“The possibility of physical shutdown of the Russian segment of the Internet was tested,” a source in the telecommunications market told RBC news agency .

According to another interlocutor of the news agency, “the exercises were successful.” The official completion of the tests is scheduled for August 31.

In November 2017: Russian President Vladimir Putin demanded that an autonomous Internet governance system be developed that would remove the Russian internet segment out of the “dominance” of the United States.

They would be independent of the control of international organizations and would protect, among other things, Russian users from “targeted influences”.

The international project of a separate Internet failed, and the Russian authorities decided to act alone. A year later, Russia adopted a law “on the sovereign Internet”, which requires not only to ensure the possibility of autonomous operation of the Runet and minimize the transfer of data abroad, but also introduces strict control over traffic within the Russian Federation, expanding the functions of the Russian media watchdog, Roskomnadzor.

According to the law, all traffic within Russia should pass through exchange points approved by the Roskomnadzor. To do this, mobile operators and Internet providers must install equipment on their networks using which the agency will be able to control the internet traffic, as well as block prohibited resources.

At the end of 2019, the Russian government prepared a list of threats, which, could prompt Roskomnadzor to centralize internet control in the country.

The list includes providing access to prohibited information or blocked resources, cyber attacks and other information attacks on communication facilities and networks, threats to the availability of government online resources, violation of information security of automated network management systems and a number of others.

In February 2019, Putin said that the Internet is an invention of the special services of the West, which “sit there and eavesdrop and collect defense information”. Two years later he called the Internet a threat that can destroy society from within. According to Putin, the Internet must be subordinated to the laws of morality.

The necessary infrastructure for the implementation of the law “on the sovereign Internet” is planned to be completed by the end of 2021.

By that time, in accordance with the Digital Economy national program, the information system of the Center for Monitoring and Management of the Public Communication Network be fully functional work.

The PBOC is well ahead of other major central banks in developing its own digital currency, seeking to replace cash and maintain control over a payments landscape that has become increasingly dominated by technology companies not regulated like banks.

China has been expanding trials in major cities like Shenzhen, with wider adoption planned for the Winter Olympics in Beijing next year. Cross-border use of the digital yuan would be an important step toward global adoption of the currency for financial transactions.

PBOC officials confirmed in April the central bank had conducted the cross-border tests with the HKMA.

The use of the digital yuan in Hong Kong could lead to a much faster and cheaper cross-border payment and clearing process, consultancy Oliver Wyman said in a report released Wednesday. It estimated that costs related to cross-border payments in the city are about US$20 billion to US$40 billion per year, the equivalent of as much as 11 percent of the city’s gross domestic product in 2020 and they should play a key role in digital yuan rollout

“If the payment infrastructure underpinning e-CNY were to roll out for cross-border payments at scale, we believe it can address a substantial portion of this cost base,” said Michael Ho, principal of financial services at Oliver Wyman and co-author of the report.

China could promote the digital yuan’s overseas use starting with the Guangdong-Hong Kong-Macao Greater Bay Area, the consultancy wrote in the report. It could also potentially use the digital yuan to settle oil contracts, given its growing influence as an oil buyer, and create an “e-CNY bubble” among countries involved in the Belt and Road Initiative, it said.

RUSSIA: Chinese & Russian Navigation Systems Suit #BRICS Members

#AceNewsReport – Opinion: RUSSIA:July.01: The heads of Russia’s Federal Space Agency and China’s Satellite Navigation Office signed a joint statement on May 8 on the joint operation of Russia’s GLONASS and China’s BeiDou systems.

MOSCOW (Sputnik) – Russian and Chinese global navigation satellite systems are well suited to meeting #BRICS members’ civilian needs, chief analyst for GLONASS Union, Andrei Ionin, told Sputnik on Wednesday.

“All the studies show that the two systems [can] solve all civilian objectives. So GLONASS and BeiDou together can cater for all such tasks within BRICS,” Ionin told Sputnik.

He pointed to the key importance of developing GLONASS within the BRICS framework. The GLONASS Union analyst said Russia’s navigation system, with the exception of that of China and the United States, lacks global undertakings.

(VoA July 16 2014 ) Reported that Russia will reopen an intelligence base in Cuba that closed in 2001, according to Russian media reports on Wednesday.

The newspaper Kommersant claims an agreement to resume operations at the Lourdes base, which was once a leading source of Cold War-era electronic surveillance on the United States, was made during Russian President Vladimir Putin’s visit to Havana last week.

Cuban Missile Base

The signals intelligence base located south of Havana opened in 1964 to spy on the U.S. during the Cuban Missile Crisis. Only 250 kilometers from the U.S. coast, it had radar capable of intercepting signals from a significant amount of U.S. territory, according to Kommersant.

In 2001, Putin ordered the base closed in a cost-cutting move, after repeated requests from the United States, the Russian paper said, citing sources close to the Kremlin.

The paper also quoted Raul Castro as saying that up to 75 percent of Moscow’s intelligence on the United States came from the base.

The Syrian FM claims to have rejected a US offer of direct talks without the involvement of the opposition “tools” during the Geneva conference over John Kerry’s refusal to apologize for his biased speech. US officials denied seeking such a meeting.

On his way back to Syria, the country’s foreign minister Walid Muallem was asked why hadn’t the Damascus delegation spoken directly with the US without intermediaries from the opposition delegation. 

“Frankly, the Americans have asked for that in Montruex and I refused unless Kerry apologizes for the speech he made in the conference,”
 Walid Muallem told Syrian state media on board a plane bound for Damascus. 

Syria’s foreign minister was apparently referring to the opening remarks of US Secretary of State John Kerry’s speech made in Montreux, Switzerland on January 22, who said that President Bashar Assad lost all legitimacy and cannot be a part of any transitional government. 

“There is no way, not possible in the imagination, that the man who has led the brutal response to his own people could regain legitimacy to govern,” Kerry said in that speech. Walid Muallem rebuffed him at the time, saying no outside force had the right to “withdraw legitimacy” from the president or government except for the people of the country.

The US officials were quick to deny claims by Syria’s foreign minister that US diplomats were seeking direct negotiation with the Syrian delegation. 

“At no point did the United States offer to negotiate directly with the Syrian regime,” State Department spokeswoman Jen Psaki said, though clarifying that the US indeed offered to connect with Syrian officials “on a staff level” through the United Nations and Joint Special Representative Lakhdar Brahimi.

Psaki added that the State Department will never apologize for the views expressed by the top US diplomat. “At no point will Secretary Kerry ever apologize for speaking the truth about the brutality the Assad regime has inflicted on the people of Syria,” she said.

The peace talks that ended in Geneva on Friday producing no concrete results and no official commitment from Damascus delegation to return to the negotiation table on February 10. The government and opposition were unable to bridge their differences on cease fires, humanitarian corridors or the question of a transitional governing body. 

In a security conference in Munich, the UN Secretary-General Ban Ki-moon said that he urged Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry “to use their influence to ensure the talks proceed as scheduled on February 10.”

Lavrov insisted that “Russia can do nothing alone” as he asked the US to apply their influence on the Syrian opposition

Muallem, meanwhile, warned the opposition will eventually suffer a “reality shock” unless they abandon their “illusions” and drop unrealistic demands. 

The Assad delegation has sought to focus the discussions on brutal acts of terrorism, and Muallem accused the opposition delegation for refusing to sign a declaration condemning such activity in Syria. 

“This rejection is a smirch on the forehead of the coalition’s delegation, and as I said yesterday that any person in the world who suffered from terrorism would adopt this draft statement,”
 Muallem said, adding that the foreign-based coalition who “live in 5-star hotels” knowing nothing about the Syrian reality.

The Syrian foreign minister also lashed out against the “unjust” international community that impose sanctions on a war-torn country. 

“It is an ‘international community’ that adopts double standards policy and mostly dominated by the US… they dominate the UN Security Council and the UN,” Muallem said. 

“When they say ‘international community’ we laugh as they do not represent the international community, for if we consider the population of Russia, China, India and the BRICS countries, we find that they are the international community.” 

Muallem questioned how could the West want to be involved Geneva dialogue and at the same time “impose sanctions on the Syrian people and children?”He asked European Union’s foreign policy chief, Catherine Ashton to explain how can the West can sanction a ban on food products yet at the same time discuss the issue of humanitarian aid shipments.

The foreign minister concluded by saying that in the negation process, Syria will refuse anything that contradicts the constitution. 

“This constitution was reached by a referendum and no one can reach or even think that the presidency is a topic of discussion.”
