A preliminary analysis of the information indicated that “serious violations of international law, possibly amounting to war crimes and crimes against humanity, may have been committed by multiple actors in the conflict,” the statement warned.
Those actors included the Ethiopian National Defense Forces, the Tigray People’s Liberation Front (TPLF), Eritrean armed forces, and Amhara Regional Forces and affiliated militia, it said.
“With multiple actors in the conflict, blanket denials and finger-pointing, there is a clear need for an objective, independent assessment of these reports,” Bachelet said.

She urged the Ethiopian government to grant her office and other United Nations investigators access to Tigray “with a view to establishing the facts and contributing to accountability, regardless of the affiliation of perpetrators.”

The UN High Commissioner for Human Rights pointed out that her office was continuing to receive information of ongoing fighting in central Tigray in particular: She lamented “deeply distressing reports of sexual and gender-based violence, extrajudicial killings, widespread destruction and looting of public and private property by all parties.”

“ Without prompt, impartial and transparent investigations and holding those responsible accountable, I fear violations will continue to be committed with impunity, and the situation will remain volatile for a long time to come,” she said.
Bachelet also voiced concern at the detentions this week in Tigray of journalists and translators working for local and international media, including AFP.
While they had been released, she pointed to worrying remarks by a government official that those responsible for “misleading international media” would be held responsible.

“ Victims and witnesses of human rights violations and abuses must not be hindered from sharing their testimony for fear of reprisals,” she said.
Tigray has been gripped by fighting since early November 2020, when Prime Minister Abiy Ahmed announced military operations against the TPLF, accusing them of attacking federal army camps.
Abiy — who won the Nobel Peace Prize in 2019 — declared victory after pro-government troops took the regional capital Mekele in late November, although the TPLF vowed to fight on, and clashes have persisted in the region: The presence of Eritrean troops in the Tigray conflict has been widely documented but has been denied by both countries.

#AceWorldNews – CONGO – Nov.22 – Widespread violence has forced more than 71,000 people to flee their homes in the Democratic Republic of Congo’s Katanga region in the past three months alone, the UN said Tuesday.

The UN refugee agency is“deeply concerned about the catastrophic humanitarian situation” there, AFP said.

Violence has uprooted about 400,000 people since 2012, and the total number of internally displaced people is nearing 600,000, UNHCR said.

The violence is mainly attributed to the Mai Mai rebel group.

It is fighting for a better distribution between the north and south of the wealth from the province’s natural resources.

“Ten trucks have arrived in Lugansk, bringing 50 tons of medicines and fuel.

Yesterday it was confirmed that a sixth load of Russian humanitarian aid is ready to be shipped to the suffering people of Ukraine’s Donbass region, according to Oleg Voronov, deputy head of the Russian Ministry for Emergency Situations.

The shipment will consist of over 100 tons of food and medical supplies and will be sent via 20 lorry trucks to Lugansk and Donetsk.

This pattern has again played out in Homs over the last week,” said ICRC President Peter Maurer on Saturday. This is despite the ongoing evacuations of Syrians under siege in Homs.

The deal to allow civilians to leave the city was initially regarded as an icebreaker. However, after the second six-day round of talks devoted to getting civilian out of the city, government and opposition remain deadlocked over other issues.

Maurer said that there were many other besieged cities beside Homs and that more than 1 million people were living in difficult conditions as a result.

“If humanitarian work is to be meaningful and effective, it must be supported by the parties [in the conflict],” Maurer said.

Sudan: “UN Relief Official Deplores Killing of Health Workers in West Darfur”

#AceWorldNews says the top United Nations humanitarian official in Sudan today strongly condemned the killing of two Ministry of Health staff members who were part of a measles vaccination team in West Darfur.

“My deepest condolences go to the family and friends of those killed,” the UN Resident and Humanitarian Coordinator in Sudan, Ali Al-Za’tari, said in a news release.

The victims in the attack, which reportedly took place on Monday, were a vaccinator and a driver.

“I call on all parties to ensure the protection of all personnel working to deliver assistance to populations in need throughout Sudan,” said Mr. Al-Za’tari.

The UN Children’s Fund (UNICEF) and the World Health Organization (WHO) are helping to ensure that every child in Sudan is getting vaccinated, whoever they are and wherever they live.

The nationwide measles vaccination campaign that began on 24 November is targeting about 15 million children, according to media reports.
