered over £100 million, stopping hundreds of criminals benefitting from their ill-gotten gains.

Additional Notes

  • Michael Richards (04/01/1962) was convicted in November 2017 of a conspiracy to cheat the public revenue, and also cheating the revenue in relation to his personal tax liability. He was sentenced to a total of 11 years’ imprisonment and disqualified from being a company director.

Louis De Zoysa, 23, is accused of shooting Sgt Ratana, 54, who was killed while working at Croydon Custody Centre, south London, last September.

He confirmed his identity using a whiteboard in a hospital bed by video link at Westminster Magistrates’ Court on Wednesday.

The defendant suffered a gunshot wound on 25 September 2020 and has since been under police guard in hospital.

The Met Police said recent changes to Mr De Zoysa’s medical condition had led to the decision to charge him.

Mr De Zoysa, of Norbury, south-east London, was not asked to enter pleas to charges of murder, possession of a prohibited firearm and possession of ammunition without a certificate.

Sgt Matt Ratana

Homicide detectives investigating the fatal shooting on 25 September 2020 of their colleague Sergeant Matt Ratana have today charged Louis de Zoysa, 23 (17.07.1997) of Park Road, Banstead, Surrey with his murder, as well as possession of a firearm and possession of ammunition.

Since the incident, de Zoysa has remained in hospital in a stable, non-life threatening condition, with the ‘PACE’ clock paused but under police guard. Police have been in close liaison with his medical team and the Crown Prosecution Service (CPS) throughout. 

Recent changes to his condition and a charging decision by the CPS have resulted in de Zoysa being charged with murder and the other offences this afternoon (Tuesday, 29 June).

(LONDON) Southwark Crown Court Report: A school music teacher who appeared on BBC talent show The Voice has been jailed after being caught viewing and distributing child abuse images #AceNewsDesk report

#AceNewsReport – May.21: NCA officers had acquired intelligence that a user on the platform had found two of his pupils, aged 10 and 12, to be “really cute.”

‘Jailed music teacher found pupils aged 10 and 12 “really cute” Paul Rajasegaram, 33, from Westminster, London, was arrested after a National Crime Agency investigation found that he was behind an online persona discussing the sexual abuse of children on a chat platform frequented by paedophiles’

Further investigation led to the identification of Rajasegaram, and  he was arrested in January 2018.

A number of devices were seized from his home, and forensic analysis of an Apple laptop computer revealed 58 indecent images and 10 child abuse videos.

Chat logs from a Skype account associated to Rajasegaram showed that he had shared child abuse images with like-minded individuals on the platform. These ranged from category A to C.

Following his arrest, Rajasegaram was immediately suspended from the Tower Hamlets school he taught at, and a performing arts school where he worked at weekends.

The NCA conducted safeguarding checks on pupils at these two locations, including the boys aged 10 and 12 that Rajasegaram had called cute.

There was no evidence that offending had taken place against any pupil.

At Southwark Crown Court today (19 May), Rajasegaram was sentenced to two years and three months. He had pleaded guilty on 14 April this year to three counts of making, and two of distributing, indecent images of children.

NCA Operations Manager Martin Ludlow said: “Rajasegaram was a significant risk to children, and as a teacher had access to young boys whom he was sexually attracted to: “ He sought out child abuse images and exchanged them with others. It is easy to forget that behind every sexual abuse image is a child whose life has been torn apart by exploitation, with men like Rajasegaram fuelling the demand for this horrendous material: “ Protecting children remains a top priority for the NCA and we won’t stop in our pursuit of those individuals who pose a threat to them.”

Wreaths were also laid by PC Brian Pease and PC Lindsay McCree, on behalf of PC Palmer’s family and colleagues, as well as by The Speaker, Sir Lindsay Hoyle and the Lord Speaker, Lord Fowler’, representing the House of Commons and the House of Lords.

PC Keith Palmer was a husband and father who had joined the force because he wanted to make a difference to people.

He was a much-respected member of the Met’s Parliamentary and Diplomatic Protection (PaDP) and prior to joining PaDP, he had been in the Territorial Support Group based in Catford. Friends and colleagues remember fondly Keith’s passion for Charlton Athletic football club, which honoured him after his death by replacing his regular seat at The Valley Stadium with a white chair bearing his warrant number.

Though unarmed, PC Palmer had stopped a knife-wielding terrorist from entering the Palace of Westminster and subsequently received the George Medal for his actions.

Those in attendance at the memorial today gave thanks for Keith’s courage, fortitude and dedication to duty and remembered him for his warmth, gentleness, passion, and compassion.

Commissioner Cressida Dick, said: “Keith was a brave and dedicated police officer and four years ago today, he made the ultimate sacrifice by acting with complete selflessness to protect others: ‘We should never forget the courage and heroism this outstanding officer displayed during those terrible events: “ Today my thoughts are with Keith’s family, his friends and his colleagues who all loved him so very much. I am also thinking of the other victims who lost their lives or were injured on that tragic day.”

The service was delivered in line with current Covid guidance provided by the Government, which meant that the memorial service was a much smaller event than it would have been in normal circumstances.

‘ Comparing Two Areas of the Political Landscape Islamic State and Scottish Independence ‘

#AceNewsServices (Opinion)- September 17 – The British political elite has lately felt obliged to combat contingencies on two fronts. It’s not quite certain about how to proceed against the so-called Islamic State.

There’s a greater sense of purpose in the context of a prospective state of Scotland.

The late surge in momentum for Scottish independence evidently took Westminster and the City of London by surprise. After all, when a referendum was first mooted and subsequently sanctioned, popular assumptions and opinion polls suggested it would be more or less a non-starter. Democracy would have its day and the status quo would be maintained.

But then the tide turned and the polling gap suddenly was reduced to a level that fell within the margin of error.

Taken aback, the establishment rallied to the unionist cause.

The leaders of the three largest Westminster parties rushed to Scotland.

Financial institutions chipped in, as did leading retailers. Independence, they said, would be a disaster in economic terms.

The big banks will ship out.

Prices will rise.

Rump Britain won’t share its currency.

The message to Scots was clear: you’ll all be ruined if you choose independence. It wasn’t all stick, though. There were carrots on offer, too, notably the vow from all sides of mainstream politics that the devolution of powers would be substantially extended — almost guaranteeing virtual independence in effect, if not in name.
