‘ University of Connecticut Agrees $1.2 Million Settlement over Mishandling Sexual Harassment Claims ‘

#AceWorldNewsBOSTON (Reuters) – The University of Connecticut on Friday said it had reached a $1.2 million deal to settle a 2013 lawsuit filed by five current and former students charging that the school had mishandled claims of sexual assault and harassment.


The five women who brought the lawsuit in U.S. District Court in Connecticut said university officials had not seriously investigated claims that they had been sexually assaulted on campus.

“This lawsuit may have been settled, but the issue of sexual assault on college campuses has not been,” UConn President Susan Herbst said in a statement posted online. “UConn, like all colleges and universities, must do all it can to prevent sexual violence on our campuses, hold perpetrators accountable, and provide victims with the resources and compassion they desperately need.” 

The lawyer representing the women did not immediately respond to a request for comment.

The deal comes at a time of intense scrutiny over how U.S. colleges and universities handle sex crimes. The White House in April declared an “epidemic” of sex assaults on campus.

The University of Connecticut is among 55 U.S. schools facing lawsuits that contend their policies aimed at preventing such attacks may be inadequate and a violation of Title IX, a 1972 U.S. law that prohibits gender discrimination at schools that receive federal funds.

‘ Barack Obama Calls for US to Offer Paid Maternity Leave ‘

“There is only one developed country in the world that does not offer paid maternity leave, and that is us.

And that is not the list you want to be on — on your lonesome.

It’s time to change that.” Rep. Rosa DeLauro (D-Conn.) has introduced legislation that would provide up to 12 weeks of paid leave through a Social Security Administration fund.

Employees and employers would contribute 0.2 percent of their wages to pay for the fund. ”We’re talking about 2 cents of every $10,” she said in an interview at the summit, the Associated Press reported.

Potential 2016 GOP presidential candidate Sen. Marco Rubio, likely reflecting the opinion among many in his party, rejected the idea outright.

“Telling federal agencies to do what they’re already supposed to do and endorsing partisan legislation that will never pass is not the sort of bold, innovative leadership we need,” said Rubio.

‘ Three Activists Released on Anniversary of Tiananmen Square’

The activists were freed a day after the 25th anniversary of the bloody crackdown, marked by tens of thousands of people in Hong Kong, even as Chinese authorities sought to whitewash the event in the mainland.

Two of their peers remained in custody.

The detentions had sparked criticism from the United States and the European Union, with both calling for their release. China issued new, stronger objections to renewed complaints from the United States and lodged a diplomatic protest.

For the ruling Communist Party, the 1989 demonstrations that clogged Tiananmen Square in Beijing and spread to other cities remain taboo. The government has never released a death toll for the crackdown, but estimates from human rights groups and witnesses range from several hundred to several thousand.

Liu Di and Hu Shigen, both dissident writers, and Xu Youyu, a research fellow with the Chinese Academy of Social Sciences, a government think tank, were released on bail, their lawyers and a relative said.

All three had been detained for “causing a disturbance” in connection with the meeting held in a private apartment.

China also has lodged a diplomatic protest over US remarks on the 25th anniversary of the Tiananmen Square crackdown, Reuters said.

The White House had honoured those who were killed in the action to crush the protests and said it would support the rights that the protesters sought. China’s Foreign Ministry spokesman Hong Lei said Beijing was “strongly dissatisfied” and “firmly opposed” to the US statement, Xinhua reported, adding that it had “lodged solemn representations” with Washington.

The person was included on a list of people attending a military briefing for President Barack Obama during his surprise visit to Bagram Airfield in Afghanistan on Sunday.

It’s common for such lists to be given to the media, but names of intelligence officials are rarely provided. In this case, the individual’s name was listed next to the title, “Chief of Station.”The print pool reporter — a journalist allowed access to or is given information about an event who relays it to the rest of the media — copied and pasted the list that was provided by the White House.

Print pool reports are then distributed by the White House press office, which does not edit them, to a large list of media.

In this case, the same reporter, Scott Wilson, the White House bureau chief for the Washington Post, noticed the unusual entry after the list was distributed and then checked it out with officials.

The White House followed up and distributed a shorter list from a different reporter that did not include the station chief’s name.

In his account to CNN, Wilson said when they arrived in Afghanistan, he asked White House officials for a list of who would be briefing the President.

The deans of 12 public health schools had complained about a vaccination program conducted by a Pakistani doctor, Shakil Afridi, who reportedly used a hepatitis immunization survey in the Abbottabad, the city where Osama Bin Laden was later killed in a secret US mission.

The CIA tried to obtain fluid containing DNA from relatives living near the Bin Laden residence, according to a Washington Post report.

However, the effort reportedly failed and the surgeon was sentenced to 23 years in prison.

The jailed doctor who helped the U.S. track down Usama bin Laden was convicted by a tribal court on bogus charges, according to a classified Pakistani government report.

Portions of the voluminous 357-page Abbottobad Commission Report, which has yet to be made public and were obtained exclusively by Fox News, acknowledge Dr. Shakil Afridi’s conviction last year by a government-sponsored Jirga has undermined Pakistan’s credibility.

The report calls for Afridi to be given a new trial.

The report also claims Afridi joined the CIA search for Bin Laden five years ago, while he was staying in the U.S. with a cousin.

According to the report, Afridi applied for asylum after a terrorist group, Lashkar-e-Islam, stepped up its operations in Pakistan’s lawless tribal belt.

Afridi was reportedly kidnapped by the group in 2008 and released after his family paid a $10,000 ransom. After helping the CIA pinpoint the terror mastermind just prior to the 2011 raid in which Navy SEALs killed Bin laden, Afridi was arrested and convicted by the tribal court of colluding with Lashkar-e-Islam.

The State Department declined to comment on the report’s claims that Afridi had applied for asylum while staying in the U.S.

The commission report acknowledges Afridi was subjected to harsh treatment in prison, and moved several times to various undisclosed locations by Pakistan’s spy agency.

His Pakistani handlers also note his incarceration for a year without judicial process was unfair, according to the report.

It took place however as the Obama administration again voiced concerns that any deadly aid that was provided at the request of rebels in Syria could end up in the hands of extremists.

Obama dropped by a meeting between Jarba, president of the Syrian National Coalition, and his national security advisor Susan Rice.

The White House said Obama and Rice condemned “the Assad regime’s deliberate targeting of Syrian civilians through aerial bombardments — including the use of barrel bombs — and the denial of food and humanitarian assistance to civilians located in areas under siege by the regime.”

Jarba, according to a White House statement, thanked Obama for a total of US$287 million in US aid to opposition forces and noted the US role as the largest humanitarian donor to Syrian refugees with a total aid grant of US$1.7 billion.

But there was no mention in the statement of Jarba’s previous plea to the administration for anti-aircraft weapons to combat the barrel bombings unleashed by Assad’s forces.

US officials privately acknowledged he made the request in talks with Secretary of State John Kerry at the State Department last week, but they refused to be drawn on the response.

Washington is worried that such weapons could eventually end up in the hands of groups hostile to the United States or its allies and could even pose a threat to commercial aircraft.

White House spokesman Jay Carney said earlier that Washington had worked hard to “ensure that the aid that we are providing the opposition is getting into the hands of the moderate opposition and not falling into the wrong hands.”

“This is something that has been a concern and an issue, obviously, since the beginning of the conflict there, but it is one that we take very seriously.”

Officials say the non-lethal assistance that is being provided includes communications equipment, body armour and night-vision goggles — but declined to give a detailed inventory of the aid.

The Syrian National Coalition described the talks as “encouraging and productive” and a milestone on the road to a closer partnership between the Syrian people and the United States aimed at ending the suffering in the country and producing a transition to democracy.

A coalition statement also hinted at the need for more robust military help for opposition groups.

“The opposition delegation discussed the need to empower the Syrian people to defend themselves against the war crimes committed by the regime daily and the need for more pressure against Assad to accept a political solution,” the statement said.

Jarba’s visit came at an inauspicious time for opponents of Assad, after rebels pulled out of the battleground city of Homs and UN and Arab League mediator Lakhdar Brahimi resigned after failing to broker a political solution to the war which has claimed 150,000 lives.

Speaking after meeting Kerry last week, Jarba thanked Kerry for Washington’s support “for the struggle of the Syrian people, for freedom and democracy, and also to lift the injustice and fight oppression and dictatorship that Bashar al-Assad is engaging in.”

But he stressed the Syrian people were looking for more concrete support from “the superpower and country that plays a leading role in the world.” Washington has many times warned that Assad has lost legitimacy and must go, but Obama has been wary of embroiling the United States in another foreign conflict, after spending years pulling US troops out of Afghanistan and Iraq.– AFP

#AceSecurityNews – WASHINGTON – WHITE HOUSE – (Guardian) – The White House has asked legislators crafting competing reforms of the National Security Agency to provide legal immunity for telecommunications firms that provide the government with customer data, the Guardian has learned.

In a statement of principles privately delivered to lawmakers some weeks ago to guide surveillance reforms, the White House said it wanted legislation protecting “any person who complies in good faith with an order to produce records” from legal liability for complying with court orders for phone records to the government once the NSA no longer collects the data in bulk.

The brief request, contained in a four-page document, echoes a highly controversial provision of the 2008 Fisa Amendments Act, which provided retroactive immunity to the telecommunications companies that allowed the NSA to access calls and call data between Americans and foreigners, voiding lawsuits against them. Barack Obama’s vote for that bill as a senator and presidential candidate disappointed many supporters.

(PressTV) – A senior US administration official described the provision as typical for surveillance law that aims to protect firms that comply with Fisa court orders for customer data.

“This would refer to any new orders issued by the court under the new regime we are proposing. This is similar to the way the rest of Fisa already operates, and Fisa already contains virtually identical language for its other provisions, including Section 215,” the official stated.

A congressional aide said such companies were anticipated to “fight hard” for the provision in order to survive in any other surveillance bill.

Newly released emails on the Benghazi terror attack suggest a senior White House aide played a central role in preparing former U.N. ambassador Susan Rice for her controversial Sunday show appearances — where she wrongly blamed protests over an Internet video.
More than 100 pages of documents were released to the conservative watchdog group Judicial Watch as part of a Freedom of Information Act lawsuit. Among them was a Sept. 14, 2012, email from Ben Rhodes, an assistant to the president and deputy national security adviser for strategic communications.

The Rhodes email, with the subject line: “RE: PREP Call with Susan: Saturday at 4:00 pm ET,” was sent to a dozen members of the administration’s inner circle, including key members of the White House communications team such as Press Secretary Jay Carney. In the email, Rhodes specifically draws attention to the anti-Islam Internet video, without distinguishing whether the Benghazi attack was different from protests elsewhere.

The email lists the following two goals, among others: “To underscore that these protests are rooted in an Internet video, and not a broader failure of policy.” “To reinforce the President and Administration’s strength and steadiness in dealing with difficult challenges.” The email goes on to state that the U.S. government rejected the message of the Internet video. “We find it disgusting and reprehensible. But there is absolutely no justification at all for responding to this movie with violence,” the email stated.

A few years back, the White House had a brilliant idea: Why not create a single, secure online ID that Americans could use to verify their identity across multiple websites, starting with local government services. The New York Times described it at the time as a “driver’s license for the internet.”

Sound convenient? It is. Sound scary? It is.

237996-privacy-bill-of-rightsNext month, a pilot program of the “National Strategy for Trusted Identities in Cyberspace” will begin in government agencies in two US states, to test out whether the pros of a federally verified cyber ID outweigh the cons.

The goal is to put to bed once and for all our current ineffective and tedious system of using passwords for online authentication, which itself was a cure for the even more ineffective and tedious process of walking into a brick-and-mortar building and presenting a human being with two forms of paper identification.

The rub is that online identity verification is heaps more convenient for citizens and cost-effective for government agencies, but it’s also fraught with insecurities; federal and state governments lose billions of dollars a year to fraud, and that trickles down to taxpayers.

Meanwhile, the technology for more secure next-gen authentication exists, developed by various tech firms in the public sector, but security groups have had a hell of a time implementing any of them on a broad scale. Enter the government, which proposed the national ID strategy to help standardize the process using a plan called the “identity ecosystem.”

The vision is to use a system that works similarly to how we conduct the most sensitive forms of online transactions, like applying for a mortgage. It will utilize two-step authentication, say, some combination of an encrypted chip in your phone, a biometric ID, and question about the name of your first cat.

But instead of going through a different combination of steps for each agency website, the same process and ID token would work across all government services: from food stamps and welfare to registering for a fishing license.

The original proposal was quick to point out that this isn’t a federally mandated national ID. But if successful, it could pave the way for an interoperable authentication protocol that works for any website, from your Facebook account to your health insurance company.

There’s no doubt secure online identification is a problem overdue for a solution, but creating a system that would work like an all-access token for the internet is a scary can of worms to open.

To start, there’s the privacy issue. Unsurprisingly, the Electronic Frontier Foundation immediately pointed out the red flags, arguing that the right to anonymous speech in the digital realm is protected under the First Amendment. It called the program “radical,” “concerning,” and pointed out that the plan “makes scant mention of the unprecedented threat such a scheme would pose to privacy and free speech online.”

And the keepers of the identity credentials wouldn’t be the government itself, but a third party organization. When the program was introduced in 2011, banks, technology companies or cellphone service providers were suggested for the role, so theoretically Google or Verizon could have access to a comprehensive profile of who you are that’s shared with every site you visit, as mandated by the government.

Post-NSA revelations, we have a good sense for the dystopian Big Brother society the EFF is worried about. As the organization told the Times, at the least “we would need new privacy laws or regulations to prohibit identity verifiers from selling user data or sharing it with law enforcement officials without a warrant.”

Then there’s the problem of putting all your security eggs in one vulnerable basket. If a hacker gets their hands on your cyber ID, they have the keys to everything.

For now, this is all just speculation. The program is just entering a test phase with select state government agencies only (there are currently plans to expand the trial out to 10 more organizations.)

But it’s not far-fetched to think we’re moving toward a standardized way to prove our identity in cyberspace the same way we do offline.

The White House argues cutting down on inefficiencies and fraud would bolster the information economy. In an era where we have cars that drive themselves and flying robots delivering beer, you have to wonder how much longer people are going to put up with standing in line at the DMV for four hours to hand a teller (with a taxpayer-paid salary) a copy of your birth certificate and piece of mail to prove you are you.

If an analysis of the pilot programs in Michigan and Pennsylvania find the centralized ID saves time and money and spares us the DMV line, privacy advocates are going to have a hell of a fight ahead of them.

During the meetings, the two sides will “discuss the international community’s efforts to help stabilize and strengthen Ukraine’s economy and to assist Ukraine in moving forward on constitutional reform, decentralization, anti-corruption efforts, and free and fair presidential elections on May 25,” the White House statement said.

“The vice president will also consult on the latest developments in eastern Ukraine and on steps to enhance Ukraine’s short- and long-term energy security.”

“Information you choose to share with the White House (directly and via third party sites) may be treated as public information,” the new policy says.

The Obama Administration also promises not to sell the data of on-line visitors.

But it cannot make the same assurances for users who go to third-party White House sites on Facebook, Twitter or Google Plus.

There will be no significant changes in actual practices under the new policy. But legal jargon and bureaucratic language has been stripped out, making it easier for readers to now understand that the White House stores the date, time and duration of on-line visits; the originating Internet

Protocol address; how much data users transmit from WhiteHouse.gov to their computers; and more.

The administration also tracks whether emails from the White House are opened, forwarded or printed.

The updates were needed because “Our old privacy policy was just that – old,” blogged Obama’s digital director Nathaniel Lubin.

#AceBreakingNews – EUROPEAN UNION – April 14 – The EU and the US say they will impose “further costs” on Russia over its actions in Ukraine, as unrest continues in the east of the country.

EU foreign ministers said on Monday they would expand a list of names targeted by EU sanctions.

Tension has been rising in Ukraine, with pro-Russian activists occupying buildings in more eastern towns.

Also on Monday, the US said a Russian fighter jet repeated close-range passes over a US warship in the Black Sea.

White House spokesman Jay Carney said US President Barack Obama planned to speak by phone with Russia’s Vladimir Putin about the Ukraine crisis, possibly as early as Monday.

In his news conference, Mr Carney warned that Russia’s actions “will come with a cost.”

However, he added that “lethal” military aid for Ukraine was not currently being considered.
