(NEW YORK) Justice Dept Court Report: Panamanian Intermediary in Alleged Bribery Scheme Charged with Money Laundering Extradited to the United States from Guatemala #AceNewsDesk report

#AceNewsReport – Nov.16: According to court filings, the scheme involved the payment of more than $700 million in bribes to government officials, public servants, political parties, and others in Panama and other countries around the world to obtain and retain business for the company.

#AceDailyNews DOJ Court Report: Luis Enrique Martinelli Linares (Luis Martinelli Linares), 39, a citizen of Panama and Italy, was extradited from Guatemala to the United States today to face an indictment filed in federal court in Brooklyn charging him and his brother, Ricardo Alberto Martinelli Linares (Ricardo Martinelli Linares), 42, a citizen of Panama and Italy, with money laundering offenses in connection with a massive bribery and money laundering scheme involving Odebrecht S.A. (Odebrecht), a Brazil-based global construction conglomerate:

He is scheduled to make his initial appearance tomorrow before U.S. Magistrate Judge Marcia M. Henry of the U.S. District Court for the Eastern District of New York.

“The successful extradition of Luis Martinelli Linares demonstrates the department’s commitment to work with our international partners to pursue, capture and extradite those who use the U.S. financial system to further their corrupt schemes and launder illicit funds,” said Assistant Attorney General Kenneth A. Polite Jr. of the Justice Department’s Criminal Division. “Thanks to the efforts of our law enforcement partners in Guatemala, Luis Martinelli Linares will be held accountable in the United States for his alleged crimes.”

“The extradition of Luis Martinelli Linares to the Eastern District of New York is a significant first step in holding him accountable for allegedly laundering millions of dollars in bribe payments through bank accounts in New York and elsewhere,” stated U.S. Attorney Breon Peace for the Eastern District of New York. “Combatting bribery and money laundering by extraditing and prosecuting corrupt foreign actors like Martinelli is a priority of the Department of Justice.”

“Anyone who facilitates bribe payments to government officials contributes to national security risks, whether overtly or inadvertently, and interrupts the free market system of international trade,” said FBI Assistant Director in Charge Michael J. Driscoll. “The FBI will use all available resources to put an end to this type of corrupt behavior.”

Luis Martinelli Linares and Ricardo Martinelli Linares are alleged in the indictment and other court filings to have conspired with others to launder approximately $28 million in bribe payments made by and at the direction of Odebrecht to a then high-ranking government official in Panama (Panama Government Official), who was a close relative of the defendants. The defendants were initially charged by criminal complaint on June 27, 2020. The defendants were arrested at el Aeropuerto Internacional la Aurora in Guatemala on July 6, 2020, pursuant to a provisional arrest request from the United States as they were attempting to depart Guatemala on a private plane. On Feb. 4, 2021, Luis Martinelli Linares and Ricardo Martinelli Linares were charged in a five-count indictment. The indictment charged both defendants with one count of conspiracy to commit money laundering and two counts of concealment money laundering; Luis Martinelli Linares was also charged with two counts of engaging in transactions in criminally derived property.

On May 17, 2021, after several preliminary appeals were dismissed, the Guatemalan Fifth Criminal Sentencing Court granted the request by the United States to extradite Luis Martinelli Linares. On June 21, the Guatemalan Court of Appeals, Criminal Branch affirmed the ruling of the Guatemalan criminal court granting extradition. On Oct. 15, the Guatemalan Ministry of Foreign Affairs notified the United States, via diplomatic note, that the extradition was final and Luis Martinelli Linares was ready for surrender to the United States, resulting in his arrival in the United States on Nov. 15. The United States continues its efforts to have Ricardo Martinelli Linares returned to the United States to face justice.

On Dec. 21, 2016, Odebrecht pleaded guilty in the Eastern District of New York to a criminal information charging it with conspiracy to violate the anti-bribery provisions of the Foreign Corrupt Practices Act (FCPA) for its involvement in the bribery and money laundering scheme.

The Department of Justice commended and thanked the Government of Guatemala for its assistance in the extradition of Luis Martinelli Linares to the United States. The Justice Department’s Office of International Affairs provided substantial assistance in securing the arrest and extradition of Luis Martinelli Linares. The Brazilian Ministerio Publico Federal, Departamento de Polícia Federal, law enforcement authorities in Guatemala including the Public Ministry of Guatemala and Specialized Unit for International Affairs, and law enforcement authorities in El Salvador also provided significant cooperation.

The FBI’s International Corruption Unit in New York is investigating this case, and the NY-ICS, New York SWAT and FBI’s International Operations Division conducted the transport of Luis Martinelli Linares from Guatemala to the United States.

Trial Attorney Michael Culhane Harper of the Criminal Division’s Fraud Section, Trial Attorneys Barbara Levy and Michael Redmann of the Criminal Division’s Money Laundering and Asset Recovery Section (MLARS), and Assistant U.S. Attorney Alixandra E. Smith of the U.S. Attorney’s Office for the Eastern District of New York are prosecuting the case.

The Kleptocracy Asset Recovery Initiative in MLARS was formed to prosecute money launderers and forfeit the proceeds of foreign official corruption and, where appropriate, to use those recovered asset to benefit the people harmed by the corruption and abuse of office. Individuals with information about possible proceeds of foreign corruption located in or laundered through the United States should contact federal law enforcement or send an email to kleptocracy@usdoj.gov.   

An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Defendants faced charges including attempted murder and extortion.

Saturday’s “maxi trials” took place behind closed doors in a specially converted courtroom in the Calabrian city of Lamezia Terme. 

Another 21 defendants were acquitted.

The ‘Ndrangheta is a sprawling criminal network consisting of some 150 families. This trial is targeting just one of those: The Mancuso family. 

The lengthy charge sheet includes an array of drugs charges, murder, attempted murder, extortion, loan sharking, disclosure of official secrets and abuse of office.

Alleged boss Luigi Mancuso, 67, who goes by the nickname “the Uncle”, and ex-senator Giancarlo Pittelli, 68, who prosecutors have alleged was his white-collar fixer, will face longer court trials at a later date. 

Leading the case is Nicola Gratteri, one of Italy’s most respected anti-mafia chief prosecutors. He has spent decades tackling the Italian crime gangs and as a consequence has lived under police protection for more than 30 years. 

Mr Gratteri vowed earlier this year to take down “this asphyxiating ‘Ndrangheta, which truly takes the breath and the heartbeat from the people” and told reporters that Saturday’s sentencing had “gone very well”.

The ‘Ndrangheta rose to prominence after the maxi trials of the late 1980s, which significantly weakened Sicily’s Cosa Nostra mafia families. 

The ‘Ndrangheta is involved in a wide range of illegal activities, but it specialises in cocaine trafficking and is believed to control about 80% of Europe’s trade.

The meeting comes amid increasingly dire warnings for the future if urgent action is not taken to cut emissions: The group – made up of 19 countries and the European Union – is estimated to account for 80% of the world’s emissions.

Speaking ahead of the two-day summit, UK Prime Minister Boris Johnson suggested failing to act would result in “our civilisation” going backwards, consigning “future generations to a life that is far less agreeable than our own”.

However, he acknowledged that neither the G20 meeting, nor the upcoming COP26 summit in Glasgow, which begins on Monday, would stop global warming, saying “the most we can hope to do is slow the increase”.

According to Reuters news agency, a draft communiqué outlines a promise from the G20 to work towards limiting the rise in temperatures to 1.5C (2.7F) – but no legally binding agreement will be made.

The draft also pledges to take “concrete measures” to stop the illegal logging, mining and wildlife trades, Reuters reports.

Mr Johnson is also expected to touch on coronavirus vaccine inequality during the summit, telling his fellow leaders “the pace of recovery will depend on how quickly we can overcome Covid”, with the first priority being “the rapid, equitable and global distribution of vaccines”.

More than six billion Covid vaccine doses have been administered worldwide. However, a letter addressed to Italian PM Mario Draghi, who is hosting the G20, from more than 160 former world leaders and global figures noted just 2% of people in low-income countries have received a jab.

On Saturday, Mr Draghi called the difference “morally unacceptable”. He called on fellow leaders to “do all we can” to vaccinate 70% of the world’s population by the middle of next year.

Meanwhile, US President Joe Biden will push for countries to boost energy production, amid rocketing prices, as well as discussing a plan to prevent future pandemics. He is also due to hold a meeting with Mr Johnson, as well as France’s Emmanuel Macron and Germany’s outgoing Chancellor Angela Merkel, to discuss reviving the Iran nuclear accord.

The group is also expected to endorse a global minimum corporate tax rate of at least 15%, which is backed by 140 countries around the world. The draft communiqué calls for it to be in place some time in 2023.

It was initially needed to enter many cultural and leisure venues and its scope has gradually been widened. Last month, the month the government made it compulsory for all workers.

Under the green pass system for workers, accepted by unions and employers, any worker who fails to present a valid health certificate from Oct. 15 will be suspended with no pay, but cannot be sacked.

More than 80% of all Italians over the age of 12 have been fully vaccinated.

The small plane crashed into an empty building in Milan.

A thick column of dark smoke rose from the crash site and was visible for kilometres. Several parked cars nearby went up in flames.

Firefighters tweeted that no one else but those on board were hurt in the early afternoon crash near a subway station in San Donato Milanese, a small town near Milan.

Mr Petrescu, a real estate investor and one of Romania’s richest men, his wife, and their adult son were among those killed, newspaper Corriere della Sera reported.

Milan Prosecutor Tiziana Siciliano told reporters at the scene that the plane was proceeding on its flight until “a certain point, then an anomaly appeared on the radar screen and it plunged,” striking the building’s roof.

Control tower officials reported the anomaly, she said, but further details on that weren’t immediately given.

The prosecutor said the plane didn’t send out any alarm. It was too early to cite any possible cause for the crash, Ms Siciliano said, adding that the flight recorder has been retrieved.

By early evening, only two of the eight dead had been identified, since they carried documents on them, Ms Siciliano said.

Those aboard were “all foreigners,” she said, including the pilot, who was Romanian. The aircraft was registered in Romania, she added.

The reports said the aircraft had flown from Bucharest, Romania, to Milan on September 30 with no apparent problem.

The Italian news agency ANSA quoted the national air safety agency ANSV as saying “the plane hit the building and started burning.”

It said the aircraft was a PC-12, a single-engine, executive-type plane.

Fire officials said earlier that the aircraft had crashed into the building’s facade. But following further inspection, the prosecutor said it was apparent that the plane had struck the roof.

Firefighters extinguished the flames at the badly charred and gutted building, which reportedly was under renovation.

The Mediterranean heatwave has led to the spread of wildfires across southern Italy

IPCC Reported on Monday saying human activity was making extreme weather events more common.

According to the WMO, the current official record in Europe is 48C, registered in Athens, Greece, in 1977.

The latest heatwave in Italy is being caused by an anticyclone – nicknamed Lucifer – moving up from Africa.

Anticyclones are areas of high atmospheric pressure where the air is sinking.

Lucifer is forecast to head north across mainland Italy, further raising temperatures in cities including the capital, Rome. 

Italy’s health ministry has issued “red” alerts for extreme heat in several regions and the number of cities that face the highest health risk is expected to rise from eight to 15 by Friday. 

The Mediterranean heatwave, which has seen some countries record their highest temperatures in decades, has led to the spread of wildfires across southern Italy, with Sicily, Calabria and Puglia the worst-hit regions.

Italian firefighters on Wednesday said they had been involved in more than 300 operations in Sicily and Calabria over a 12-hour period, battling through the night to control blazes burning thousands of acres of land.

Three fire-related deaths – two in Calabria and one in Sicily – have been reported by Italian media:

Separately, wildfires are continuing across Greece, fuelled by strong winds and parched vegetation. Foreign teams are helping to tackle blazes in what Prime Minister Kyriakos Mitsotakis has described as a “nightmarish summer”.

Officers hunted the fugitive down following a joint operation carried out by Italian and Spanish authorities.

Paviglianiti had six mobile phones, nearly €6,000 (£5,000) in cash and fake Portuguese documentation on him when he was arrested on Tuesday while leaving his house.

Wanted for his role in crimes committed in the 1980s and 1990s, including murder and drug trafficking, Paviglianiti was first arrested in Spain in 1996.

He was extradited three years later to Italy, where he was convicted and began serving a life sentence. But in 2019 he was released early due to an error in his sentencing.

He fled to Spain, where he was allegedly helped by family members who live there.

An Italian court handed Paviglianiti a fresh 11-year jail sentence in absentia in January for a series of crimes, including murder and criminal association with the aim of drug trafficking.

Police believe Paviglianiti is the head of a ‘Ndrangheta clan, overseeing shipments of cocaine from South America.

The ‘Ndrangheta has amassed huge wealth importing cocaine from Latin America and hashish from North Africa into Europe.

All 39 migrants were found dead in a freight container on the back of the vehicle in the town of Greys in October 2019.

The truck and the trailer took separate journeys before both ending up on the grounds of the Waterglade Industrial Park in Grays, 40 kilometres east of London on the River Thames.

The truck is believed to have travelled from Northern Ireland to Dublin, where it took a ferry to Holyhead in Wales last Sunday before picking up the trailer at the dockside in England.

Bulgaria’s Prime Minister Boyko Borisov confirmed the red Scania truck was registered in Bulgaria in 2017, but had not entered Bulgarian territory since.

The discovery of so many dead people — one just 15 years old — in the back of the truck on an industrial estate shone a shocking spotlight on the illicit global trade that sends the poor of Asia, Africa and the Middle East on perilous journeys to the West.

Most of the victims were from the neighbouring provinces of Nghe An and Ha Tinh, in north-central Vietnam, where poor job prospects, encouragement by authorities, smuggling gangs and environmental disaster all contribute to the wave of migrants.

As oxygen levels fell in the back of the truck, some tried desperately to escape, but in vain.

Others used mobile phones to say their last farewells to devastated relatives on the other side of the world.

One of the victims was Pham Thi Tra My, a 26-year-old woman whose heartbreaking final text message to her mother vividly brought home the scale of the tragedy.

Her family had been unable to contact her since the text arrived saying she was suffocating.

“I’m so sorry mom and dad … My journey abroad doesn’t succeed,” she wrote. “Mom, I love you and dad very much. I’m dying because I can’t breathe … Mom, I’m so sorry.”

Two men including the truck driver have already been convicted over the deaths in the UK, as have four others in Vietnam.

Brusca, now 64, was arrested in 1996 then cooperated with authorities to gain a reduced sentence. The information he supplied led to numerous other gangsters being arrested, the report said.

Who is Giovanni Brusca?

Brusca, now 64, was a key figure within the Cosa Nostra, the Sicilian Mafia group.

In 1992, he detonated the bomb that killed Italy’s leading anti-Mafia investigator, judge Giovanni Falcone, in one of the country’s most infamous murder cases.

Mr Falcone’s wife and three bodyguards were also killed in the attack, when Brusca set off half a tonne of explosives under the road near Palermo they were driving along.

The attack, followed two months later by the killing of Mr Falcone’s colleague Paolo Borsellino, rocked Italy and resulted in tough new anti-Mafia laws.

Brusca has confessed to his role in more than 100 murders.

One of the most gruesome was the killing of Giuseppe Di Matteo, the 11-year-old son of another mafioso who had betrayed him. Brusca had the boy kidnapped and tortured before he was strangled and his body dissolved in acid – as a result, the child’s family couldn’t bury him.

After his arrest in 1996, he turned state witness in order to reduce his sentence. He helped investigators track down the gangsters responsible for several Mafia attacks in the 1980s and 1990s.

What has the reaction been?

Brusca’s release has prompted grief and anger among relatives of some of his victims.

The wife of one of the bodyguards killed, Tina Montinaro, told the Repubblica newspaper she was “indignant”.

“The state is against us – after 29 years we still don’t know the truth about the massacre and Giovanni Brusca, the man who destroyed my family, is free,” Ms Montinaro said. 

Maria Falcone, the sister of the judge, said she was “saddened” by the news but that the law gave Brusca the right to leave prison.

Several Italian politicians condemned Brusca’s release.

“After 25 years in prison, the mafia boss Giovanni Brusca is a free man. This is not the ‘justice’ that Italians deserve,” said Matteo Salvini, leader of the right-wing League party.

“It is a punch in the stomach that leaves you breathless,” Enrico Letta, the leader of the centre-left Democratic party, told radio station Rtl 102.5 on Tuesday.

The car plunged 20m (65ft) into the side of the Mottarone mountain near Lake Maggiore in northern Italy.

Prosecutors are carrying out an investigation into suspected involuntary homicide and negligence. 

Was the brake tampered with?

The three suspects have been identified as the owner, director and chief of operations of the company that managed the cable car.

AFP reports that local prosecutor Olimpia Bossi told a press conference that the brake had been tampered with in a “conscious act” and suggested the car was unsafe before Sunday’s accident.

The prosecutor alleged a fork-like clamp had been placed over the emergency brake, which had been malfunctioning, after repair work on the car was unsuccessful, according to Italian newspaper Corriere della Sera.

“It had been applied to avoid continuous disruptions and blockages of the cable car,” she said, adding that the suspects had believed that the cable would never break.

According to the newspaper, investigators had initially believed the clamp had been left in place by mistake.

What happened to the survivor?

Five families were on board the cable car when it crashed, including two children who were among the dead.

The sole survivor of the accident has been named as Eitan Biran, a five-year old Israeli boy whose parents, great-grandparents and younger brother were all killed. 

According to reports, he was protected from the impact of the crash by his father, who shielded him with his body.

Eitan was placed in a medically induced coma after an operation on Sunday but briefly opened his eyes on Wednesday, a medical official said. His aunt is with him in the hospital and he is expected to fully regain consciousness in the coming hours.

“This is the most delicate moment,” Turin’s health chief was quoted as saying by Italy’s La Repubblica newspaper.

Since the cable car reopened after lockdown a month ago, it had been operating with the tampered break system. For those who took the journey in that period, it’s been described as Russian roulette.

The investigators’ findings are chilling. The first assumption was that the clamp had been inserted and left inside by mistake. But it appears to have been a conscious decision by the maintenance workers. 

Almost three years since a bridge in Genoa collapsed killing 43 people – a result of years of failed maintenance and conflict of interest – Italy is now facing another scandal over neglect of transport infrastructure with deadly consequences. 

And a shaken country is asking how many more such disasters will follow.

What happened on Sunday?

Matteo Gasparini, provincial head of Italy’s Alpine rescue service, said earlier this week that the emergency brake had failed to work after a cable snapped.

The cable car then sped backwards and “ended up catapulted out of the support cables,” Mr Gasparini added.

It is believed the car struck a pylon and plummeted to the ground, tumbling down the mountain until it crashed into trees.

Initial reports said the towing cable failed at about 12:30 (10:30 GMT) as the gondola neared the end of its 20-minute journey to the top of the mountain from the resort town of Stresa. Nearby hikers heard a loud hiss before it crashed to the ground.

The cable car service originally opened in 1970 and was closed for maintenance between 2014 and 2016, according to local media reports. It recently reopened following the lifting of coronavirus measures. Numbers inside the gondolas were restricted.

Five Israeli nationals were among the dead, Israel’s foreign ministry says.

Images from the scene show the wreckage lying in a steep wooded area.

Officials said two survivors, children aged about five and nine, were airlifted to a hospital in Turin but the older child later died. 

The younger child – who is also an Israeli national – underwent surgery and is in a critical condition.

“We are devastated,” Marcella Severino, mayor of Stresa, told broadcaster RAI.

How did the crash happen?

It reportedly happened at about 12:30 local time (10:30 GMT) on Sunday.

The cause of the incident remains unclear, but local reports suggest the cable may have failed about 300m (984ft) from the top of the mountain.

The cabin fell about 20m to the ground and rolled over down the slope before being stopped by trees, Mayor Severino said.

Nearby hikers heard a loud hiss before the accident, she added.

Rescuers faced a crash site on steep and difficult terrain. A fire service vehicle overturned while responding but no-one was injured. 

Stresa’s mayor said victims had been found both inside and outside the wreckage of the cable car.

Luisa Tesserin, a 27-year-old student from Genoa, told the AFP news agency that she and friends had been on the service about an hour before the crash happened.

“When we got on, the cable car didn’t give any strange signals, everything was fine. When they told us the news, we were shocked,” Ms Tesserin said.

Italian Prime Minister Mario Draghi described the crash as a “tragic accident” and said he was receiving updates from local and national officials.

“I express the condolences of the whole government to the families of the victims, with a special thought for the seriously injured children and their families,” he said in a statement. 

Infrastructure Minister Enrico Giovannini has announced an inquiry into the incident with a local prosecutor’s office also opening an investigation. 

EU Council President Charles Michel offered his condolences to the victims’ loved ones in a tweet written in Italian, adding that “Europe is in mourning with you”.

What do we know about the cable car?

The website for the Stresa-Alpine-Mottarone service said it usually takes 20 minutes to transport passengers 1,491m above sea level.

The cable car originally opened in 1970 and was closed for maintenance between 2014 and 2016.

Mottarone is situated between Lake Maggiore and Lake Orta, offering scenic views of the region for tourists.

Each cable car can usually hold about 40 passengers. The service had recently reopened following the lifting of coronavirus restrictions.

#AceNewsReport – Apr.21: According to court documents, Sergio Pasini, 43, of Ferrera, Italy, and Gianluca Sabbioni, 55, of Sala Bolognese, Italy, two senior diesel managers at Fiat Chrysler Automobiles Italy S.p.A. (FCA Italy), a wholly owned subsidiary of Stellantis N.V. — along with a previously charged co-conspirator, Emanuele Palma, 42, of Bloomfield Hills, Michigan — were responsible for developing and calibrating the 3.0-liter diesel engine used in certain FCA diesel vehicles.

‘An indictment was unsealed today in the Eastern District of Michigan charging two Italian nationals, along with a previously charged co-conspirator, for their alleged role in a conspiracy to defraud U.S. regulators and customers by making false and misleading statements about the emissions controls and fuel efficiency of more than 100,000 diesel vehicles sold in the United States by FCA US LLC: Their responsibilities included calibrating several software features in the vehicles’ emissions control systems to meet emissions standards for nitrogen oxides (NOx), a family of poisonous gases that are formed when diesel fuels are burned at high temperatures, while also achieving best-in-class fuel efficiency targets set by FCA US LLC’

The superseding indictment alleges that Palma, Pasini, Sabbioni, and their co-conspirators, purposely calibrated the emissions control functions to produce lower NOx emissions under conditions when the subject vehicles would be undergoing testing on the federal test procedures or driving “cycles,” and higher NOx emissions under conditions when the subject vehicles would be driven in the real world. Palma, Pasini, Sabbioni, and their co-conspirators allegedly referred to the manner in which they manipulated one method of emissions control as “cycle beating.” As alleged, by calibrating the emissions control functions on the subject vehicles to produce lower NOx emissions while the vehicles were on the driving “cycle,” and higher NOx emissions when the vehicles were off the driving “cycle,” or “off cycle,” the three defendants purposely misled FCA’s regulators by making it appear that the subject vehicles were producing less NOx emissions than they were, i.e., in real world driving conditions. Palma, Pasini, and Sabbioni also allegedly made and caused others to make false and misleading representations to FCA’s regulators about the emissions control functions of the subject vehicles in order to ensure that FCA obtained regulatory approval to sell the subject vehicles in the United States. 

The superseding indictment also alleges that Palma, Pasini, and Sabbioni employed “cycle beating” to achieve best-in-class fuel efficiency and make the subject vehicles more attractive to FCA’s potential customers, i.e., by increasing fuel economy and reducing the frequency of a required emissions control system service interval. The superseding indictment alleges that the co-conspirators understood their “cycle beating” calibration would harm consumers who purchased the vehicle, leading them to acknowledge that “there will always be the unlucky customer who will have the misfortune of using our loser cal[ibration].” 

Pasini and Sabbioni are each charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, and six counts of violating the Clean Air Act. If convicted, Pasini and Sabbioni each face up to five years in prison on the conspiracy count to defraud the United States and to violate the Clean Air Act, up to 20 years in prison on the conspiracy count to commit wire fraud, and up to two years in prison for each count of violating the Clean Air Act. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Palma is charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, six counts of violating the Clean Air Act, and two counts of making false statements to representatives of the FBI and the U.S. Environmental Protection Agency’s Criminal Investigation Division (EPA-CID). If convicted, Palma faces up to five years in prison on the conspiracy count to defraud the United States and to violate the Clean Air Act, up to 20 years in prison on the conspiracy count to commit wire fraud, up to two years in prison for each count of violating the Clean Air Act, and up to five years in prison for each count of making false statements. Sy, a man with a criminal record who is originally from Senegal but has been an Italian citizen since 2004, got off the bus after it was stopped by police, who were alerted by students on board.

The carabinieri del Ros special operations group swooped on the men in Rome on Tuesday evening “during a clandestine meeting between the two, caught immediately after the transfer of a document by the Italian officer in exchange for a sum of money”, a police statement said.

The Italian is described as being the captain of a frigate and the Russian officer’s diplomatic status is currently being assessed.

The Russian embassy confirmed the involvement of a military attaché official but said any further comment was inappropriate, adding that it hoped the incident would not affect relations, Russia’s Ria news agency reported.

Italy’s Corriere website reports that papers seized in the naval officer’s flat suggest he may have passed on Nato secrets, thereby placing other countries’ national security at risk.

Russian decline in relations with Nato

Police moved in following a lengthy operation by Italy’s Aisi domestic intelligence agency. Italian media are describing the incident as the most serious since the Cold War.

Relations between Moscow and Nato have deteriorated since Russia seized and annexed Ukraine’s Crimea region in 2014. The poisoning of leading Russian opposition figure Alexei Navalny, now being held in a Russian penal colony, has also led to a decline.

Last week, Nato member Bulgaria expelled two Russian diplomats for “intelligence activity incompatible with diplomatic relations”.

Italian fighter planes were involved in a Nato operation to intercept Russian planes over the Baltic Sea on Monday.

Editor’s says Today’s earthquake in central Italy comes two months after the Aug. 24 earthquake that left nearly 300 people dead. That quake, measuring magnitude 6.2, was centered near Perugia. Today’s quake was measured at 5.4 magnitude.

#AceNewsReport – Sept.18: Croatia has closed seven of its eight border crossings with Serbia overwhelmed by a huge surge of refugees turned away by Hungary. PM said Croatia will not accept or accommodate asylum seekers any longer.

Some of the refugees appear to be stuck on the border between Croatia and Hungary. Reuters reported on Thursday that a convoy of more than 10 buses which was heading towards the Croatian city of Osijek was turned towards the Hungarian border. Refugees were offloaded at the Croatian border village Beremend, according to a Reuters reporter at the scene. Hundreds of migrants were also witnessed on Friday at a petrol station by a road in the Croatian border town of Beli Manastir.

Scuffles between refugees erupted on Friday at the Croatian Beli Monastir train station as the people were boarding the trains bound for Zagreb. Some were injured and received first aid.

Dozens of refugees staged a silent sit-in protest at the Serbian-Hungarian border near the town of Horgos on Friday. They held placards which read: “We don’t have houses anymore. We will live here,” and “This is shame for Europe.”

The site was a scene of violence on Tuesday, when police used water cannon and teargas to push back refugees attempting to enter Hungary.

 

Milanovic said on Friday he has called a session of Croatia’s National Security Council. Interior Minister Ranko Ostojic told N1 Television that “it’s a matter of time” before Croatia closes all borders.

Columns of asylum seekers were expected to turn to Slovenia, however the Interior Ministry said on Friday that Slovenia does not intend to open a corridor for the refugees heading to Western Europe to pass through.

“At the moment we have no basis on which we could form a corridor,” Interior Ministry state secretary Bostjan Sefic told reporters.
